Book excerpt: Although the progress toward poverty reduction remains sluggish, other dimensions of social welfare in the Latin American and Caribbean (LAC) region show signs of improvement. Adult literacy and school enrollment rates, life expectancy at birth, and the amount of access to safe water are increasing. Nutrition indicators are also improving. However, other factors demonstrate that many problems persist, especially the inequality between rich and poor. This report analyzes the evolution of poverty and inequality in the LAC region from 1986 to 1996 with projections to 1998. It reviews the policies which have been advocated or implemented to reduce poverty. The report combines the results of new empirical work using household surveys from 12 countries, short theoretical developments, and a review of the literature on issues related to poverty, inequality, and social policy in LAC. Some of the theoretical developments introduce new research techniques. Chapters three to six follow the framework proposed in the forthcoming 'World Development Report 2000-2001'. The framework identifies three essential elements for poverty reduction. Those elements include opportunities for the poor and investments in the human capital of the poor, security through social safety nets, and empowerment.

Available in PDF, EPUB and Kindle. Book excerpt: The Economic Development Institute (EDI), in cooperation with the United Nations Development Programme (UNDP) and the Inter-American Foundation, launched the Partnerships for Poverty Reduction program in six countries in Latin America and the Caribbean—as part of the Bank's Mission "to fight poverty with passion and professionalism for lasting results." The program sought to promote the adoption of an approach to poverty reduction that relies on partnerships among local, regional, and central governments, other public sector agencies, nongovernmental organizations, private sector companies and other civic organizations. This publication is a result of these collaborative efforts. It contains a powerful message about partnerships with the state, civil society and business: these partnerships have the potential of becoming the basis of an approach to poverty reduction that replaces old and failed paradigms in the region.

Available in PDF, EPUB and Kindle. Book excerpt: This report tries to put boundaries around the abstraction that is "social inclusion". It is intended for policy makers, academics, activists and development partners - indeed anyone who is curious about how to address inclusion in a world that is witness to intense demographic, spatial, economic and technological transitions. Placing the discussion of social inclusion within such global transitions and transformations, it argues that social inclusion is an evolving agenda. While it does not purport to provide definitive answers as to how to achieve social inclusion in any given context, the report offers an easy-to-use definition and a framework to assist practitioners in asking, outlining and developing some of the right questions that can help advance the agenda of inclusion in different contexts. There are seven main messages in this report: 1. Excluded groups exist in all countries. 2. Excluded groups are consistently denied opportunities. 3. Intense global transitions are leading to social transformations that create new opportunities for inclusion as well as exacerbating existing forms of exclusion. 4. People take part in society through markets, services, and spaces. 5. Social and economic transformations affect the attitudes and perceptions of people. As people act on the basis of how they feel, it is important to pay attention to their attitudes and perceptions. 6. Exclusion is not immutable. Abundant evidence demonstrates that social inclusion can be planned and achieved. 7. Moving ahead will require a broader and deeper knowledge of exclusion and its impacts as well as taking concerted action.

Viewing the debate from this long-term perspective allows for a focus on the structural factors that have prevented Latin America and the Caribbean from reaching the growth potential required to keep pace with faster growing regions and to fulfill the aspirations of its population.

Book excerpt: At the start of each decade the World Development Report focuses on poverty reduction. The World Development Report, now in its twenty-third edition, proposes an empowerment-security-opportunity framework of action to reduce poverty in the first decades of the twenty-first century. It views poverty as a multidimensional phenonmenon arising out of complex interactions between assets, markets, and institutions. This Report shows how the experience of poverty reduction in the last fifteen years has been remarkably diverse and how this experience has provided useful lessons as well as warnings against simplistic universal policies and interventions. It shows how current global trends present extraordinary opportunities for poverty reduction but also cause extraordinary risks, including growing inequality, marginalization, and social explosions. The World Development Report 2000/2001 explores the challenge of managing these risks in order to make the most of the opportunities for poverty reduction.

Book excerpt: This manual has been designed and written with the purpose of introducing key concepts and areas of debate around the "creative economy", a valuable development opportunity that Latin America, the Caribbean and the world at large cannot afford to miss. The creative economy, which we call the "Orange Economy" in this book (you'll see why), encompasses the immense wealth of talent, intellectual property, interconnectedness, and, of course, cultural heritage of the Latin American and Caribbean region (and indeed, every region). At the end of this manual, you will have the knowledge base necessary to understand and explain what the Orange Economy is and why it is so important. You will also acquire the analytical tools needed to take better advantage of opportunities across the arts, heritage, media, and creative services.

Book excerpt: On Third World streets or First World televisions, Latin America's children are seen but seldom listened to. Child labourers, street children and shanty town kids are portrayed in the West as helpless victims, passive, big-eyed and hungry, besieged by poverty and violence. However, this text argues that if you talk to the children themselves a different picture emerges - one of children as active, energetic and resourceful fighters, struggling to improve their lives, get an education, and earn a living. The book explores the lives of children through their own eyes and voices. It argues that child participation is both a right and a necessity if child-centred social programmes are to succeed. More broadly, harnessing the energy of children could help the region tackle pressing environmental and social problems. Duncan Green talks to children across the continent, watching them at work and play, on the streets or in the home. He interviews children in Brazil, Jamaica, Peru, Columbia, Honduras and Nicaragua, as well as teachers, welfare workers and other adults involved in their lives. He provides comprehensive background research to support his findings, while photographs illustrate the text.
