Other units would be relocated to McChord, Kirtland, Travis, Luke, Los Angeles, and McClellan AFBs. The relocation actions will include transfers of personnel, aircraft, and various other equipment and material. This FEIS assesses the environmental impacts associated with the action. The substantive areas of potential environmental impact that are analyzed are air quality, water resources, earth resource, biotic resources, cultural and historic resources, noise, hazardous waste, accident potential zones, and socioeconomics. This FEIS describes the baseline conditions, potential environmental impacts (beneficial and adverse), and possible mitigations of adverse impacts. The Base Closure and Realignment Act specifically exempts this FEIS from considering the need, purpose, or reasons for the withdrawal or alternatives for closure or realignment.

Book excerpt: The action evaluated in this environmental impact statement (EIS) is the closure of George Air Force Base (AFB) in California. The closure is the result of the recommendations of the Defense Secretary's Commission on Base Realignments and Closures, from legislative requirements in the Base Closure and Realignment Act (Public Law 100-526; the 'Act'), and from U.S. Air Force plans to enhance mission readiness and national security. Primarily, the closure of George AFB will involve the relocation of personnel, 92-F-4E/G aircraft, equipment, and supplies to Mountain Home AFB in Idaho and the inactivation of 24 OV-10 aircraft. In addition to the above activities directly related to the closing of Georgia AFB, the following unit moves will also occur. Twenty-three combat-coded F-4E/G aircraft in the 37th Tactical Fighter Wing at George AFB are to be deactivated beginning in October 1989, along with a reduction of 745 personnel authorizations. These movements were planned prior to the Commission's recommendations and will occur prior to the actual closing of the Base which is scheduled for the winter of 1992. Also, there is a planned relocation of Air Warrior from George AFB to Nellis AFB in Nevada. This EIS baseline assumes that all units are currently operational as described in Chapter 3. Chapter 4 of this document assesses the impacts of the closure of the Base (withdrawal of all units). (sdw).

Public expectations of the impact often verge on the apocalyptic, and economic forecasts of the local effects seem to bolster such fears. While many studies have been done on the closure and revitalization process, little new work has been done on the immediate economic impacts of base closures since the wave of closures after the Vietnam War. This study examined the experience of the communities surrounding three of the largest bases closed in California since 1988. The bases were selected due to their large presence in the local community and to the fact that the communities were sufficiently isolated geographically that the effects could be expected to be both severe and measurable. The study used a case-study approach to examine the impact on nearby communities of three base closures: George Air Force Base (AFB), located in San Bernardino County, which closed in December 1992; Fort Ord, located in Monterey County, which closed in September 1994; Castle Air Force Base, located in Merced County, which was slated for closure in 1995 and from which 65 percent of its uniformed personnel had been vacated by October 1994. To assess the impact of base closures on local communities, the study used nine measures-two centering on changes in population, four on changes in employment, and three on changes in the housing market. The study investigated how the closures impacted the size of the total population in nearby communities and the size of those communities' school enrollments. It looked at the size of neighboring communities' labor forces, their unemployment rates, their taxable retail sales, and their municipal revenues.
