This can lead to negative spill-over effects on neighbouring countries.This report presents examples of such negative effects within transportation, waste management, energy production. Following an analysis of these, the report identifies a series of barriers for the countries to avoiding the counterproductive, spill-over effects. The report concludes by summing up recommendations for possible improvements the Nordic collaboration.The report has been prepared by COWI. This study analyses the roles Nordic actors might play in mobilizing finance flows internationally and outlines a roadmap that can guide joint Nordic action during the next five to ten years. While the roadmap covers components of “climate related ODA” and climate compatible contributions from the private sector, the focus of the roadmap lies on the crucial bridging and dialogue that is required between key actors. Building on identified Nordic strengths and areas needing accelerated international support, the report concludes with a set of immediate next steps to operationalize the roadmap in 2017-2018.

Nordic co-operation on the environment and climate seeks to halt the loss of biodiversity and bring about the sustainable use of natural resources. Together, we will work to accelerate the transition to a circular economy that limits our consumption and production to the capacity of nature. Other important areas of co-operation include efforts to minimise the risks posed by chemicals and hazardous substances, and stop the discharge. Compared with previous programme periods, there is a stronger emphasis on co-operation on sustainable cities, climate adaptation, and green financing.
