Available in PDF, EPUB and Kindle. Book excerpt: This issue of Nordic Economic Policy Review explores the implications of new EU-wide climate policy in the Nordic countries. All of them have introduced more ambitious targets for abatement than the EU, but are the national targets and measures consistent with the EU’s new Fit for 55 package? If not, how should national policies be made consistent with EU policy? EU directives set targets for national climate policy, but member states are free to choose the means of achieving them. Are national measures to meet targets set by EU directives efficient? If not, how can they be made so? What are the costs and benefits of national climate policy aiming for more stringent targets than those under Fit for 55? We have put these questions to experts on the economics of climate policy in Denmark, Finland, Norway and Sweden. Available online: https://pub.norden.org/nord2023-001/

Available in PDF, EPUB and Kindle. Book excerpt: The articles in the 2019 Nordic Economic Policy Review analyse how the Nordic countries best can contribute to international climate policy. The articles cover topics such as: How can the Nordics help raise the ambitions in the Paris Agreement? What is the effect of national policy on emissions regulated by the EU Emissions Trading System? Would it be cost-effective for the Nordic countries to pay for emission reductions elsewhere to a larger extent? What role should be played by subsidies to green technology? Should Norway put more emphasis on supply-side policies, that is, on limiting future extraction of oil and gas? The volume contains five papers with associated comments which were originally presented at a conference in Stockholm on 24 October 2018.

This is the question to be addressed in the project The Future of Work: Opportunities and Challenges for the Nordic Models. This initial report describes the main drivers and trends expected to shape the future of work. It also reviews the main distinctions of the Nordic model and recent developments in Nordic working lives, pointing towards the kind of challenges the future of work may pose to the Nordic models. Too often, debates about the future narrowly focus on changes in technology. This report draws attention to the broader drivers and political-institutional frameworks influencing working life developments, aiming to spur debate about how the interaction of changes in demography, climate, globalization and digital technologies may influence Nordic working lives in the coming decades.

Book excerpt: Available online: https://pub.norden.org/nord2022-001/ This issue of the Nordic Economic Policy Review surveys the economic repercussions of the COVID-19 pandemic and the health and economic policies introduced to minimise its impact in the Nordic countries. Although national policies were broadly similar, they also differed in many respects. Given that some enjoyed greater success than others, comparing different policies and their effects may yield valuable lessons for the future. The Nordic countries weathered the pandemic relatively well compared to most other high-income countries, both in terms of public health and economic repercussions. Infection and excess mortality rates were comparatively low in the Nordic Region, except in Sweden, where they relied more on recommendations and guidelines than mandatory measures to contain the spread of the virus. The fall in GDP was also comparatively small and short-lived in all the countries except Iceland, where tourism plays a more prominent role in the economy. Nordic Economic Policy Review (NEPR) aims to convey policy-relevant, up to date research on different economic issues. The review produces one issue per year, each time with a new topic and researchers. NEPR strives to make the latest economic research accessible to both decision-makers and a broader audience, as well as to contribute to Nordic knowledge exchange on economic policy issues and challenges.

Mitigating the impact of global warming will yield benefits and costs that are yet to be quantified and defined for the global economy and for nations, workers, households, and companies. The Green Frontier: Assessing the Economic Implications of Climate Action offers research originally presented at a major conference at the Peterson Institute for International Economics in June 2023 in Washington, DC, organized to shed light on this still unexplored field of study and recommend policies for the future.

The Nordic Stocktake report is intended as a regional tool to support the Global Stocktake process and spur to further climate action, both within the Nordics and beyond. The Nordic region needs to increase the pace of the green transition if we are to lead by example. The report is a stocktake of GHG emissions in the Nordic countries, and a description and assessment of the different national pathways towards climate neutrality in the Nordic region. Many of the challenges on the path towards climate neutrality are not unique to the Nordic countries and solving these in the Nordic region – in countries well-positioned to do so – would prove valuable for global climate action. The report highlights common challenges across the Nordic countries and proposes opportunities for further cross-Nordic collaboration.

The report contains two parts. Part 1 summarizes the most significant developments in the use of economic instruments in the environmental policies in the Nordic countries. It provides an overview of new instruments or major changes to existing instruments from 2018 to 2021 in the Nordic countries. The biggest changes are seen in the transport sector and in the field of energy and air pollution. Part 2 provides an overview of policies and instruments the Nordic countries have used to promote clean technologies. Most common is the use of a mix of environmental taxes and subsidies. Each country has chosen different technological paths depending on national and sector characteristics, as well as national preferences.

Book excerpt: Available online: https://pub.norden.org/nord2024-006/ Despite well-developed welfare systems in the Nordic countries, poverty is a growing problem. More Nordic citizens face economic vulnerability today than ten years ago, and in several of the Nordic countries the gap between rich and poor has increased. The growing number of children living in poverty is particularly serious, as is the fact that many pensioners, especially women, are living in economic hardship. It is therefore necessary to consider all stages of life in order to more effectively tackle poverty. This knowledge base describes economic vulnerability through all phases of life and shows the conditions of different groups. It also addresses economic violence in different forms, the consequences for victims and the need for support structures The report has been produced by Nordic Information on Gender (NIKK) a co-operative body under the Nordic Council of Ministers.

Book excerpt: Available online: https://pub.norden.org/temanord2024-517/ The Nordic region's climate change goals are challenged by significant energy price hikes from 2021 to 2023. Nordic governments implemented various price compensation measures, but their impact on social-, climate-, and environmental goals remains uncertain. The impact evaluation presented in this report highlights that the Nordic measures were characterised by diverse designs, rapid yet problematic implementation, and limited redistribution to low-income households. Several measures discouraged effective resource allocation and emission reduction. To reduce the risk of conflict between compensation measures and climate change policy it is important that measures are understood as temporary. Measures that utilise flat rate or regressive patterns for transfer of funds, and that decouple funds from current consumption, should have been more effective that most of the measures utilised.

Book excerpt: A leading economist develops a supply-side approach to fighting climate change that encourages resource owners to leave more of their fossil carbon underground. The Earth is getting warmer. Yet, as Hans-Werner Sinn points out in this provocative book, the dominant policy approach—which aims to curb consumption of fossil energy—has been ineffective. Despite policy makers' efforts to promote alternative energy, impose emission controls on cars, and enforce tough energy-efficiency standards for buildings, the relentlessly rising curve of CO2 output does not show the slightest downward turn. Some proposed solutions are downright harmful: cultivating crops to make biofuels not only contributes to global warming but also uses resources that should be devoted to feeding the world's hungry. In The Green Paradox, Sinn proposes a new, more pragmatic approach based not on regulating the demand for fossil fuels but on controlling the supply. The owners of carbon resources, Sinn explains, are pre-empting future regulation by accelerating the production of fossil energy while they can. This is the “Green Paradox”: expected future reduction in carbon consumption has the effect of accelerating climate change. Sinn suggests a supply-side solution: inducing the owners of carbon resources to leave more of their wealth underground. He proposes the swift introduction of a “Super-Kyoto” system—gathering all consumer countries into a cartel by means of a worldwide, coordinated cap-and-trade system supported by the levying of source taxes on capital income—to spoil the resource owners' appetite for financial assets. Only if we can shift our focus from local demand to worldwide supply policies for reducing carbon emissions, Sinn argues, will we have a chance of staving off climate disaster.
