Book excerpt: Violent crime in Africa's cities is endemic and in many places worsening. Africa as a whole has a homicide rate of 20 per 100,000 (in Europe it is 5.4, in North America 6.5, and in South America 25.9). The problem is particularly severe in some urban areas. Kinshasa's homicide rate is estimated to be as high as 112 homicides per 100,000. The Nigerian police have recorded consistently rising rates of murder and attempted murder over the last 20 years. Rates of armed robbery in Africa are also very high. In Nairobi, 37 percent of residents reported being victims. The rate is 27 percent in some Mozambican cities and 21 percent in the Democratic Republic of the Congo (DRC). Research at a Cape Town hospital revealed that 94 percent of patients had at some point faced exposure to violence. South Africa Police Service figures also show an alarming rise in sexual crimes, with 27 percent of men indicating they had committed rape. Whatever the accuracy of crime statistics in Africa, the perception of growing danger has generated widespread anxiety. In Lagos, Nigeria, 70 percent of respondents in a city-wide survey were fearful of being victims of crime. In Nairobi, more than half of the citizens worry about crime "all the time" or "very often."

[...] This is the context in which the enforcement of law and order has evolved as one of the cardinal functions of the state. [...] But rather it means that the security of the state, in particular a state that is weak, should continue to remain primary, since the main aim is to build the capacity of the state to provide and maintain security for its citizensvi. Stemming from an initiative in Memphis, Tennessee two decades ago, police departments in many parts of the world have set up specific programs with crisis intervention teams to facilitate police contact with the mentally ill. Policing and the Mentally Ill: International Perspectives examines how these types of programs have fared in jurisdictions across the world. The book begins with developments in North America and Europe—traditionally the locus of much of the innovation and change in policing and related areas. It demonstrates how a number of jurisdictions in Europe have only recently begun to recognize therapeutic intervention with the mentally ill as a priority issue, and still frequently suffer from a lack of significant resources. The largest section of the book focuses on Australia, where local law enforcement agencies have displayed a remarkable enthusiasm for and commitment to change in their management of interactions with citizens with mental illness. Finally, the book examines the particular challenges of providing humane and effective policing for persons with mental illnesses in parts of the developing world. These challenges often involve dealing with entrenched cultural beliefs and practices based on superstition, fear, and prejudice regarding persons thought to be mentally ill. The gist of this is that every society is policed to the extent that it allows itself to be policed. Centralized in control but decentralized in their reach, the police are remarkably similar in structure, chain of command, and their relationships with the political elite across post-Soviet nations--they also remain one of the least reformed post-communist institutions. As a powerful state organ, the Soviet-style militarized police have resisted change despite democratic transformations in the overall political context, including rounds of competitive elections and growing civil society. While consensus between citizens and the state about reform may be possible in democratic nations, it is considerably more difficult to achieve in authoritarian states. Across post-Soviet countries, such discussions most often occur between political elites and powerful non-state actors, such as criminal syndicates and nationalistic ethnic groups, rather than the wider citizenry. Even in countries where one or more rounds of democratic elections have taken place since 1991, empowered citizens and politicians have not renegotiated the way states police and coerce society. On the contrary, in many post-Soviet countries, police functions have expanded to serve the interests of the ruling political elites. What does it take to reform a post-Soviet police force? This book explores the conditions in which a meaningful transformation of the police is likely to succeed and when it will fail. Departing from the conventional interpretation of the police as merely an institution of coercion, this book defines it as a medium for state-society consensus on the limits of the state's legitimate use of violence. It thus considers policing not as a way to measure the state's capacity to coerce society, but rather as a reflection of a complex society bound together by a web of casual interactions and political structures. The book compares reform efforts in Ukraine, Georgia, Kyrgyzstan, Kazakhstan, and Tajikistan, finding that bottom-up public mobilization is likely to emerge in the aftermath of transformative violence--an incident when the usual patterns of policing are interrupted with unprecedented brutality against vulnerable individuals. Ultimately, The Politics of Police Reform examines the various pathways to transforming how the state relates to society through policing.
