It was developed by the California Lighting Technology Center, UC Davis and provided by Energy Code Ace, a sub-program of the California Statewide Codes & Standards Program, which offers free energy code training, tools and resources for those who need to understand and meet the requirements of Title 24, Part 6 and Title 20. The program is funded by California utility customers under the auspices of the California Public Utilities Commission and in support of the California Energy Commission. It is implemented by Pacific Gas and Electric Company, San Diego Gas and Electric, Southern California Gas Company and Southern California Edison.
