The unit was part of the largest National Guard mobilization from our state since the Vietnam era. The challenges of deploying a field artillery unit as an ad hoc MP company were many. The challenges were overcome through the strength of our NCO Corps. As I write this paper, I am preparing for a deployment, a non-standard mission with my current unit. As I compare the two mobilizations, it is apparent that the process for mobilizing, training and preparing our soldiers has improved since the first rotation, but issues concerning the selection of units for non-standard mission still exist five years later.

The criticality of non-traditional forces (high demand/low density units) has driven conventional infantry and artillery units towards nonstandard deployments to perform nonstandard missions. As a result, current homogenous MOS density within battalion-sized combat formations is being questioned. In order to better address the fragile "golden hour" of campaign phase transitions, the Marine Corps must generate greater operational agility by improving the integration of Military Police [MP], within the Marine Air-Ground Task Force [MAGTF].

Nonlethal technologies such as polymer, calmative, and chemical agents, are being developed into antipersonnel and antimaterial weapons that can minimize and/or eliminate casualties and collateral damage. The DOD should exploit the development and use of nonlethal weapons and adapt them to military police missions. Many issues, however, must be addressed before nonlethal weapons are fully integrated into the military arsenal. Cost, practicality of use, environmental effects, and safety issues are just a few of the questions which must be answered. Additionally, tough policy, legal, and ethical problems must be tackled before nonlethal weapons may be used on a daily basis. These concerns and problems are not insurmountable. The sooner the issues are addressed, the sooner military police will gain greater flexibility in response to their nontraditional missions. Nonlethal weapons cannot be developed in a DOD vacuum. It will benefit the DOD to enter into a "marriage of convenience" with civilian law enforcement agencies such as the Department of Justice.

Book excerpt: The story of the three--year history of a traditional Army--level Military Police battalion assigned the previously unheard of mission responsibility of light infantry counterinsurgency warfare in South Vietnam. This was the first time in the history of the United States Armed Forces that a military police battalion was tasked with such a mission and placed in direct operation control of a Tactical Area Of Responsibility (TAOR) and authority for the direct control of infantry, air, armor, and artillery elements when called upon for support. At the time there was no precedent for it. Long Binh Post was the new home for the USARV Headquarters complex, and a dedicated proactive U.S. unit was needed to deny the enemy access to its traditional southern approach routes to Bien Hoa and eliminate their close-in strike capability of Long Binh Post and USARV. USARV tasked the mission to the 18th Military Police Brigade, and they assigned it to the 89th Military Police Group's go--to battalion, the 720th. Follow the exploits of the Battalion's Village Outpost's Liaison staff, River Patrol, Ambush & Reconnaissance, and Civic Action patrols as they first clear, pacify, and defend the four villages within the 22 square mile area within the III Corps Tactical Zone of Bien Hoa Province, South Vietnam. Their ability to quickly adapt and improvise to their new and unique infantry mission in the villages, jungles, and rice paddies, and on the roadways and back rivers of the TAOR showed that they not only fulfilled their primary security mission along the southern border of Long Binh Post, but also returned the area to the control of the local government and people. Book excerpt: The 2004 revelations of detainee maltreatment at the Abu Ghraib prison outside of Baghdad, Iraq have led to an exhaustive overhaul of Army doctrine and training with respect to this topic. The Army has identified disconnects in its individual, leader, and collective training programs, and has also identified the absence of a deliberate, focused doctrinal crosswalk between the two principal branches concerned with detainees, Military Intelligence (MI) and Military Police (MP). These problems and their consequences are real and immediate. The perceptions of just treatment held by citizens of our nation and, to a great extent the world at large, have been and are being shaped by the actions of the US Army, both in the commission of detainee maltreatment but also, and more importantly, in the way the Army addresses its institutional shortcomings. This study examines the relationship over time between doctrine in two branches of the Army Military Police (MP) and Military Intelligence (MI) and the Geneva Convention Relative to the Treatment of Prisoners of War (GPW). Specifically, it analyzes the MP detention field manual series and the MI interrogation field manual series to evaluate their GPW content. It also further examines the relationship of military police and military intelligence to each other in the enemy prisoner-of-war (EPW) and detainee operations environment, as expressed in their doctrinal manuals. Finally, the study looks at the Army's experience in detainee operations through the prism of six conflicts or contingency operations: the Korean War, Vietnam, Operation URGENT FURY (Grenada, 1983), Operation JUST CAUSE (Panama, 1989), Operation DESERT STORM (Iraq, 1991), and Operation UPHOLD DEMOCRACY (Haiti, 1994).

The commander of United States Army Forces Command directed commanders to establish a support area command post (SACP) to improve mission command. The Army's new Field Manual (FM) 3-0, Operations (06 OCT 2017), incorporates this guidance by modifying the geographical organization of an area of operations. FM 3-0 scales down the size of the support area and adds a consolidation area. The consolidation area will be assigned to a maneuver brigade or division. This enables the maneuver enhancement brigade (MEB) to perform its traditional mission and focus efforts on operations in the support area. FM 3-0 formalizes the requirement for divisions and corps to establish a SACP (its doctrinal name, which is used throughout this handbook) to assist in controlling operations in the support and consolidation areas.
