Composed of a large number of the leading business men, firms and corporations of that city, it was alike representative of her commercial strength and her patriotic loyalty to the government. The primary and chief purpose of the organization was to give comfort and aid to the government in carrying on the war; or, as declared by its organizers, to promote, encourage and sustain by all proper means absolute and unqualified loyalty to the government of the United States; to discountenance and rebuke, by moral and social influences, all disloyalty to said government and every attempt against the integrity of the Union. Secondary purposes of the organization were to minister to the comfort 'and enjoy ment of its members With social, library and kindred privileges. Philadelphia soon followed the example of New York and organized the second Union League; While during the following year, and before the dawn of hope in the Union cause broke over the battlefields of Gettysburg and Vicksburg, similar organizations had been formed in a number of other cities of the North. These clubs exerted a strong influence in making loyalty effective in both moral and financial support of the government. Necessarily, all these clubs were in the beginning funda mentally political, the conditions of membership in them requiring a pledge of adherence to the principles of the Republican party, and absolute loyalty to the government of the Union. Many of the clubs soon incorporated and became established institutions, influential in the political, industrial and social affairs of the cities and states in which they were located. As time healed the wounds inflicted by the Civil War and substituted other issues for those settled with the sword, political alignments were more and more determined by economic and administrative policies of government. While this change was taking place, the Union League organizations throughout the country, extending from coast to coast, grew gradually, in their activities and ministrations, more social and civic, and less political. As a result, many of them have become non-political as regards partisan politics, dropping from their conditions of membership the pledge of fealty to the Republican party, but retaining the pledge of unqualified loyalty to the government of the United States. Thus, in general, the Union League, which for several decades exerted such a potent political influence in city, state and nation, has evolved into a non-partisan institution, whose influence is exerted chiefly on the civic and social life of the nation. During the lighting hours, on an average about three out Of the twenty-four, the distribution systems were used and the remainder Of the time this equipment stood practically idle. Imagine a business with a large amount Of capital tied up in gas holders, plants and distributing systems making fullest use Of them about ten per cent Of the time! That was the situation when gas lighting had its greatest development. So, it was only a short time before it was realized that if the gas companies were to have an adequate return on their invest ment it would be necessary to apply gas to other uses. This brought about the use Of gas for cooking, and every effort was made to develop it to the fullest extent. The con sumption SO gained helped the Operation Of the plants greatly, as gas was used at three different times during the day in stead Of merely in the evening for light ing. But even this increase in operation brought with it many difficulties, so that many plants found that instead Of hav ing a peak demand for three consecutive hours Of the day they now had a like de mand during three different periods, namely, for the breakfast, noon and even ing meals. Often this necessitated such increases in the system as a whole that the utility Operator was no better Off than at first. With but little improvement, such is the condition Of the majority Of gas companies in this country today. In the 1920s and 1930s, American political organizations strong enough to mount state-wide campaigns, and often capable of electing governors and members of Congress, emerged not only in Minnesota but in Wisconsin and Washington, in Oklahoma and Idaho, and in several other states. Richard M. Valelly treats in detail the political economy of the Minnesota Farmer-Labor Party (1918-1944), the most successful radical, state-level party in American history. With the aid of numerous interviews of surviving organizers and participants in the party's existence, Valelly recreates the party's rise to power and subsequent decline, seeking answers to some broad, developmental questions. Why did this type of politics arise, and why did it collapse when it did? What does the party's history tell us about national political change? The answers lie, Valelly argues, in America's transition from the political economy of the 1920s to the New Deal. Combining case study and comparative state politics, he reexamines America's political economy prior to the New Deal and the scope and ironies of the New Deal's reorganization of American politics. The results compellingly support his argument that the federal government's increasing intervention in the economy profoundly transformed state politics. The interplay between national economy policy-making and federalism eventually reshaped the dynamics of interest-group politics and closed off the future of "state-level radicalism." The strength of this argument is highlighted by Valelly's cross-national comparison with Canadian politics. In vivid contrast to the fate of American movements, "province level radicalism" thrived in the Canadian political environment. In the course of analyzing one of the "supressed alternatives" of American politics, Valelly illuminates the influence of the national political economy on American political development.
