Book excerpt: Federal transportation legislation has a long history of promoting the concept of cooperative and coordinated transportation planning and decision-making in states and metropolitan areas. However, in 1998, the Transportation Equity Act for the 21st Century (TEA-21) added a new dimension by adding a requirement for states to consult with non-metropolitan local officials in planning, program development, and project selection. This report presents the results of a workshop held in Nashville, Tennessee, on June 16-17, 2005, for the 12 states in the Southeastern United States. Participants included representatives of state transportation agencies and state representatives from both the National Association of Counties (NACo) and the National Association of Development Organizations (NADO). The workshop had four primary purposes: (1) Identify successes, challenges, and best practices in each of the 12 participating states' current local consultation process (fostering communication and building relations between the state transportation staff and state representatives of NACo and NADO). (2) Based on this discussion, identify the major criteria and performance measures that should be used by each of the various states in evaluating its local consultation process. (3) Using this information, develop a self-assessment tool for the states to use to measure the success of the local consultation process and to identify areas that need improvement. (4) Encourage the organization representatives from each state to follow up by defining some specific tasks that they could use to improve each state's non-metropolitan local consultation process.
