It is found that within a definite range of plasma parameters parametric instabilities induced by the beam generated waves can stabilize the system at a level of wave energy density substantially lower than expected by quasi-linear theory. This occurs because at a certain level of beam generated plasma waves the transfer rate of wave energy outside the spectral region in resonance with the beam induced by parametric effects exceeds the beam plasma instability growth rate. A model of a quasi-steady state for the case of continuous beam injection is proposed. The possibility of using ultra-relativistic electron beams for achieving ignition temperatures in a Tokamak is discussed.

It is found that within a definite range of plasma parameters the oscillating two stream instability (O.T.S.) is capable of stabilizing the beam plasma instability at a level substantially lower than the one predicted by quasi-linear theory. This occurs because at a certain level of beam generated waves the transfer of wave energy outside the spectral region in resonance with the beam by the O.T.S. is faster than the instability growth. The consequences of this non-linear stabilization with respect to the efficiency of plasma heating in the laboratory and with respect to phenomena observed in the auroras and the type III radiobursts are presented.
