Central to this publication are the answers to fundamental questions pertaining to the convention of war, as formulated by Martin van Creveld: `to define just who is allowed to kill whom, for what ends, under what circumstances, and by what means'. Above all, the authors take into account developments and trends within the elements of the Clausewitzian trinity supporting the Westphalian nation-state: `The People (or the Society)', `The Government' and 'The Armed Forces (or The Military)'. The change in the Atlantic-European security environment, and the effects that this will have on the form and content of national and multilateral security strategies and doctrines, form the background to this publication. Moreover, the possible impact of societal changes on West European states, as a consequence of European integration, are analysed and discussed. Finally, the consequences of 'out-of-area' and police-type functions for armed forces in addition to the classical defence role are related to the size and composition of future forces. First, in Chapters Two (Martin van Creveld) and Three (Jan Geert Siccama), the Clausewitzian dictum, trinitarian theory, and the - absence of - alternative theories of warfare are discussed. Next, Chapters Four (Zeev Maoz) and Five (Jan van der Meulen) deal with societal changes and trends within Western Society at large which affect the future use of armed forces. Chapters Six (Koen Koch) and Seven (Jaap de Wilde) concentrate on the future relevance of the nation-state and the governing bodies in relation to the ongoing process of European political integration and multilateralization of diplomatic interaction. Chapters Eight (Jan Willem Honig), Nine (Kees Homan), and Ten (Robert Bunker) address how present-day changes and trends affect the armed forces. Respectively, the authors address issues relating to military strategy, personnel, and technology. Finally, Chapter Eleven (Gert de Nooy and Rienk Terpstra) provides an overview of topical highlights and tentative conclusions emanating from both the chapters and the discussions held during the workshop held in conjunction with this book. Book excerpt: Since the end of the Cold War, U.S. military forces have participated in an increasingly complex array of military operations, from disaster relief and peacekeeping to deadly combat. The unique nature of many of these missions calls into question what it means to be a soldier and may require adjustments not only in military doctrine, but also in the military's combat-oriented warrior identity. Franke examines the extent to which individuals who will lead U.S. forces in the 21st century are prepared cognitively to shift among mission requirements. Using survey methods, Franke explores the social, political, and professional attitudes and values of cadets at the U.S. Military Academy at West Point. By comparing cadets' responses across classes, he assesses the effects of military socialization on their commitment to the military's dual-mission purpose and their cognitive preparation for combat and non-combat assignments. By developing a dynamic model of social identity, Franke extends the applicability of social identity theory from the experimental laboratory environment to a genuine social field setting. Assessing the dynamic relationship between identity, values, and attitudes for identifications that are normatively meaningful to respondents, he illustrates the importance of individuals' identification with social groups for their behavioral choices.

Book excerpt: The relationship between civil society and the armed forces is an essential part of any polity, democratic or otherwise, because a military force is after all a universal feature of social systems. Despite significant progress moving towards democracy among some African countries in the past decade, all too many African militaries have yet to accept core democratic principles regulating civilian authority over the military. This book explores the theory of civil-military relations and moves on to review the intrusion of the armed forces in African politics by looking first into the organization and role of the army in pre-colonial and colonial eras, before examining contemporary armies and their impact on society. Furthermore it revisits the various explanations of military takeovers in Africa and disentangles the notion of the military as the modernizing force. Whether as a revolutionary force, as a stabilizing force, or as a modernizing force, the military has often been perceived as the only organized and disciplined group with the necessary skills to uplift newly independent nations. The performance of Africa's military governments since independence, however, has soundly disproven this thesis. As such, this study conveys the necessity of new civil-military relations in Africa and calls not just for civilian control of the military but rather a democratic oversight of the security forces in Africa.

During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.
