Panetta: Hearing Before the Committee on Governmental Affairs United States, Senate One Hundred Third Congress, First Session on Nomination of Leon E. Panetta to Be Director, Office of Management and Budget, January 11, 1993 The Committee met, pursuant to notice, at 9:36 a.m., in room SH-216, Hart Senate Office Building, Hon. John Glenn, Chairman of the Committee, presiding. Present: Senators Glenn, Levin, Sasser, Lieberman, Dorgan, Roth, Cohen, and Cochran. Also Present: Senator Domenici. Staff Present: Doris Clanton, Mark Goldstein, David Plocher, Jane McFarland, Lorraine Lewis, Paul Ellis, Deborah Cohen (Senator Glenn), Susanne Marshall, Jeff Steger, and John Mercer (Senator Roth). OPENING STATEMENT OF SENATOR GLENN Chairman Glenn. The hearing will be in order. Good morning. Today the Committee on Governmental Affairs meets to consider the nomination of Leon Panetta to be Director of the Office of Management and Budget. As most of us here know, Mr. Panetta has distinguished himself in his 16 years as a Congressman from California's 16th District. He has served on the House Budget Committee since 1979 and has been its Chairman since 1988. His work on the Budget Committee in particular has earned him the respect of his colleagues and provided him a depth of knowledge that will be critical to President-elect Clinton in the years ahead. That Mr. Panetta, knowing so much about the details of the budget and the government, still agreed to be nominated for OMB may be admirable, but may be just a little bit crazy because Leon, in his years helping to negotiate a budget through the Congress and in the give and take over budgets between Congress and the White House, has seen firsthand how tough it is to be OMB Director. I have said frequently that I believe the job of OMB Director is, after the President, the second most powerful job in the executive branch of government, and Mr. Panetta will have a leading role in shaping national policy. As OMB Director, Mr. Panetta will recommend where every dollar of our $1.5 trillion budget is spent and will have a say in how each of the government's hundreds of programs are managed. Book excerpt: Leon Panetta has had two of the most consequential careers of any American public servant in the past fifty years. His first, beginning as an army intelligence officer and including a run as one of Congress's most powerful and respected members, lasted 35 years and culminated in his role as Clinton's budget czar and White House chief of staff. He then 'retired' to establish the Panetta Institute,to serve on the Iraq Study Group; and to protect the California coast. In 2009 he accepted what many said was a thankless task: returning to public office as the director of the CIA.

Available in PDF, EPUB and Kindle. Book excerpt: The twenty years since 1995 have seen their share of landmark events. Among them a contested presidential election result (2000), a terrorist attack on U.S. soil (2001), the beginning of a war in Iraq (2003), economic calamity (2008), the election and reelection of the nation's first African American president (2008, 2012), two changes in party control of the presidency, three changes in party control of the House (including the first Republican majority in 40 years as a result of the 1994 congressional elections), and five changes in party control of the Senate. Throughout these volatile times, one theme stands out: political polarization has characterized American politics, creating gridlock in Washington and breeding distrust of government among the nation's citizens. Few first-hand accounts from those who witnessed and participated in these events currently exist. Their experiences and evaluations of trends and events, however, not only help us understand the dynamics and impact of partisanship over two decades but also suggest possible remedies. This book provides a personal perspective from one of a very few individuals who served both in Congress and in a presidential Cabinet during these tumultuous times. LaHood's account covers his 14 years in Congress with 10 chapters centered on four pivotal events. The first relates to the "Gingrich Revolution" when Republicans seized control of the House in 1995. As a former staffer to House Republican leader Robert H. Michel, LaHood occupied a unique vantage point as his party won and eventually lost their majority amidst the intrigue of intraparty leadership battles and increasing confrontation between the two political parties. As the only elected Republican selected for President Obama's Cabinet, LaHood sought to bridge the partisan divide between the new Democratic administration and Republicans on Capitol Hill. It proved to be a struggle compounded by the president's governing style and Republican intransigence. President Obama's promise to govern in a bipartisan manner went unrealized for reasons LaHood addresses in this book. This book is an important volume for all political science and history collections focused on presidents, presidential administrations, Congress, political biography, and political partisanship. The book will also appeal to general readers and to political practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: Hillary Rodham Clinton’s inside account of the crises, choices, and challenges she faced during her four years as America’s 67th Secretary of State, and how those experiences drive her view of the future. “All of us face hard choices in our lives,” Hillary Rodham Clinton writes at the start of this personal chronicle of years at the center of world events. “Life is about making such choices. Our choices and how we handle them shape the people we become.” In the aftermath of her 2008 presidential run, she expected to return to representing New York in the United States Senate. To her surprise, her former rival for the Democratic Party nomination, newly elected President Barack Obama, asked her to serve in his administration as Secretary of State. This memoir is the story of the four extraordinary and historic years that followed, and the hard choices that she and her colleagues confronted. Secretary Clinton and President Obama had to decide how to repair fractured alliances, wind down two wars, and address a global financial crisis. They faced a rising competitor in China, growing threats from Iran and North Korea, and revolutions across the Middle East. Along the way, they grappled with some of the toughest dilemmas of US foreign policy, especially the decision to send Americans into harm’s way, from Afghanistan to Libya to the hunt for Osama bin Laden. By the end of her tenure, Secretary Clinton had visited 112 countries, traveled nearly one million miles, and gained a truly global perspective on many of the major trends reshaping the landscape of the twenty-first century, from economic inequality to climate change to revolutions in energy, communications, and health. Drawing on conversations with numerous leaders and experts, Secretary Clinton offers her views on what it will take for the United States to compete and thrive in an interdependent world. She makes a passionate case for human rights and the full participation in society of women, youth, and LGBT people. An astute eyewitness to decades of social change, she distinguishes the trendlines from the headlines and describes the progress occurring throughout the world, day after day. Secretary Clinton’s descriptions of diplomatic conversations at the highest levels offer readers a master class in international relations, as does her analysis of how we can best use “smart power” to deliver security and prosperity in a rapidly changing world—one in which America remains the indispensable nation.

Book excerpt: Black & white print. American Government 3e aligns with the topics and objectives of many government courses. Faculty involved in the project have endeavored to make government workings, issues, debates, and impacts meaningful and memorable to students while maintaining the conceptual coverage and rigor inherent in the subject. With this objective in mind, the content of this textbook has been developed and arranged to provide a logical progression from the fundamental principles of institutional design at the founding, to avenues of political participation, to thorough coverage of the political structures that constitute American government. The book builds upon what students have already learned and emphasizes connections between topics as well as between theory and applications. The goal of each section is to enable students not just to recognize concepts, but to work with them in ways that will be useful in later courses, future careers, and as engaged citizens. In order to help students understand the ways that government, society, and individuals interconnect, the revision includes more examples and details regarding the lived experiences of diverse groups and communities within the United States. The authors and reviewers sought to strike a balance between confronting the negative and harmful elements of American government, history, and current events, while demonstrating progress in overcoming them. In doing so, the approach seeks to provide instructors with ample opportunities to open discussions, extend and update concepts, and drive deeper engagement.

Available in PDF, EPUB and Kindle. Book excerpt: Robert Rubin was sworn in as the seventieth U.S. Secretary of the Treasury in January 1995 in a brisk ceremony attended only by his wife and a few colleagues. As soon as the ceremony was over, he began an emergency meeting with President Bill Clinton on the financial crisis in Mexico. This was not only a harbinger of things to come during what would prove to be a rocky period in the global economy; it also captured the essence of Rubin himself--short on formality, quick to get into the nitty-gritty. From his early years in the storied arbitrage department at Goldman Sachs to his current position as chairman of the executive committee of Citigroup, Robert Rubin has been a major figure at the center of the American financial system. He was a key player in the longest economic expansion in U.S. history. With In an Uncertain World, Rubin offers a shrewd, keen analysis of some of the most important events in recent American history and presents a clear, consistent approach to thinking about markets and dealing with the new risks of the global economy. Rubin's fundamental philosophy is that nothing is provably certain. Probabilistic thinking has guided his career in both business and government. We see that discipline at work in meetings with President Clinton and Hillary Clinton, Chinese premier Zhu Rongji, Alan Greenspan, Lawrence Summers, Newt Gingrich, Sanford Weill, and the late Daniel Patrick Moynihan. We see Rubin apply it time and again while facing financial crises in Asia, Russia, and Brazil; the federal government shutdown; the rise and fall of the stock market; the challenges of the post-September 11 world; the ongoing struggle over fiscal policy; and many other momentous economic and political events. With a compelling and candid voice and a sharp eye for detail, Rubin portrays the daily life of the White House-confronting matters both mighty and mundane--as astutely as he examines the challenges that lie ahead for the nation. Part political memoir, part prescriptive economic analysis, and part personal look at business problems, In an Uncertain World is a deep examination of Washington and Wall Street by a figure who for three decades has been at the center of both worlds.

Book excerpt: "This study identifies approaches for bolstering recruiting of women into the armed services during the years in which ground combat jobs are transitioning to include women. RAND conducted in-depth interviews and focus groups with new recruits, recruiters, and recruiting leadership. Several themes emerged from these discussions. Many female recruits in our focus groups preferred female recruiters and female-specific events. Many male recruits in our focus groups reported not being influenced by the policy change to open combat jobs to women. Recruiters and recruits in our focus groups reported dissatisfaction with what they view as burdensome administrative requirements. Both recruiters and recruits recommended launching advertising campaigns showing women serving alongside men in a wide range of military jobs, and debunking stereotypes of military service. Finally, commanders of the recruiting services reported concern over resources available to them in the current environment. We recommend that resources be set aside to specifically target outreach to women, that the services increase the proportion of recruiters who are women and increase their visibility at recruiting events, and that the services work to reduce administrative burdens on recruiters and recruits."--Publisher's description.
