Book excerpt: This paper presents Nigeria’s Request for a Two-Year Policy Support Instrument to support its reform efforts. All three tiers of government have adhered to a conservative oil price-based fiscal rule, resulting in large overall budget surpluses and a significant buildup of international reserves. The authorities have also initiated a broad structural reform program. GDP growth has been robust, benefiting from the improved macroeconomic environment and policy initiatives to spur agricultural production; and the medium-term growth outlook is favorable.

Robust non-oil sector growth significantly strengthened fiscal and external positions, reducing inflation that surpassed the original program goals. Fiscal risks have increased in the short term because recent practices on the use of an oil price rule and oil savings, which have been important to macroeconomic performance, are being revisited. The government’s consensual approach within the framework of the constitution offers the prospect of a lasting solution.

Book excerpt: Nigeria's oil boom has not brought an end to perennial stagnation in the non-oil economy. Is this the unavoidable consequence of the resource boom or have misguided policies contributed? This paper indicates that the extreme volatility of expenditure rather than Dutch Disease effects are behind the disappointing non-oil growth record. Fiscal policies failed to smooth highly volatile oil income; on the contrary government expenditure was more volatile than oil income. The authors provide econometric evidence showing that volatility of expenditure was increased by debt overhang problems. Moreover, they also find evidence of voracity effects that exacerbated expenditure volatility prior to 1984.

With the crisis exacerbating prepandemic vulnerabilities, country prospects are diverging. Nearly half of emerging market and developing economies and some middle-income countries are now at risk of falling further behind, undoing much of the progress made toward achieving the UN Sustainable Development Goals.

Book excerpt: This review is focused mainly on the implementation of the Policy Support Instrument (PSI) against the goals and expectations set out by the Executive Board. Some possible modifications to the PSI that have been considered by various stakeholders are also touched upon in the concluding section. This review was conducted in parallel with ongoing work on a new architecture of lending facilities for low-income countries (LIC). Based on the results of this review, the reform of LIC facilities is not expected to alter the case for the PSI as a complement to financing instruments.

Available in PDF, EPUB and Kindle. Book excerpt: Export Credit Agencies provide insurance and guarantees to domestic firms in the event that payment is not received from an importer. Thus, ECAs reduce uncertainties domestic firms face in exporting their goods. Most countries have ECAs that operate as official or quasi-official branches of their governments and they therefore represent an important part of government strategies to facilitate trade, promote domestic industry and distribute foreign aid. The Political Economy of Trade Finance provides a detailed analysis as to how firms use the medium and longer-term financing provided by ECAs to export goods to developing countries. It also explains how ECA arrears have contributed to the debt of developing countries and illustrates how the commercial interests of ECA activity are evident in decisions about IMF arrangements and related to Paris Club debt rescheduling agreements. Finally, the book documents how the medium and longer-term export credit insurance support provided by the G-7 ECAs was a central component in mitigating steep declines in international trade during the 2008 Global Financial Crisis. This book is of great interest to both academics and students in the field of political economy, finance and politics of international trade. It is also of importance to policy makers.

Book excerpt: This report provides an update, based on objective indicators, of the application of structural conditionality in Fund-supported programs. Such annual reports on structural conditionality are one element of the management implementation plan (MIP) prepared in response to the Board-endorsed recommendations made in the IEO evaluation of Structural Conditionality in IMF-Supported Programs. This annual report covers Fund arrangements approved during the period 1995–2007 (and their reviews through April 30, 2008), extending therefore the dataset contained in the recent IEO report by about three years (from 2005 to 2007). In addition, this report examines experience with Policy Support Instruments (PSIs), which were introduced in October 2005, and thus not covered in the IEO evaluation.

Book excerpt: This paper focuses on Uganda’s 2013 Article IV Consultation and Sixth Review Under the Policy Support Instrument, Request for a Three-Year Policy Support Instrument and cancellation of Current Policy Support Instrument. Driven mainly by investment and trade, growth has recovered to about 5 percent, a stronger than expected rebound from the low 31⁄2 percent expansion registered last year. Fast implementation of road construction, the start of operations of the Bujagali hydropower plant, and a good harvest boosted aggregate demand. Envisaged public finance management reforms are set to address the problems of persistent under budgeting, arrears accumulation, and failure to sanction financial irregularities.

Available in PDF, EPUB and Kindle. Book excerpt: A series of crises unfolded in the latter part of the first decade of the 21st Century which combined to exacerbate already profound conditions of global economic inequality and poverty in the world’s poorest countries. In 2007, the unsound lending practices that caused a collapse in the US housing market ushered in a broader economic crisis that reverberated throughout the global financial system. This economic shockwave had a global impact, triggering not just instability in other industrialized countries, but also in their developing world counterparts, also highlighting deficiencies in the current structures of global governance to protect the world’s poorest and most disadvantaged. This book offers answers to questions raised about the role of global governance in the attenuation and amelioration of world poverty and inequality. The contributors interrogate the role of systems of governance at a time of global economic crisis and continuing environmental degradation against a backdrop of acceleration in inequalities within and between communities and across the globe. Evaluating how existing systems can be reformed or redesigned to be more effective at addressing issues of poverty and inequality and providing a comprehensive discussion of a wide range of global governance initiatives this work will be essential reading for students and scholars of global governance, international relations and international organizations.

Executive Directors welcomed the new Private Sector Investment (PSI) program, which aims to consolidate macroeconomic stability and achieve sustained broad-based growth while reducing Rwanda’s aid dependency. They emphasized that this can be achieved by maintaining sustainable fiscal position, strengthening monetary and exchange rate policies, and supporting growth with structural reforms. In view of this, Directors approved a three-year PSI for Rwanda for preserving macroeconomic stability, consistent with the authority's poverty reduction and growth strategy, Economic Development and Poverty Reduction Strategy (EDPRS).

Available in PDF, EPUB and Kindle. Book excerpt: A report on development economics in action, by a crucial player in Nigeria's recent reforms. Corrupt, mismanaged, and seemingly hopeless: that's how the international community viewed Nigeria in the early 2000s. Then Nigeria implemented a sweeping set of economic and political changes and began to reform the unreformable. This book tells the story of how a dedicated and politically committed team of reformers set out to fix a series of broken institutions, and in the process repositioned Nigeria's economy in ways that helped create a more diversified springboard for steadier long-term growth. The author, Harvard- and MIT-trained economist Ngozi Okonjo-Iweala, currently Nigeria's Coordinating Minister for the Economy and Minister of Finance and formerly Managing Director of the World Bank, played a crucial part in her country's economic reforms. In Nigeria's Debt Management Office, and later as Minister of Finance, she spearheaded negotiations with the Paris Club that led to the wiping out of $30 billion of Nigeria's external debt, 60 percent of which was outright cancellation. Reforming the Unreformable offers an insider's view of those debt negotiations; it also details the fight against corruption and the struggle to implement a series of macroeconomic and structural reforms. This story of development economics in action, written from the front lines of economic reform in Africa, offers a unique perspective on the complex and uncertain global economic environment.

In the medium term, growth is expected to return gradually to about 5 percent a year. However, the economy remains exposed to substantial risks.

This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.
