Book excerpt: This book suggests that our notions of civil society have undergone radical changes—including structural changes in the nature of Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs). Such massive structural changes greatly problematize the older liberal view of a simple split between state and civil society actors which nonetheless remains dominant in much of social and political sciences. The author argues that the naturalist and behaviorist approaches to civil society occlude the fact that citizens increasingly live within a particular and highly contestable way of imagining and constructing civil society. The book shows that changes in how civil society is conceptualized and organized around new practices, might mark radically new conceptions of the state that are ideologically neo-liberal and subtle in the ways they disempower ordinary citizens.

The drive to establish a sustainable liberal peace largely escapes critical examination. When such attention is paid to peacebuilding practices, scholars tend to concentrate either on the military components of the mission or on the liberal economic reforms. This means that the roles of Non-Governmental Organizations (NGOs) and the impact of attempting to nurture Northern forms of civil society is often overlooked. Focusing on the case of Cambodia, this book seeks to examine the assumptions underlying peacebuilding policies in order to highlight the reliance on a particular, linear reading of European / North American history. The author argues that such policies, in fostering a particular form of civil society, have affected patterns of conflict; dictating when and where politics can occur and who is empowered to participate in such practices. Drawing on interviews with NGO representatives and government representatives, this volume will assert that while the expansion of civil society may resolve some sources of conflict, its introduction has also created new dynamics of contestation. This book will be of much interest to students of peacebuilding, conflict resolution, development studies, S.E. Asian politics, and IR in general.

Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

Book excerpt: "In his first year in office, President Dmitry Medvedev has done little to reverse the Russian government's deliberate weakening of key institutions of a pluralistic democratic society, which marked the presidency of Vladimir Putin. One key aspect of this growing authoritarianism has been increasing, excessive government scrutiny and control of nongovernmental organizations, mainly through the 2006 law regulating NGOs. This report describes how the law and current rules allow the state to interfere arbitrarily in NGOs, by conducting intrusive audits, imposing onerous reporting requirements, and impeding NGO registration on non-substantive, insignificant grounds. It documents how the law allows the Ministry of Justice to take disproportionate, punitive measures in response to minor administrative violations by NGOs. The report also describes how the deeply negative operating climate for NGOs is exacerbated by new restrictions on grants and subsidized office space, and a growing number of physical attacks and hostile statements directed at NGOs and activists. President Medvedev in April 2009 acknowledged the difficulties faced by NGOs, including restrictions 'without sufficient justification,' occasioning some optimism that Medvedev will break with restrictive policies instituted under Putin. Soon thereafter, Medvedev initiated a limited process for reforming the troublesome law; initial reforms will affect only a fraction of NGOs and are limited in scope. Human Rights Watch calls on the Russian government to expand the reform to all organizations, and end and desist from further arbitrary limitations on the work of independent civil society groups."--P.
