Book excerpt: There has been considerable interest in recent years in the abil ty of non-governmental organizations to work with the rural poor in developing countries in order to improve their quality of life and economic status through the provision of credit, skills training, and other inputs for income-generation programmes. This book brings together the results of sixteen evaluations in four countries (Bangladesh, India, Uganda and Zimbabwe) to provide a detailed assessment of the contribution that NGOs make to rural poverty alleviation. The results indicate that NGO projects are successful when they build in a high degree of participation, when the staff are committed to the goals of the project, and when they are managed by strong and competent leaders. Many of the projects studied contributed to increases in income and welfare. Programmes designed to provide economic benefits also proved effective in improving the social status of the poor. However, not all projects were successful, contrary to received wisdom about the efficacy of NGO interventions. Many failed to reach the very poorest, most were costly to implement, and few of the projects demonstrated an ability to continue once external funding was withdrawn. These findings provide strong support for viewing NGOs as a mechanism for helping to reduce rural poverty, but also demonstrate that many of the interventions are isolated or one-off. The impact of NGOs could be heightened by increasing the size of the intervention, encouraging greater cooperation among NGOs, and by fostering closer co-operation with governments.

The problem of poverty is particularly severe in Bangladesh, where a variety of poverty alleviation initiatives have been tried. The most recent one involves Public Private Partnerships (PPPs), which are collaborations between partners in different sectors. PPPs are assumed to be effective for reducing poverty as they are seen to optimise the use of scarce resources, promote economic growth, and enhance efficiency. The Government of Bangladesh has recognised the use of PPPs as an innovative and effective approach for poverty alleviation in Bangladesh. Partnership for Development addresses this major policy issue by examining the novel arrangements of PPPs to determine how this approach can assist in alleviating poverty. This book explores different PPP arrangements for poverty alleviation in Bangladesh and evaluates their performance and effects. It identifies opportunities and constraints affecting these PPPs. It utilises the multiple-case study methodology, examining two cases, namely, the Income Generation for Vulnerable Group Development (IGVGD) and Rural Micro Credit (RMC) PPPs that have been introduced in Bangladesh as poverty alleviation measures. The book also identifies the rationale, features and mechanisms of the IGVGD and RMC PPPs using interviews with key persons who were involved in the policy making, and in the design and implementation of the PPPs. Different stakeholders were asked about the effects of the PPPs and suggestions for their improvement. The beneficiaries were also asked about the economic and social changes to their lives as a result of the PPPs. A model of PPPs for poverty alleviation is developed from the literature on the subject and then used to analyse the data from the Bangladesh case studies.

Book excerpt: In general, the effectiveness of microfinance-driven poverty-alleviation programs run by Government Organizations (GOs) and Non-Government Organizations (NGOs) in developing countries, such as Bangladesh, is assessed by repayment rates, the number of beneficiaries, the area coverage, the amount of loans disbursed, the cost of operations, profitability, and the financial sustainability of the projects. This study argues that these methods are quite restrictive since none of them reflect the perceptions of poor people concerning the effectiveness of such projects. Development agencies such as GOs and NGOs have never been compared on the basis of service delivery effectiveness (a process-based comparison); nor have they ever been compared on the basis of their relative contribution to raising the living standards of the poor (an outcome-based comparison). Both types of comparison are crucial to poverty reduction. The main reason behind the absence of such comparisons is the unavailability of the appropriate parameters that could be used for such analysis. For the process-based comparison, this study develops and validates a two-dimensional multi-item service delivery effectiveness scale through construct, convergent, discriminant and nomological validity. The scale captures different aspects of effectiveness in the delivery of services. These aspects are termed the ‘credibility dimension’ and the ‘focus towards beneficiaries dimension’ of service delivery in poverty-alleviation programs. For the output-based comparison, this study also develops and validates a ‘multidimensional poverty model’ to compare the effectiveness of GOs and NGOs in contributing to the economic, social, political, and cultural elements in the lives of the poor. The methodology is based on 930 samples collected from 12 districts and 107 randomly chosen villages in Bangladesh during September–December 2009.
