The years since these momentous events have seen an efflorescence of social research across the country drawn by shared interests in the aftermath of the resistance struggle, the processes of social recovery and the historic opportunity to pursue field-based ethnography following the hiatus of research during 24 years of Indonesian rule (1975-99). This volume brings together a collection of papers from a diverse field of international scholars exploring the multiple ways that East Timorese communities are making and remaking their connections to land and places of ancestral significance. The work is explicitly comparative and highlights the different ways Timorese language communities negotiate access and transactions in land, disputes and inheritance especially in areas subject to historical displacement and resettlement. Consideration is extended to the role of ritual performance and social alliance for inscribing connection and entitlement. Emerging through analysis is an appreciation of how relations to land, articulated in origin discourses, are implicated in the construction of national culture and differential contributions to the struggle for independence. The volume is informed by a range of Austronesian cultural themes and highlights the continuing vitality of customary governance and landed attachment in Timor-Leste.

The author takes readers through a combination of historical events that shaped social movement actors' attitudes and started a social movement momentum sequence in 1995. The East Timor All Inclusive Dialogue, the Timorization of Indonesia, the public outcries, organizational evolution, and a number of other turning points in the movement represented a series of successes that led to East Timor's independence.

In the past twenty years (1975–95), this former Portuguese colony has been under Indonesian military occupation, an occupation responsible for the death of over 200,000 of its inhabitants (a third of its pre-1975 population) and the destruction of much of its indigenous society. Yet, despite enormous odds, the people of East Timor continue to fight for the independence which was denied them in the mid-1970s. Twenty years on, there is now a very real chance for a new beginning in East Timor. This book, which brings together contributions by both East Timorese and Western specialists of East Timor, provides a compelling account of the process by which a once isolated and traditional society has been forged into a nation with a deep sense of its own identity rooted it its unique religious, cultural, linguistic, and historical heritage. Indonesia is at last beginning to realize the cost of Third World colonialism, and its Western allies are becoming less tolerant of its ‘security state’ methods. The last section of this book considers the new diplomatic initiatives which are currently in train, under the auspices of the UN, to bring about a resolution to the Timor problem without jeopardizing the integrity of the Indonesian Republic. Against the background of developments in discourse analysis, it is argued that news should be studied primarily as a form of public discourse. Whereas in much mass communication research, the economic, social, or cultural dimensions of news and news media are addressed, the present study emphasizes the importance of an explicit structural analysis of news reports. Such an analysis should provide a qualitative alternative to traditional methods of content analysis. Also, attention is paid to processes of news production by journalists and news comprehension by readers, in terms of the social cognitions of news participants. In this way news structures can also be explicitly linked to social practices and ideologies of news making and, indirectly, to the institutional and macro-sociological contexts of the news media.

Book excerpt: East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government - at the political and bureaucratic levels - developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.
