On July 12 of both years, groups of Irish Catholics clashed with Irish Protestants marching to commemorate the victory of 1690 at the Battle of the Boyne that confirmed the Protestant Ascendancy in Ireland. The violence of 1870 left eight people dead; the following year, more than sixty died. Reconstructing the events of July 12 in those years, Gordon provides a riveting and richly detailed account of the riots. He maintains that they stemmed from more than religious hatred or generations of oppression in Ireland. Rather, both years bear witness to a struggle between two profoundly different visions of the promise of America: a re-creation of European social classes or a form of life liberated from the constraints and stratifications of the Old World. These visions were enmeshed n the turbulent ideological and political confrontations arising from industrialization and newly found immigrant power under New York City's notorious mayor, William Marcy "Boss" Tweed. Gordon concludes by showing how the riots sparked a reform movement that toppled Tweed from power and led to the restructuring of city politics in the 1870s.

Yet few people realize the degree to which "Manifest Destiny" and American republicanism relied on a deeply anti-Catholic civil-religious discourse. John C. Pinheiro traces the rise to prominence of this discourse, beginning in the 1820s and culminating in the Mexican-American War of 1846-1848. Pinheiro begins with social reformer and Protestant evangelist Lyman Beecher, who was largely responsible for synthesizing seemingly unrelated strands of religious, patriotic, expansionist, and political sentiment into one universally understood argument about the future of the United States. When the overwhelmingly Protestant United States went to war with Catholic Mexico, this "Beecherite Synthesis" provided Americans with the most important means of defining their own identity, understanding Mexicans, and interpreting the larger meaning of the war. Anti-Catholic rhetoric constituted an integral piece of nearly every major argument for or against the war and was so universally accepted that recruiters, politicians, diplomats, journalists, soldiers, evangelical activists, abolitionists, and pacifists used it. It was also, Pinheiro shows, the primary tool used by American soldiers to interpret Mexico's culture. All this activity in turn reshaped the anti-Catholic movement. Preachers could now use caricatures of Mexicans to illustrate Roman Catholic depravity and nativists could point to Mexico as a warning about what America would be like if dominated by Catholics. Few men in his time were so intimately concerned with the formation of national policy, and few influenced so profoundly the growth of American political institutions. The year 1837 found Henry Clay hard at work in a successful effort to organize and strengthen the new Whig party. In his attempt to provide for it an ideological core, he emphasized restoration of the Bank of the United States, distribution of the treasury surplus to the states, continued adherence to his Compromise Tariff Act of 1833, and federal funding of internal improvements. The achievement of these goals, Clay reasoned, would mitigate the severe impact of the Depression of 1837 and sweep the Whigs into the White House in 1840. Soon after the election of 1836, Clay began running again for the presidency. By 1838 it was clear to him that he would have to come to grips politically with the long-muted slavery question. This he did in February 1839 in a Senate speech that was so proslavery, anti-abolitionist, and racially extremist that it cost him the Whig presidential nomination at the Harrisburg convention in December 1839. William Henry Harrison was nominated in his stead and won handily. But one month after his inauguration Harrison died and Vice President John Tyler, a states' rights Democrat turned Whig, was elevated to the presidency. Senator Clay emerged from his disappointment at Harrisburg as the acknowledged leader of the Whig party and further unified it in a wide-ranging assault on the Tyler administration's refusal to support Whig principles. By the end of 1843 Tyler had been broken, the Whig party was Clay's to lead, and the Kentuckian was again in the presidential lists. Confident that 1844 would surely be his year, Clay unfortunately failed to see the formation and growth of the black cloud that was Texas annexation. Publication of this book was assisted by a grant from the National Historical Publications and Records Commission.

Chief among those critical of the practice is political theorist Jeffrey K. Tulis, whose 1987 book, The Rhetorical Presidency, helped popularize the construct and set forth a sustained analysis of the baleful effects that have allegedly accompanied the shift from a “constitutional” presidency to a “rhetorical” one. Tulis locates this shift in the presidencies of Theodore Roosevelt and Woodrow Wilson, arguing that the rhetorical presidency is a twentieth-century phenomenon. Yet not all scholars agree with this assessment. Before the Rhetorical Presidency is an attempt to investigate how U.S. presidents in the nineteenth century communicated with their publics, both congressional and popular. In part 1, Martin J. Medhurst, Mel Laracey, Jeffrey K. Tulis, and Stephen E. Lucas set forth differing perspectives on how the rhetorical presidency ought to be understood and evaluated. In part 2, eleven scholars of nineteenth-century presidential rhetoric investigate the presidencies of Martin Van Buren, John Tyler, James K. Polk, Franklin Pierce, James Buchanan, Andrew Johnson, Ulysses S. Grant, Rutherford B. Hayes, Benjamin Harrison, Grover Cleveland, and William McKinley. As the first volume ever to focus on nineteenth-century presidents from a rhetorical perspective, Before the Rhetorical Presidency examines administrations, policies, and events that have never before been subjected to rhetorical analysis. The sometimes startling outcomes of these investigations reveal the need for continuing debate over the nature, practices, and effects of the rhetorical presidency. In a brief afterword, Medhurst raises eight challenges to the original formulation of the rhetorical presidency and in so doing sets forth an agenda for future studies.
