Book excerpt: From the Preface: Most Americans who have studied Latin, with our priests and seminarians included, have employed this method, which they thought was 'traditional'. But as something fully developed, this tradition scarcely goes farther back than 1880; and even in its beginnings it hardly antedates the seventeenth century. In contrast to this method of grammatical analysis, Father Most's textbooks reproduce much of the "natural method" by which children learn their native language. Hence, the significance of Father Most's books is manifestly great for the Latin classes in any Catholic high schools or colleges. So much of our Catholic doctrine and culture have been deposited in Latin that we want many of our educated Catholics to be able to use Latin with ease. But the special significance of Father Most's texts is for the Latin classes in our seminaries. Here the students still have much the same cogent motives to master the art of using Latin with ease as the pupils of the thirteenth or sixteenth century. They need it as an indispensable means of communicating thought in their higher studies, and afterwards throughout life. The objectives (knowledge about Latin and training of mind) and corresponding methods (grammatical analysis and translation) "traditional" since 1880 have taken over in our seminaries; and there too the students have been experiencing an ever growing inability to use Latin. Father Most's textbooks can contribute much towards revolutionizing the teaching of Latin by bringing back, as the chief objective, the art of reading, writing, and (when desired) speaking Latin with ease." Fr. Most's textbooks can be classed in categories of similar texts, such as Hans Ørberg's Lingua Latina, as well as Ecce Romani which is a simplification of Ørberg or others which aim to teach Latin not even so much as a modern language, as to teach it by a method more natural to the philosophy of learning Languages. Fr. Most's text follows the view that Latin of the later period is actually more advanced in communicating ideas and is easier to learn than Latin of the classical period, and thus this Second Volume begins the transition with readings and vocabulary from the Vulgate, continuing with the more ancient collects of the 1962 Missale Romanum, St. Cyprian and culminating with a reading from the Roman Historian Sallust. This is an excellent text applying the "natural method" with English language instruction to help the student read and understand Latin natively, with numerous vehicles for simplifying the necessary memorization as well as aiding in truly understanding Latin without constant need to look in a dictionary for rudimentary sentences. This is reprinted from the 1960 edition, and follows the presentation of the text found in that edition.

This book explores why the region suffers from such persistent inequality, identifies how it hampers development, and suggests ways to achieve greater equity in the distribution of wealth, incomes and opportunities. The study draws on data from 20 countries based on household surveys covering 3.6 million people, and reviews extensive economic, sociological and political science studies on inequality in Latin America. Four broad areas for action by governments and civil society groups to break the destructive pattern are outlined: (1) build more open political and social institutions, that allow the poor and historically subordinate groups to gain a greater share of agency, voice and power in society; (2) ensure that economic institutions and policies seek greater equity, through sound macroeconomic management and equitable, efficient crisis resolution institutions, that avoid the large regressive redistributions that occur during crises, and that allow for saving in good times to enhance access by the poor to social safety nets in bad times; (3) increase access by the poor to high-quality public services, especially education, health, water and electricity, as well as access to farmland and the rural services, and protect and enforce the property rights of the urban poor; (4) reform income transfer programmes so that they reach the poorest families.

This theme runs throughout the volume, but is most clearly evident in the first chapter, "The NSC System." This chapter documents the Nixon administration's foreign policy process as it was conceived by President Nixon, his Special Assistant Henry Kissinger, and other key advisers. The chapter shows how the foreign policy decision making process was supposed to work in theory, and then documents how the system worked in reality. A primary concern of Nixon and Kissinger was that the President retain control over the foreign policy process through his National Security Council (NSC) Staff, and that the White House oversee the implementation of presidential decisions. As the documents indicate, the Nixon administration believed that it was fighting an ongoing battle to retain Presidential and White House control of the foreign policy decision making process against the bureaucratic forces of the Departments of State and Defense. The first chapter of this volume documents how this struggle for control caused friction between the White House and the Departments of State and Defense, as well as a certain amount of personal rivalry and tension between Kissinger, Secretary of State William Rogers, and Secretary of Defense Melvin Laird. The second chapter of the volume focuses on the related issue of reorganization and revitalization of the Intelligence Community. This reform was driven by President Nixon's and the White House Staff's view that they were not getting the right intelligence and that the United States was spending too much on intelligence for the product it was receiving. In addition, Nixon and the White House were concerned that covert operations, which they believed had a tendency to go on indefinitely, were not properly supportive of larger U.S. foreign policy objectives. Finally, the second chapter documents a formal reorganization of the intelligence function at the Department of Defense, where it was widely held that the intelligence function was too diffuse and not properly coordinated. The third chapter deals with the administration and management of the Department of State by the Department's principal officers and by President Nixon and the White House. The documents indicate that the President was determined to appoint his own people to key positions in the Department and ambassadorships, but he also wished to push forward younger Foreign Service officers to ambassadorial posts. Because of balance of payment problems, Nixon was also determined to cut overseas personnel, which would naturally affect Department of State overseas operations. The President also wished to upgrade the Department's Latin American Bureau, but needed Congressional approval. This chapter deals with the question of the loyalty of the Foreign Service officers to the President, the role--or, more accurately, the lack of a role--for professional women in the Department of State and foreign affairs bureaucracy, and the question of Foreign Service spouses (then called wives, since the Foreign Service consisted overwhelmingly of men).

Book excerpt: Participatory democracy innovations aimed at bringing citizens back into local governance processes are now at the core of the international democratic development agenda. Municipalities around the world have adopted local participatory mechanisms of various types in the last two decades, including participatory budgeting, the flagship Brazilian program, and participatory planning, as it is the case in several Mexican municipalities. Yet, institutionalized participatory mechanisms have had mixed results in practice at the municipal level. So why and how does success vary? This book sets out to answer that question. Defining democratic success as a transformation of state-society relationships, the author goes beyond the clientelism/democracy dichotomy and reveals that four types of state-society relationships can be observed in practice: clientelism, disempowering co-option, fragmented inclusion, and democratic cooperation. Using this typology, and drawing on the comparative case study of four cities in Mexico and Brazil, the book demonstrates that the level of democratic success is best explained by an approach that accounts for institutional design, structural conditions of mobilization, and the configurations, strategies, behaviors, and perceptions of both state and societal actors. Thus, institutional change alone does not guarantee democratic success: the way these institutional changes are enacted by both political and social actors is even more important as it conditions the potential for an autonomous civil society to emerge and actively engage with the local state in the social construction of an inclusive citizenship.

The out come is usually negative. But many do make it out of their situations. This book is highly recommended for any young man, or woman who is growing up in a negative environment, and feels as though he or she cannot make that change for the good. This book can be a tool, to make that negative situation a positive one. But also this book reveals the consequences of not making that change for the better.
