Book excerpt: Taking as its starting-point Anthony Downs' seminal work, An Economic Theory of Democracy, this book draws upon insights generated within economics, political psychology, and the study of rhetoric to examine the way in which New Labour achieved and maintained its electoral hegemony from 1994. Journalists and politicians routinely attribute New Labour's electoral success to its occupation of the 'centre-ground'. This book is interested in the question of how New Labour moved to the right and towards the centre. The obvious answer to this question is that New Labour moved by changing its policies. Against this, the book contends that changes in policy cannot in themselves constitute a complete explanation of changes in spatial position. They cannot do so because there is no pre-given and fixed relationship between policies and position such that the rejection of one policy and the adoption of another moves a party from one position to another. Policies are not immutably left-wing, right-wing, or centrist and so, given that the position a party is thought to occupy is a function of the policies to which it is committed, parties are not immutably left-wing, right-wing, or centrist either. The relationship between policy and position and thereby between parties and position is constructed and is in part constructed by parties themselves. New Labour did not simply move to the centre. It had to persuade the media, voters, and other parties that it had moved to the centre. New Labour achieved and maintained its electoral hegemony not simply by changing one set of policies for another. It achieved and maintained its hegemony by successfully constructing its policies as centrist.

Available in PDF, EPUB and Kindle. Book excerpt: The New Labour government elected in May 1997 claimed that it would modernise the welfare state, by rejecting the solutions of both the Old Left and the New Right. New Labour, new welfare state? provides the first comprehensive examination of the social policy of New Labour; compares and contrasts current policy areas with both the Old Left and the New Right and applies the concept of the 'third way' to individual policy areas and to broader themes which cut across policy areas. The contributors provide a comprehensive account of developments in the main policy areas and in the themes of citizenship and accountability, placing these within a wider framework of the 'third way'. They find a complex picture. Although the exact shape of the new welfare state is difficult to detect, it is clear that there have been major changes in areas such as citizenship, the mixed economy of welfare, the centrality of work in an active welfare state, and the appearance of new elements such as joined up government at the centre and new partnerships of governance at the periphery. New Labour, new welfare state? provides topical information on the debate on the future of the welfare state and is essential reading for students and researchers in social policy, politics and sociology.

Book excerpt: Review from Amazon.co.ukThrills, spills, excitement - this book has it all. For, indeed, I often find myself asking: 'What next for Labour?' This book attempts to answer exactly that question and, even more impressively, does so within the added context of the 'new generation', an issue which is particularly close to my heart. The juxtaposition of light and shade, tone and tonality, texture and conjecture all contribute to a twisting, turning thrill ride that doesn't let up. I strongly recommend that you read this book before you die.

By examining the ideology of New Labour, the major policy initiatives of Labour government, and the record and prospects of social democratic and progressive governments in the USA and elsewhere in Europe, the contributors attempt to disentangle the progressive and conservative aspects of New Labour politics and the possibilities for genuine progressive advance in Britain and other advanced capitalist countries.

Available in PDF, EPUB and Kindle. Book excerpt: The New Labour project was not conjured up out of thin air — it only looks that way because of the party's amnesia about the intellectual roots and political traditions which have guided it. This book provides extracts from fifteen thinkers and politicians located within the revisionist tradition as an antidote to that amnesia. It is an 'all star cast' from R.H. Tawney, Hugh Gaitskell and Anthony Crosland to Roy Hattersley, Gordon Brown and Tony Blair. The collection demonstrates that Labour's revisionism is not a rigid body of doctrine but a 'cast of mind' that distinguishes between core values (ends) and policy instruments (means) — revisionist thinkers are engaged in the continuous pursuit of policy innovation, never shrinking from abandoning policies that fail to achieve the desired ends. All successful Labour governments have been determined to avoid the confusion of means and ends. These essays show a determination throughout the party's history to debate and discuss political ideas in the cause of a fairer, more equal society. Fully updated and revised edition.
