Book excerpt: Bridging the gap between higher education research and policy making was always a challenge, but the recent calls for more evidence-based policies have opened a window of unprecedented opportunity for researchers to bring more contributions to shaping the future of the European Higher Education Area (EHEA). Encouraged by the success of the 2011 first edition, Romania and Armenia have organised a 2nd edition of the Future of Higher Education – Bologna Process Researchers’ Conference (FOHE-BPRC) in November 2014, with the support of the Italian Presidency of the European Union and as part of the official EHEA agenda. Reuniting over 170 researchers from more than 30 countries, the event was a forum to debate the trends and challenges faced by higher education today and look at the future of European cooperation in higher education. The research volumes offer unique insights regarding the state of affairs of European higher education and research, as well as forward-looking policy proposals. More than 50 articles focus on essential themes in higher education: Internationalization of higher education; Financing and governance; Excellence and the diversification of missions; Teaching, learning and student engagement; Equity and the social dimension of higher education; Education, research and innovation; Quality assurance, The impacts of the Bologna Process on the EHEA and beyond and Evidence-based policies in higher education. "The Bologna process was launched at a time of great optimism about the future of the European project – to which, of course, the reform of higher education across the continent has made a major contribution. Today, for the present, that optimism has faded as economic troubles have accumulated in the Euro-zone, political tensions have been increased on issues such as immigration and armed conflict has broken out in Ukraine. There is clearly a risk that, against this troubled background, the Bologna process itself may falter. There are already signs that it has been downgraded in some countries with evidence of political withdrawal. All the more reason for the voice of higher education researchers to be heard. Since the first conference they have established themselves as powerful stakeholders in the development of the EHEA, who are helping to maintain the momentum of the Bologna process. Their pivotal role has been strengthened by the second Bucharest conference." Peter Scott, Institute of Education, London (General Rapporteur of the FOHE-BPRC first edition)

Book excerpt: After first appearing in 1979 in Tennessee, performance funding for higher education went on to be adopted by another 26 states. This monograph reviews research on a multitude of states to address these questions: • What impacts does performance funding have on institutional practices and, ultimately, student outcomes? • What obstacles and unintended effects do performance funding encounter? This monograph finds considerable impacts on institutional practices, weak impacts on student outcomes, substantial obstacles, and sizable unintended impacts. Given this, the monograph closes with a discussion of the implications for future research and for public policymaking on performance funding. This is the 2nd issue of the 39th volume of the Jossey-Bass series ASHE Higher Education Report. Each monograph is the definitive analysis of a tough higher education issue, based on thorough research of pertinent literature and institutional experiences. Topics are identified by a national survey. Noted practitioners and scholars are then commissioned to write the reports, with experts providing critical reviews of each manuscript before publication.

Book excerpt: This discussion paper examines mechanisms through which governments allocate resources to higher education, particularly in developing countries, in order to establish effective means to transfer these subsidies to institutions. The discussion of funding mechanisms develops within the context of three major types of government restrictions which have had an impact on institutional behavior: (1) controlling student enrollments; (2) imposing high financial dependency on universities through prohibiting revenue diversification; and (3) imposing restrictions on the extent to which institutions are able to allocate their funding as they see fit. These restrictions have resulted in institutional deterioration. The challenge is to find a way to grant universities more autonomy over decision making while ensuring accountability to the providers of the funding. One solution is seen in the use of buffer funding bodies that lie between the government and the institutions. Another solution is to change the criteria for allocation of resources. The paper goes on to review the experience with different categories of funding criteria. The paper also looks at Chile's approach which has been to transfer funds via students through loans or grants rather than directly to institutions. Included are numerous tables and 38 references. Available in PDF, EPUB and Kindle. Book excerpt: Much of the twentieth century saw broad political support for public funding of American higher education. Liberals supported public investment because it encouraged social equity, conservatives because it promoted economic development. Recently, however, the politics of higher education have become more contentious. Conservatives advocate deep cuts in public financing; liberals want to expand enrollment and increase diversity. Some public universities have embraced privatization, while federal aid for students increasingly emphasizes middle-class affordability over universal access. In Public Funding of Higher Education, scholars and practitioners address the complexities of this new climate and its impact on policy and political advocacy at the federal, state, and institutional levels. Rethinking traditional rationales for public financing, contributors to this volume offer alternatives for policymakers, administrators, faculty, students, and researchers struggling with this difficult practical dynamic. Book excerpt: This paper summarizes the experiences to date of the new EU countries (the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, and Slovenia-the EU8) in the reform of higher education systems in a period of growing demand; changing patterns of access; rapid expansion and increased participation rates; and an apparent dilution of average quality. The study discusses the growing experience with a variety of financing mechanisms in EU8 countries, drawing on detailed country case studies, and seeks to develop some useful lessons from experience, mindful that each country will continue to develop its own solution based on national priorities.

Book excerpt: There is an urgent need to address the social dimension of higher education more forcefully and coherently, particularly in view of the economic downturn across Europe. This is the conclusion of the new Eurydice report, which looks at national policies on access to higher education, funding and student support. The report, covering eu Member States, plus Iceland, Liechtenstein, Norway and Turkey, suggests that countries are struggling to adapt their higher education systems to meet the challenges brought about by rapid societal change in recent years. In particular, they need to open up opportunities for more people to benefit from higher education, matching this objective with coherent measures, funding and monitoring to evaluate their impact. European leaders have agreed a headline target that 40% of 30-34 year olds should have a higher education qualification by 2020--an increase from just over 33% today. The study focuses on three key topics: policies to widen participation in higher education; funding trends; and the impact of student fee and support systems. It reveals that approaches to meet shared European objectives vary greatly between countries and have different impacts on the performance of higher education. For example, there seems to be an East-West divide regarding routes to higher education for non-traditional candidates such as adult learners and people entering university on the basis of skills gained in the workplace rather than school qualifications. The report highlights changes in higher education spending in response to the crisis. Over the past academic year (2010/11 compared to 2009/10) budgets were most increased in Lithuania, Liechtenstein, Austria, France, Finland and Malta, while the deepest cuts were made in Greece, Ireland, Iceland, (8-10% decrease), as well as in Spain, Italy, the Czech Republic and Slovakia (up to 3% decrease). A glossary is included. Individual chapters contain footnotes. (Contains 26 figures.).

Book excerpt: Inadequate public funding means that governments in developing countries are continually working to find ways of expansion to meet the growth demand for higher education.; This book considers the effectiveness of government funding methods in developing quality and efficiency in higher education systems in developing countries, and looks at policy measures taken to widen the funding base including raising tuition fees, student loan programmes, graduate taxes, industry-education links and national service programmes.; Taking information from around the world and drawing on successful practice in developed countries, this volume should be of interest to specialists and researchers in education economics and economic development, academics in general education and those involved in the finance and administration of higher education.

Book excerpt: The nature of the changes in the patterns of financing and control of higher education systems which have been observed in the Organisation for Economic Cooperation and Development (OECD) countries over the last decade are discussed. In particular, the report analyzes the links between expenditure patterns, costs and efficiency in higher education in relation to the mechanisms by which institutions receive funds, and examines these areas against the background of changing policies for public financing. The report draws extensively on a series of country case studies prepared specifically for the analysis. The first chapter provides background information and discusses models and concepts. Additional chapters examine the following areas: (1) the existing arrangements and recent trends in the funding of higher education institutions in the studied OECD countries; (2) the variety of schemes of student financial support in the OECD member countries taking part in the study; (3) funding mechanisms and the functions of higher education institutions; and (4) future prospect and policy implications based on current observations. Contains six tables of analytical data and a resource list of national reports. (GLR)

Comparing the models by which higher education is funded in the United States and seven other countries, developed and developing, the chapters of this textbook help identify effective financial strategies to meet fast-evolving demands. How can each nation and each institution achieve the right balance between quality and quantity, access and equity, need-based and merit-based aid, government funding and private endowments? In these nine chapters, case studies discuss the different approaches being taken and the varying results produced. This handbook on the finance of higher education is essential reading for college administrators, policy-makers and graduate programs in higher education administration.

Book excerpt: Examines the universal phenomenon of cost-sharing in higher education -- where financial responsibility shifts from governments and taxpayers to students and families. Growing costs for education far outpace public revenue streams that once supported it. Even with financial aid and scholarships defraying some of these costs, students are responsible for a greater share of the cost of higher education. Shows how economically diverse countries all face similar cost-sharing challenges. While cost-sharing is both politically and ideologically debated, it is imperative to implement it for the financial health of colleges and universities From publisher description.

Book excerpt: This volume explores the numerous and competing demands that face America’s public research universities and considers how institutions and their leaders can best navigate this challenge to ensure longevity, relevance, and success on the local, national, and global stage. Today’s public research universities have the unique challenge of responding to new societal pressures and policies, while remaining true to their core educational missions and values. Highlighting the multiple roles that universities must now fulfil – as institutions of higher learning, as research bodies, as institutions with global reputations, and as organizations that serve the public – the volume asks how they can best evolve in the rapidly changing education landscape. Tackling subjects such as faculty culture, the role of technology, financial sustainability, institutional identity, diversity, and organizational development, chapters identify innovative and transformative mechanisms for acclimatizing the public research university to current educational, academic, and societal needs. This text will benefit researchers, academics, and educators with an interest in higher education, educational reform and policy, and the sociology of education more broadly.
