It is shown how oceans have an almost magnetic draw—almost half of the world’s population lives within a few hours of an ocean. Bromley in Who Owns America's Fisheries?, unless certain key provisions are incorporated into IFQ programs, the health and stability of our fisheries are not only unlikely to improve, the deterioration of them may actually be accelerated.
