In the immediate aftermath of the 1993 Oslo Accords, both Qatar and Oman established low-level yet open diplomatic ties with Israel. In 2010, Ha'aretz reported that the former Israeli foreign minister, Tzipi Livni, was on friendly terms with Shaykh Abdullah Ibn Zayed, her counterpart from the UAE, despite the absence of formal diplomatic ties between the two states. The shared suspicion towards the regional designs of Iran that undoubtedly underpinned these ties even extended, it was alleged, to a secret dialogue between Israel and Saudi Arabia, led by the late Meir Dagan, the former head of Mossad. Cooperation between Israel and Saudi Arabia in thwarting Iran's regional ambitions also casts light on Washington's lack of strategic leadership, which had previously been the totem around which Israel and the Gulf states had based regional security strategies. Jones and Guzansky contend that, at the very least, ties between Israel and many of its Gulf counterparts are now more vibrant than hitherto realized. They constitute a tacit security regime which, while based on hard power interests, does not preclude competition in other areas. Ultimately, these relations are helping shape a new regional order in the Middle East.

The production of history is premised on the selective erasure of certain pasts and the artifacts that stand witness to them. From the elision of archival documents to the demolition of sacred and secular spaces, each act of destruction is also an act of state building. Following the 1991 Gulf War, political elites in Saudi Arabia pursued these dual projects of historical commemoration and state formation with greater fervor to enforce their postwar vision for state, nation, and economy. Pinault draws on the published Arabic editions — especially Bulaq, MacNaghten, and the fourteenth-century Galland text recently edited by Mahdi — as well as unpublished Arabic manuscripts from libraries in France and North Africa. The study demonstrates that significantly different versions have survived of some of the most famous tales from the Nights. Pinault notes how individual manuscript redactors employed — and sometimes modified — formulaic phrases and traditional narrative topoi in ways consonant with the themes emphasized in particular versions of a tale. He also examines the redactors' modification of earlier sources — Arabic chronicles and Islamic religious treatises, geographers' accounts and medieval legends — for specific narrative goals. Comparison of the narrative structure of diverse story-collection also sheds new light on the relationship of the embedded subordinate-narrative to the overarching frame-tale. All cited passages from the Nights and other Arabic story- collections have been fully translated into English.

While the regional and international consequences of the uprisings continue to unfold with great unpredictability, their ramifications for the internal lives of the states in which they unfolded are just as dramatic and consequential. States historically viewed as models of strength and stability have been shaken to their foundations. Borders thought impenetrable have collapsed; sovereignty and territoriality have been in flux. This book examines some of the central questions facing observers and scholars of the Middle East concerning the nature of power and politics before and after 2011 in the Arab world. The focus of the book revolves around the very nature of politics and the exercise of power in the Arab world, conceptions of the state, its functions and institutions, its sources of legitimacy, and basic notions underlying it such as sovereignty and nationalism. Inside the Arab State adopts a multi-disciplinary approach, examining a broad range of political, economic, and social variables. It begins with an examination of politics, and more specifically political institutions, in the Arab world from the 1950s on, tracing the travail of states, and the wounds they inflicted on society and on themselves along the way, until the eruption of the 2011 uprisings. The uprisings, the states' responses to them, and efforts by political leaders to carve out for themselves means of legitimacy are also discussed, as are the reasons for the emergence and rise of Daesh and the Islamic State. Power, I argue, and increasingly narrow conceptions of it in terms of submission and conformity, remains at the heart of Arab politics, popular protests and yearnings for change notwithstanding. Much has changed in the Arab world over the last several decades. But even more has stayed the same.
