We'll examine the security, political, legal, and economic drivers of these disputes in our three panels today. The first panel will begin by discussing the broad security situation on the high seas. As China's maritime forces have become more capable over the past decade, Beijing has become more confident in its ability to assert its claims in the disputed areas. Beyond China's "hard" security concerns, however, other domestic, political, and legal elements shape China's policy in the East and South China Seas. Our second panel will consider popular nationalism as one of these elements. It has become a key driver of Chinese foreign policy as personality politics in Beijing has given way to a collective leadership seeking Party legitimacy. We'll conclude with a panel on how resources and economic drivers shape China's maritime disputes. Security of China's near seas is critical to the unimpeded flow of trade and imported energy resources. Though the natural resources in the East and South China Sea undoubtedly shape the security landscape, there appears to be a debate on the centrality of oil and gas resources to the dispute.

Since China announced the carbon neutrality plan in autumn 2020, no study has looked at the role of city clusters in achieving this long-term plan. Hence, this study is believed to be the first attempt to explore this important topic from the city cluster perspective. It explores the challenges, opportunities, and directions of all 19 city clusters, allowing readers to have a clear picture of China’s historical and ongoing progress, as well as the challenges and opportunities that lie ahead. In a short time, China’s city clusters have helped boost regional economic development, infrastructure development, trade and business, and better urban–rural integration. With enhanced coordination of connection and transport networks in and between the city clusters, we see a growing number of initiatives beyond just the initial economic strategies. The dual approach of top-down policies and infrastructure systems and bottom-up governance and investments has helped China consider urban–rural development strategies and regional sustainable development. These factors are essential to be explored from the city cluster perspective and in line with China’s sustainable development and carbon neutrality directions. Hence, the book covers these points holistically, ensuring that regional planning and development are favored in the face of uneven urbanization trends. We anticipate this book to be a valuable resource for local governments and authorities, urban planners and practitioners, developers, and urban researchers. The rise of 21st-century Indonesia is becoming a permanent fixture in both the domestic and global discourses. Though there has been an increasing level of discussion on Indonesia’s emerging power status, there has been little discussion on how the country is debating and signalling its new-found status. This book combines the insights of both neo-classical realism and social identity theory to discuss a reset in an emerging Indonesia’s foreign policy during the 21st century while emphasizing domestic drivers and constraints of its international behaviour. There are three key organizing components of the book – emerging power, status signalling and the Indo-Pacific region. The Indo-Pacific region constitutes a spatial framing of the book; the emerging power provides an analytical category to explain Indonesia’s changing international status; and status signalling explains multiple facets of international behaviour through which the country is projecting its new status. Though leaders are adding different styles and characteristics to the rising Indonesia narrative, there are a few unmistakable overarching trends that highlight an increasing correlation between the country’s rising power and growing ambition in international behaviour. This book is built around four key signalling strategies of Indonesia as an emerging power – expanded regional canvas, power projection, leadership projection, and quest for great power parity. While being critical of the current trend that focuses on the China-U.S. rivalry alone, Kim argues that a microanalysis of China's advances toward its neighbors is a guide to understanding the trajectory of China's expanding influence and transitions in world politics more broadly. Economic asymmetry—as seen in trade concentration, non-transparency, and reliance on bilateral aid—has made China's small neighbors vulnerable on the political front, thus generating potential threats to their sovereignty and independence. Because China has the upper hand in the bilateral relationships, these weak states practice dual-core hedging as a strategy for survival. They hedge on China for expected economic benefits and at the same time hedge against their powerful neighbor to mitigate the risks involved in that hedging-on. Each small state's mode of hedging depends on its degree of vulnerability and its availability of policy instruments such as multilateral institutions and bilateral partnerships with extra-regional powers.
