In extent this movement is without parallel in American history, for it swept on thousands of the blacks from remote regions of the South, depopulated entire communities, drew upon the negro inhabitants of practically every city of the South, and spread from Florida to the western limits of Texas. In character it was not without precedent. In fact, it bears such a significant resemblance to the migration to Kansas in 1879 and the one to Arkansas and Texas in 1888 and 1889 that this of 1916-1917 may be regarded as the same movement with intervals of a number of years.

Scott could have been found to present to the public a study on the subject of this monograph. The problem of negro labor, its diffusion and its adaptation to more numerous kinds of work, are problems not only of great public importance but of great difficulty. Book excerpt: Excerpt: ...and unskilled labor with the corresponding compensation. 110 It was soon discovered that the needs of the migrants could not all be supplied by money. Something had to be done for their social welfare. Various agencies assisted in caring for the needs of the 25,000 or more negro migrants who, it is estimated, have come to Chicago within three years. The Chicago Renting Agents' Association appointed a special committee to study the problems of housing them and to confer with leaders in civic organization and with representative negroes. The Cook County Association considered the question of appointing some one to do Sunday School work exclusively among the newcomers. The Housing Committee of the Chicago Women's Club arranged for an intensive survey of housing conditions. The negroes themselves organized to help the recently arrived members of the race. Negro ministers, lawyers, physicians and social workers cooperated in handling the problem through churches, Sunday Schools and in other ways. 111 The negroes residing in Chicago, who came from particular States in the South organized clubs to look after the migrants from their own States. The result was that an Alabama Club, a Georgia Club, Mississippi Club, Tennessee Club and so on pg 104 were formed. Committees from these clubs met the train and helped the newcomers to find homes and work. The chief agency in handling the migrant situation in Chicago was the local branch of the National League on Urban Conditions among Negroes. The work which the league did for the migrants as set forth in the report of 1917 was of three kinds: employment, housing and adjustment or assimilation. The policy of the Urban League with regard to employment was to find and, where possible, to open new occupations hitherto denied negroes. The housing problem was urgent. The most that the league was able to do thus far was to find lodging, to assist in finding houses. Lodging accommodations for more than 400 individuals...

Washington's closest adviser at the Tuskegee Institute and as Special Adviser of Black Affairs to Secretary of War Newton D. Baker. He was the highest-ranking African American in President Woodrow Wilson's administration.This book is a study of the results of the migration of approximately 400,000 Negroes from the South to the northern States during the three years following the outbreak of the war in Europe, particularly during 1916 and 1917. The lure of high wages and more independence are suggested as the real reasons for the migration. The author believes that on the whole the movement has been and will continue to be a benefit to the South, since it has brought about a change of attitude toward the Negro and has compelled the thinking classes of the South "to construct and carry out a policy of fair play." The tendency to maltreat the Negroes without cause, have, in the opinion of the author, been somewhat checked by "a reshaping of public opinion."Of the cause of this great migration, Scott writes: "Among the immediate economic causes of the migration were the labor depression in the South in 1914 and 1915 and the large decrease in foreign immigration resulting from the World War." A Century of Negro Migration - The Black Exodus by Carter G. Woodson. African American Studies - Social Sciences The migration of the blacks from the Southern States to those offering them better opportunities is nothing new. The objective here, therefore, will be not merely to present the causes and results of the recent movement of the Negroes to the North but to connect this event with the periodical movements of the blacks to that section, from about the year 1815 to the present day. That this movement should date from that period indicates that the policy of the commonwealths towards the Negro must have then begun decidedly to differ so as to make one section of the country more congenial to the despised blacks than the other. As a matter of fact, to justify this conclusion, we need but give passing mention here to developments too well known to be discussed in detail. Slavery in the original thirteen States was the normal condition of the Negroes. When, however, James Otis, Patrick Henry and Thomas Jefferson began to discuss the natural rights of the colonists, then said to be oppressed by Great Britain, some of the patriots of the Revolution carried their reasoning to its logical conclusion, contending that the Negro slaves should be freed on the same grounds, as their rights were also founded in the laws of nature. And so it was soon done in most Northern commonwealths. In treating this movement of the Negroes, the writer does not presume to say the last word on the subject. The exodus of the Negroes from the South has just begun. The blacks have recently realized that they have freedom of body and they will now proceed to exercise that right. To presume, therefore, to exhaust the treatment of this movement in its incipiency is far from the intention of the writer. The aim here is rather to direct attention to this new phase of Negro American life which will doubtless prove to be the most significant event in our local history since the Civil War. Many of the facts herein set forth have seen light before. The effort here is directed toward an original treatment of facts, many of which have already periodically appeared in some form. As these works, however, are too numerous to be consulted by the layman, the writer has endeavored to present in succinct form the leading facts as to how the Negroes in the United States have struggled under adverse circumstances to flee from bondage and oppression in quest of a land offering asylum to the oppressed and opportunity to the unfortunate. How they have often been deceived has been carefully noted. With the hope that this volume may interest another worker to the extent of publishing many other facts in this field, it is respectfully submitted to the public.
