Book excerpt: After reviewing the rise and decline of the UK system of industry wide collective bargaining, the authors use five detailed case studies to examine the process of decentralising bargaining from industry to single employer level. In each industry management's reasons for withdrawal, the union response, details of the new structures and the experience of operation of the new system are analysed. Finally, the five industries are compared and contrasted and lessons for employers and unions in other industries are drawn.

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1952, The Local Government Service describes in general terms the character and extent of the tasks which the body of public servants employed by the local authorities is called upon to perform. Part I comprises a general survey; Part II studies in greater detail the character and work of the agencies which are shaping the service - the organizations of employers and staff, the Whitley machinery, and the local authority in its capacity as an individual employer; while Part III deals with the more important aspects and issues of qualification and training in a way which could not have been attempted in part I without impeding the narrative. This is a must read for students of public administration and political science.

As 'businesses' public service employers are now becoming more responsive to their clients and customers and have moved to a more decentralized and proactive style, based on private sector practices. This book describes past practices and current developments in public sector organizations, looking at in-depth case studies covering NHS trusts, the Civil Service, local government, police and education. It examines implications for the future and will provide an invaluable guide for both students of personnel and business studies and managers in the public sector.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1964, at a time of much public unease regarding redundancy, this book contains the results of a comprehensive survey, inspired by a suggestion of the then Minister of Labour that the mass redundancies in the Midlands motor industry of 1956 merited a full-scale investigation. The findings are based on an analysis of a 1 in 10 sample of men made redundant in Birmingham in the period. Among the matters examined are the difficulties encountered in obtaining work after redundancy; the range of geographical mobility and the role played by the then employment exchanges in securing new employment. Other chapters focus on the financial hardship caused; the resort to savings and the impact of the redundancies on the gender balance in the workforce. The impact of the dismissals on trade union affiliation is also considered, as are the men’s verdicts on the ‘fairness’ of the selection procedure adopted.

Available in PDF, EPUB and Kindle. Book excerpt: This is the first book yet written on industrial relations in the NHS and it has been completed at a time of radical and rapid change. Some of the material, particularly in the final chapter, reflects first thoughts about the impact of the new system on industrial relations. The book arose from my teaching experiences with health service practitioners from several of the NHS trade unions and professional associations. Many of these activists, as well as managers, expressed frustration that there was no single source about some of the issues which concerned them. This book is the result of their anxieties. Throughout, I have assumed that the main thrust of government policy towards the NHS, at least since the early 1980s, has been to sell off important sections of the service to the private sector. There is, I believe, strong evidence for this proposition. My argument, however, is based not only on the evidence of government's will to 'privatize', but also on the behaviour of ministers, senior civil servants and senior NHS managers which adds up to a set of policies and practices which together allow the point that government runs the NHS as if it was going to sell it.

Available in PDF, EPUB and Kindle. Book excerpt: 'Although this book is likely to attract a specialist readership, since it deals with local and regional levels of government in four Nordic countries, it also contributes to a general analysis of sub-national and international identities. The authors provide clear conceptual frameworks for discussing the challenges to protecting and developing autonomy at sub-national level. Issues relating to decentralisation of decision-making within the context of the European Union are well presented.' - Aslib Book Guide '. . . the strength of this book lies in its treatment of the relationship between "regionalisation" concepts and internationalisation (or Europeanisation to be more accurate). The authors are excellent in their coverage of how local and regional governments have adapted their procedures to take account of the impact of such trends as European integration, and the usage of Putnam/multi-level governance is particularly useful . . . the book is a significant contribution and first-class.' - Lee Miles, University of Hull, UK The European political landscape is one of constant flux and it is this alternating integration and disintegration which influences the basic conditions in which political power is exercised. This book argues that the interests of the cities and regions of Europe are increasingly influenced by European supranational institutions rather than the nation state and that governance in Europe is shifting to a regional and local level.
