Book excerpt: To assure a swift transition in case of war or national emergency, modern military strategy depends on the Selected Reserves to quickly augment the Active Forces with skilled reservists. The ability of the Selected Reserves to perform is questionable because of critical manpower weaknesses, two of which are the shortage of qualified people and high turnover rates. The use of training time directly affects Reserves' qualifications, personnel shortages, high turnover rates, and readiness. The review of Reserve training was based mostly on questionnaires mailed to reservists and unit commanders, and the results were compared to those of a 1974 review. Until the Department of Defense makes substantive changes in how training time is spent, it is unlikely that conditions will improve. Although skills and opportunities for mission training in official jobs vary widely among units and members, nearly all reservists are required to attend the same number of drill sessions and active duty each year. However, since the 1974 review, idleness has decreased from 22 percent of drill time to 11 percent. The survey indicates that the more time reservists spend training or working in their official jobs, the more satisfied they are with the drill and active-duty training programs. In the current study, 79 percent of the unit commanders said their members needed more training, as opposed to 47 percent in 1974. One way to provide the needed training is to assign more of the responsibility for it to the Active Forces. Another way training could be improved is to increase the length of active duty and reduce the length of drill time. Any new approach must offer enough incentives for reservists to become fully qualified to perform their official jobs.

Book excerpt: For some time, the U.S. Army has recognized persistent problems in its extensive system of schools that provide technical and leadership training for the Reserve Components (RC). Critics have suggested, for example, that the existing system of schools lacks efficiency, provides inconsistent quality of training, and is difficult to manage to meet the training needs of RC units (see, for example, DAIG (1993)). To respond to these concerns, the Army began a test (starting in PY94) of a 'prototype' regional school system in the southeastern United States. This prototype set out to achieve immediate consolidations of training facilities and improvements in training standards. The prototype sought to improve efficiency by organizing training on a regional basis and by changing schools' missions from multifunctional (providing a variety of training courses) to specialized (limiting training to selected courses). The prototype also aimed to lay a foundation for a longer-term goal-to establish a cohesive and efficient Total Army School System (TASS) of fully accredited and integrated schools to serve all Army components. Given the magnitude of change envisioned for the TASS, RAND's Arroyo Center was asked to conduct an independent, objective assessment of the operation of the RC school system, including the TASS concept. This report provides a baseline description of the RC training system in terms of three key assessment areas: Training requirements and school delivery of courses: (1) Quality of training; (2) Resources and costs, Our purpose is to quantify conditions and problems in the RC school system during FY94. Because the system is so fragmented, it has been difficult in the past to gain a full, top-down view of its operations.

Book excerpt: Pursuant to a congressional request, GAO: (1) examined how well the Army was preparing its reserve general support maintenance units to perform their wartime missions; and (2) assessed actions underway to improve their capability. GAO found that: (1) although 51 of 56 units GAO surveyed had received some missions guidance as of May 1990, 22 units had not received guidance identifying the specific equipment they would be expected to repair during combat; (2) many reserve general support units did not use their limited training time to develop and sustain maintenance proficiency, and between 42 percent and 50 percent of their mechanics were not prepared to perform their wartime tasks; (3) excessive administrative demands, the lack of mission-essential equipment, and the wide geographic dispersion of units from potential repair sources adversely affected the efficient use of reserve units' limited training time; (4) the Army lacked a system to evaluate reserve unit or individual proficiency, and was not aggressively pursuing actions to develop such a system; (5) although the Army implemented such initiatives to improve reserve maintenance capability as a Hands-On Training Program, Regional Training Sites-Maintenance Program, and the Overseas Reserve Maintenance Training Program, they may not ensure the general support maintenance units' preparation for wartime missions; and (6) the Iowa National Guard developed initiatives to measure and track the proficiency of unit mechanics performing general support-level repairs and ensure that certain training weekends are dedicated to primary mission tasks.

Book excerpt: This report analyzes the resource use and efficiency of the Reserve Components' (RC's) new prototype school system established in the southeast section of the United States (Region C). The assessment of outcomes in FY95 (the execution year of the prototype) is based on data collected in both FY94 (the baseline year) and FY95 in Region C and Region E, a comparison region in the midwest. The document also discusses ways to further improve resource use and efficiency in the future--primarily by more fully utilizing school system capacity. Because the school system is currently falling far short of meeting RC training demand, the authors focus on more effectively using current school resources rather than on achieving manpower or dollar savings. However, if training requirements decrease in the future, the results of this research could be applied to achieve resource savings. This report is part of a larger effort by RAND's Arroyo Center to analyze the performance and efficiency of the RC school system.

Book excerpt: This report summarizes the Arroyo Center's analysis of the Reserve Component (RC) school system and the prototype over two fiscal years (1995 and 1996) in the areas of training requirements and school production, training resources and costs, and training quality. While the RC system continues to have large training requirements, its ability to meet those requirements has grown; still, quota utilization continues to be a problem. Manpower resources continue to dominate costs, reinforcing the need to improve efficiency. Analysis shows that various strategies can improve efficiency from 10 to 24 percent; in addition, while consolidating annual training sites can yield efficiency, consolidating individual duty for training sites does not. Courseware continues to be the paramount training quality issue and, while instructor qualification is not a problem, finding enough qualified instructors continues to be.
