Background: Wind turbine blade testing is required to meet international design standards, and is a critical factor in maintaining high levels of reliability and mitigating the technical and financial risk of deploying massproduced wind turbine models. Testing is also needed to identify specific blade design issues that may contribute to reduced wind turbine reliability and performance. Testing is also required to optimize aerodynamics, structural performance, encourage new technologies and materials development making wind even more competitive. The objective of this project is to accelerate the design and construction of a large wind blade testing facility capable of testing blades with minimum queue times at a reasonable cost. This testing facility will encourage and provide the opportunity for the U.S wind industry to conduct more rigorous testing of blades to improve wind turbine reliability.

Book excerpt: TRB Special Report 305: Structural Integrity of Offshore Wind Turbines: Oversight of Design, Fabrication, and Installation explores the U.S. Department of the Interior's Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEMRE) approach to overseeing the development and safe operation of wind turbines on the outer continental shelf, with a focus on structural safety. The committee that developed the report recommended that in order to facilitate the orderly development of offshore wind energy and support the stable economic development of this nascent industry, the United States needs a set of clear requirements that can accommodate future design development. The report recommends that BOEMRE develop a set of requirements that establish goals and objectives with regard to structural integrity, environmental performance, and energy generation. The committee found that the risks to human life and the environment associated with offshore wind farms are substantially lower than for other industries such as offshore oil and gas, because offshore wind farms are primarily unmanned and contain minimal quantities of hazardous substances. This finding implies that an approach with significantly less regulatory oversight may be taken for offshore wind farms. Under this approach, industry would be responsible for proposing sets of standards, guidelines, and recommended practices that meet the performance requirements established by BOEMRE. The domestic industry can build on standards, guidelines, and practices developed in Europe, where the offshore wind energy is further developed, but will have to fill gaps such as the need to address wave and wind loadings encountered in hurricanes. The report also includes findings and recommendations about the role that certified verification agents (third party evaluators) can play in reviewing packages of standards and project-specific proposals.

Book excerpt: A high altitude test facility for studying residential wind power generation on the high plains provides a resource for engineers, scientists, and residents to study the potential for renewable power generation. Development, implementation, and maintenance protocols for a residential-scale wind turbine blade testing platform have been developed. The facility will accommodate interchangeable turbine blades, different blade instrumentation, and calculation platforms for analyzing turbine performance. A Kestrel e400nb wind turbine installed in an off-grid configuration was demonstrated to be a viable platform for baseline power production and for comparison to future tests. Using documented wind conditions the Wind Energy Research Center meteorological tower and turbine production levels demonstrate the potential to annually produce 9,000 kWh of electricity for a single wind turbine. Test methods and procedures are defined for sustainable use of this turbine as a viable test platform and an example for potentially larger-scale turbine test facilities.
