Book excerpt: This manual contains information for the safe and effective application of search and rescue (SAR) procedures, and the execution of SAR operations. However, it is not a substitute for sound judgment. A dynamic SAR environment may require on-scene deviations or modifications from the procedures prescribed herein to successfully accomplish a SAR mission. The existing risk of deviation must continually be weighed against the benefit of deviating from this manual. Some examples of areas in which deviations are most strongly advised against are as follows: The proper application and use of rescue equipment restraint straps, safety straps, and safety devices as mandated by this manual.CHAPTER 1 -- AVIATION MARITIME SEARCH AND RESCUE PROCEDURES * CHAPTER 2 -- SURFACE VESSEL SEARCH AND RESCUE PROCEDURES * CHAPTER 3 -- RESCUE SWIMMER PROCEDURES * CHAPTER 4 -- INLAND SEARCH AND RESCUE PROCEDURES * CHAPTER 5 -- SEARCH AND RESCUE EQUIPMENT * CHAPTER 6 -- SEARCH AND RESCUE COMMUNICATIONS PROCEDURES * CHAPTER 7 -- MEDICAL PROCEDURES * CHAPTER 8 -- AVIATION SURVIVAL EQUIPMENTCHAPTER 1 -- AVIATION MARITIME SEARCH AND RESCUE PROCEDURES * 1.1 MARITIME ENVIRONMENT * 1.2 SEARCH * 1.2.1 Search Planning * 1.2.2 SAR Organization * 1.2.3 Search Brief * 1.2.4 Search Execution * 1.2.5 Survivor Sighting * 1.2.6 Fixed-Wing Sighting * 1.3 RESCUE PROCEDURES * 1.3.1 Assessing the Rescue Situation * 1.3.2 Marking of the Survivor's Position * 1.3.3 Rescue Pattern * 1.3.4 Multiple Rescue Decision * 1.3.5 Rescue Hover Position * 1.3.6 Rescue Swimmer Deployment * 1.3.7 Rescue Swimmer Recovery Procedures * 1.3.8 Maritime Direct Deployment Procedures * 1.4 RESCUE EQUIPMENT RIGGING, DEPLOYMENT AND RECOVERY PROCEDURES * 1.4.1 Rescue Hook * 1.4.2 Rescue Strop * 1.4.3 United States Coast Guard/Collapsible Rescue Basket * 1.4.4 Rescue Net * 1.4.5 Rescue Seat * 1.4.6 Rescue/Medical Evacuation Litter Procedures * 1.5 SURVIVOR FLOTATION IN THE HELICOPTER * 1.6 HELICOPTER LIFE RAFT DEPLOYMENT * 1.6.1 Uninflated Life Raft Deployment * 1.6.2 Inflated Life Raft Deployment * 1.7 HELICOPTER-TO-SHIP PERSONNEL TRANSFER * 1.7.1 Hoisting Vest * 1.7.2 Helicopter-To-Ship Trail-Line Hoisting Procedures * 1.8 EMERGENCY PROCEDURES * 1.8.1 Rescue Hoist Failure during a Rescue * 1.8.2 Jammed Rescue Hoist Procedures * 1.8.3 Severed Rescue Hoist Cable * 1.8.4 Rigging the Hoist Quick Splice Plate * 1.9 AVIATION SAR READINESS CONDITIONS * 1.9.1 SAR Condition I * 1.9.2 SAR Condition II * 1.9.3 SAR Condition III * 1.9.4 SAR Condition IV * CHAPTER 2 -- SURFACE VESSEL SEARCH AND RESCUE PROCEDURES * 2.1 BASIC FACTORS * 2.1.1 Means of Rescue * 2.1.2 Surface Ship SAR Responsibility * 2.1.3 Decision to Launch Rescue Boat or Conduct Shipboard Recovery * 2.2 SHIP'S ORGANIZATION * 2.2.1 Rescue Swimmer * 2.3 SHIPBOARD PREPARATIONS FOR SAR OPERATIONS * 2.3.1 Assessing the Rescue Situation * 2.3.2 Cold-Water Operations * 2.3.3 Plane Guard Assignment * 2.4 SEARCH * 2.4.1 Search Planning * 2.4.2 Lookouts * 2.4.3 Daylight Search * 2.4.4 Night Search * 2.5 MARKING OF THE SURVIVOR'S POSITION * 2.6 AIR/SURFACE COORDINATION * 2.6.1 Ship/Rescue Boat Standby Position * 2.6.2 Helicopter Turnover of the Rescue to the Ship or Rescue Boat * 2.7 RESCUE BOAT OPERATIONS * 2.7.1 Approaching Survivor * 2.7.2 Surface Rescue Swimmer Deployment From Rescue Boat (Day or Night) * 2.7.3 Rescue Boat Approach to Parachute * 2.7.4 Rescue Priority * 2.7.5 Rescue Boat Recovery Position * 2.7.6 First Aid * 2.7.7 Rescue/MEDEVAC Litter Procedures for Rescue Boat * 2.8 SHIPBOARD J-BAR DAVIT RECOVERY * 2.8.1 International Orange Latex Balls * 2.8.2 Rescue Swimmer Deployment From J-Bar Davit (Day or Night) * 2.8.3 J-Bar Davit Recovery Procedures * 2.9 SALVAGE OPERATIONS * 2.10 SURFACE VESSEL MEDICAL EVACUATION PROCEDURES * 2.10.1 Preparing for Transfer Operations * 2.10.2 Rescue Equipment Donning Procedures * 2.10.3 Plumb Hover * 2.10.4 Trail-Line Hoisting Procedures * 2.11 OVERWATER HELICOPTER HOISTING FROM A RESCUE BOAT

Book excerpt: Navy Tactics Techniques and Procedures NTTP 3-13.3m Marine Corps Training Publication 3-32b Operations Security (OPSEC) Edition September 2017 In 1988, President Ronald Reagan signed national security decision directive (NSDD) 298, establishing a national operations security (OPSEC) program and creating a national OPSEC structure. NSDD 298 requires each Federal agency or organization supporting national security missions with classified or sensitive activities to establish an OPSEC program. Due to the Department of the Navy's (DON) inherent national security mission and use of classified and sensitive information, NSDD 298 serves to inform the DON OPSEC program. OPSEC is a formal program which identifies and protects both sensitive unclassified and classified information that ensures mission success. This document provides relevant U.S. Navy and Marine Corps tactics, techniques, and procedures from myriad reference materials to assist the command OPSEC program manager, and ultimately the commander, in taking prudent OPSEC considerations into account during day-to-day activities and the mission planning process. Navy tactics, techniques, and procedures (NTTP) 3-13.3M/Marine Corps tactical publication (MCTP) 3-32B provides commanders with an OPSEC overview, OPSEC evolution, and guidance for some of the most crucial aspects of OPSEC: that of identifying critical information, and recognizing the collection methods from potential adversaries. This document also explains the Department of Defense (DOD) OPSEC five-step process, the baseline of every OPSEC program. NTTP 3-13.3M/MCTP 3-32B addresses the areas of OPSEC and force protection; public affairs officer (PAO) interaction; the role of the U.S. intelligence community in coordination with OPSEC; the OPSEC, ombudsman, or family readiness officer (FRO) relationship; and the conducting of OPSEC assessments. This publication includes separate chapters and appendixes on Web risk assessment (WRA), OPSEC in contracts, OPSEC during fleet workups, and guidance to implement effective programs at the individual unit, strike group, and shore establishment levels.

Book excerpt: Navy Tactics Techniques and Procedures NTTP 3-54M MCTP 3-32B (Formerly MCWP 3-40.9) Operations Security OPSEC March 2009 In 1988, President Ronald Reagan signed National Security Decision Directive (NSDD) 298, establishing a national operations security (OPSEC) program and creating a national OPSEC structure. NSDD 298 requires each federal agency or organization supporting national security missions with classified or sensitive activities to establish an OPSEC program. OPSEC is a formal program that identifies and protects sensitive but unclassified information that ensures mission success. This document provides relevant U.S. Navy tactics, techniques, and procedures (NTTP) from a myriad of reference material to assist the command OPSEC officer/planner at the Maritime Operations Center (MOC) at the operational and tactical levels of war, and ultimately the commander, in taking prudent OPSEC considerations into account during day-to-day activities and the mission planning process. NTTP 3-54 supports the commander by providing the MOC staffs and associated naval commands with an OPSEC overview, OPSEC evolution, and guidance for the most crucial aspect of OPSEC, that of identifying critical information (CI). It explains the OPSEC process, also known as the OPSEC five-step process. NTTP 3-54 addresses the areas of OPSEC and force protection, public affairs officer (PAO) interaction, the role of the Naval Criminal Investigative Service (NCIS) in coordination with OPSEC, the OPSEC/OMBUDSMAN/KEY VOLUNTEER relationship and the conduct of OPSEC assessments. The publication includes separate chapters on Web page registration, Web risk assessment, and Red team activity. Appendices provide guidance to implement effective plans/programs at the individual unit, strike group, and shore establishment levels.

Available in PDF, EPUB and Kindle. Book excerpt: In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.
