Book excerpt: The Department of the Navy strives to maintain, through its Office of Naval Research (ONR), a vigorous science and technology (S&T) program in those areas considered critically important to U.S. naval superiority in the maritime environment, including littoral waters and shore regions. In pursuing its S&T investments in such areas, ONR must ensure that (1) a robust U.S. research capability to work on long-term S&T problems in areas of interest to the Department of the Navy and the Department of Defense is sustained, (2) an adequate supply of new scientists and engineers in these areas is maintained, and (3) S&T products and processes necessary to ensure future superiority in naval warfare are provided. One of the critical areas for the Department of the Navy is undersea weapons. An Assessment of Undersea Weapons Science and Technology assesses the health of the existing Navy program in undersea weapons, evaluates the Navy's research effort to develop the capabilities needed for future undersea weapons, identifies non-Navy-sponsored research and development efforts that might facilitate the development of such advanced weapons capabilities, and makes recommendations to focus the Navy's research program so that it can meet future needs.

Book excerpt: The Office of Naval Research (ONR) has the responsibility for defining and sponsoring research and development (R&D) necessary to support both the current and future requirements of the Navy and Marine Corps. To accomplish this mission, ONR must fund a broad spectrum of research, ranging from basic research needed to open up new options for the long-term to near-term advanced technology development to support the current fleet. Moreover, ONR must make its R&D funding decisions in the presence of uncertainty: uncertainty in required capabilities, in performance requirements, and in the feasibility of a technology or R&D approach. This monograph describes the adaptation of an R&D portfolio management (PortMan) decision framework developed by the RAND Corporation to support ONR's R&D decisionmaking, and the demonstration of its use by means of a case study evaluation of 20 sample ONR applied-research projects. PortMan computes the expected value of an R&D project as the product of three factors estimated by experts: value to the military of the capability sought through R&D, the extent to which the performance potential matches the level required to achieve the capability, and the project's transition probability. This approach allows identification of those R&D projects with high-value capabilities but formidable technical or fielding problems that remain to be solved-projects for which management attention may have the greatest leverage.

Available in PDF, EPUB and Kindle. Book excerpt: Addressing all those interested in the history of American science and concerned with its future, a leading scholar of public policy explains how and why the Office of Naval Research became the first federal agency to support a wide range of scientific work in universities. Harvey Sapolsky shows that the ONR functioned as a "surrogate national science foundation" between 1946 and 1950 and argues that its activities emerged not from any particularly enlightened position but largely from a bureaucratic accident. Once involved with basic research, however, the ONR challenged a Navy skeptical of the value of independent scientific advice and established a national security rationale that gave American science its Golden Age. Eventually, the ONR's autonomy was worn away in bureaucratic struggles, but Sapolsky demonstrates that its experience holds lessons for those who are committed to the effective management of science and interested in the ability of scientists to choose the directions for their research. As military support for basic research fades, scientists are discovering that they are unprotected from the vagaries of distributive politics. Originally published in 1990. The Princeton Legacy Library uses the latest print-on-demand technology to again make available previously out-of-print books from the distinguished backlist of Princeton University Press.
