Book excerpt: In response to the Chief of Naval Operations (CNO), the National Research Council appointed a committee operating under the auspices of the Naval Studies Board to study the national security implications of climate change for U.S. naval forces. In conducting this study, the committee found that even the most moderate current trends in climate, if continued, will present new national security challenges for the U.S. Navy, Marine Corps, and Coast Guard. While the timing, degree, and consequences of future climate change impacts remain uncertain, many changes are already underway in regions around the world, such as in the Arctic, and call for action by U.S. naval leadership in response. The terms of reference (TOR) directed that the study be based on Intergovernmental Panel on Climate Change (IPCC) scenarios and other peer-reviewed assessment. Therefore, the committee did not address the science of climate change or challenge the scenarios on which the committee's findings and recommendations are based. National Security Implications of Climate Change for U.S. Naval Forces addresses both the near- and long-term implications for U.S. naval forces in each of the four areas of the TOR, and provides corresponding findings and recommendations. This report and its conclusions are organized around six discussion areas-all presented within the context of a changing climate.

Book excerpt: The United States is an Arctic nation through the state of Alaska and its surrounding territorial and Exclusive Economic Zone waters located in and around the Arctic Circle. The United States Navy, as the maritime component of the Department of Defense, has global leadership responsibilities to provide ready forces for current operations and contingency response that include the Arctic Ocean. The Arctic Region remains a challenging operating environment, with a harsh climate, vast distances, and little infrastructure. These issues, coupled with limited operational experience, are just a few substantial challenges the Navy will have to overcome in the Arctic Region. While the Region is expected to remain a low threat security environment where nations resolve differences peacefully, the Navy will be prepared to prevent conflict and ensure national interests are protected. In the coming decades, the Arctic Ocean will be increasingly accessible and more broadly used by Arctic and non-Arctic nations seeking the Region's abundant resources and trade routes. Due to the significant retreat of sea ice, previously unreachable areas have started to open for maritime use several weeks each year. The predicted rise in oil and gas development, fishing, tourism, and mineral mining could alter the Region's strategic importance as Arctic and non-Arctic nations make investments. Despite this gradual ice opening, the Region's frequent harsh weather and sea conditions are significant limiting factors for Arctic Ocean operations. This update of the 2009 Navy Arctic Roadmap provides guidance necessary to prepare the Navy to respond effectively to future Arctic Region contingencies, delineates the Navy's leadership role, and articulates the Navy's support to achieve national priorities in the Region. Navy functions in the Arctic Region are no different from those in other maritime regions; however, the Arctic Region environment makes the execution of many of these functions much more challenging. In May 2013, President Obama published the National Strategy for the Arctic Region, defining the desired end state as an Arctic Region stable and free of conflict, where nations act responsibly in a spirit of trust and cooperation, and where economic and energy resources are developed in a sustainable manner. In November 2013, the Secretary of Defense published the Department of Defense Arctic Strategy, identifying two supporting objectives to the National Strategy:

Polar icebreaking ships are needed to access both regions. Over the past several decades, the U.S. government has supported a fleet of four icebreakersâ€"three multi-mission U.S. Coast Guard ships (the POLAR SEA, POLAR STAR, and HEALY) and the National Science Foundation's PALMER, which is dedicated solely to scientific research. Today, the POLAR STAR and the POLAR SEA are at the end of their service lives, and a lack of funds and no plans for an extension of the program has put U.S. icebreaking capability at risk. This report concludes that the United States should continue to support its interests in the Arctic and Antarctic for multiple missions, including maintaining leadership in polar science. The report recommends that the United States immediately program, budget, design, and construct two new polar icebreakers to be operated by the U.S. Coast Guard. The POLAR SEA should remain mission capable and the POLAR STAR should remain available for reactivation until the new polar icebreakers enter service. The U.S. Coast Guard should be provided sufficient operations and maintenance budget to support an increased, regular, and influential presence in the Arctic, with support from other agencies. The report also calls for a Presidential Decision Directive to clearly align agency responsibilities and budgetary authorities.

The purpose of the symposium was to evaluate potential U.S. naval operations, provide initial guidance in determining potential naval missions, and identify future naval requirements for operations in an ice diminished Arctic. There were fifty military and civilian participants representing the Navy staff, the fleet, program managers, U.S. Coast Guard operators, Arctic subject matter experts, Canadian military and civilian experts and officers from the Royal Navy. Their diligent efforts and willingness to share their insights concerning proposed naval operations in a challenging environment will be invaluable to the development of new concepts, strategies, policies, and programs. Throughout the symposium, participants were required to assess potential needs against operationally driven requirements, identifying and documenting shortfalls and limitations and their impacts on operating in an ice-free Arctic (summer). Facilitator- led discussions assisted in clarifying and refining identified strategies, operational impacts and required capabilities. While the conference focused on an ice-free Arctic, it should be noted that a more correct term is a navigable Arctic with ice infested waters.
