It will be seen that (excepting Messrs. Misawa, Adachi and my self) the attendance ia Yedo has been nearly six-sevenths of the whole time comparing favourably with former years, and (i believe) with other offices; but still leaving much to be desired. In addition, the assis tants through the greater part of the spring season commonly stayed in the office about an hour beyond the stated office hours in order to receive a lesson from me in Physics, and, besides, worked much additional time in the evening in writing up their notes of the same. Of the time spent by myself in office I keptarecord (though it can hardly be admitted that the work of a manager can be estimated so strictly by the hour, since often the best of such work is done in moments of apparent idleness), and find on counting up the number ot'honrs while in Yedo and while at office work in the country that there were 101 hours or three weeks and two days, or a daily average of about 40 minutes of such additional work, to which may be added about four months of extra work done in travelling, according to the rule of five leagues a day during inspection tours (like my long trip), and ten leagues during journeys without inspection by the way (as the trip to Tootoomi was reckoned); making, then, nearly five months of extra labour done within the year. Sir, I give you below for transmission to the Kaitakushi a detailed report of my field work of the past season from the time of leaving Yedo until reaching Kamoikotan, where the long report sent you from Nemoro begins. The present paper is almost wholly made up of extracts from my letters to you of the dales given, and only slight verbal changes have been made in them. On the 18th of May last, we left Yedo and went on board the steamer New York, at Yokohama; on the 19th at daybreak, we sailed for Hakodate; arrived there late in the evening of the next day; and landed on the 21st, and began preparations for the journey to Sapporo, and I gave written instructions to my assistants. The 23rd of May, I aceompanied you on a visit to the Government farms at Nunai 10 J miles t4 ri) distant, and returned to Hokadate the same day. The 24th was Sunday, hut one party of my assistants started for Sapporo; on the 25th further preparations for departure were made; and on the 2flth I set out in yotir company for Sapporo, and we reached Mori, 28$ miles (iij ri), the same day. The 27th of May, we crossed Volcano Bay to Tokarumui, or Shin (Now) Mororan, in a diminutive steamer that had hard work in rather rough water to finish the passage of about 25 miles (10 ri) in seven hours and a-half. The 28th, we viewed the site of the new saw-mill across a small arm of the harbour, and made some soundings in different parts of the hay near by. In the afternoon we rode out a ri or more on the new road to look at some places proposed for new settlements. The 29th was spent in an excursion to the farming settlement at Mombets

Book excerpt: Julia Adeney Thomas turns the concept of nature into a powerful analytical lens through which to view Japanese modernity, bringing the study of both Japanese history and political modernity to a new level of clarity. She shows that nature necessarily functions as a political concept and that changing ideas of nature's political authority were central during Japan's transformation from a semifeudal world to an industrializing colonial empire. In political documents from the nineteenth to the early twentieth century, nature was redefined, moving from the universal, spatial concept of the Tokugawa period, through temporal, social Darwinian ideas of inevitable progress and competitive struggle, to a celebration of Japan as a nation uniquely in harmony with nature. The so-called traditional "Japanese love of nature" masks modern state power. Thomas's theoretically sophisticated study rejects the supposition that modernity is the ideological antithesis of nature, overcoming the determinism of the physical environment through technology and liberating denatured subjects from the chains of biology and tradition. In making "nature" available as a critical term for political analysis, this book yields new insights into prewar Japan's failure to achieve liberal democracy, as well as an alternative means of understanding modernity and the position of non-Western nations within it.
