Book excerpt: The present volume contains a total of 23 papers centred on the research area of Seismic Assessment and Rehabilitation of Existing Buildings. This subject also forms the core of Project SfP977231, sponsored by the NATO Science for Peace Office and supported by the Scientific and Technical Research Council of Turkey [ TUBIT AK ]. Most of these papers were presented by the authors at a NATO Science for Peace Workshop held in Izmir on 13 - 14 May, 2003 and reflect a part of their latest work conducted within the general confines of the title of the NATO Project. Middle East Technical University, Ankara, Turkey serves as the hub of Project SfP977231 and coordinates research under the project with universities within Turkey, e. g. Istanbul Technical University and Kocaeli University, and with partner institutions in Greece and the Former Yugoslav Republic of Macedonia: A few articles have also been contributed by invited experts, who are all noted researchers in the field. Altogether, the contents of the volume deal with a vast array of problems in Seismic Assessment and Rehabilitation and cover a wide range of possible solutions, techniques and proposals. It is intended to touch upon many of these aspects separately below. Earthquakes constitute possibly the most widely spread and also the most feared of natural hazards. Recent earthquakes within the first six months of 2003, such as the Bingol Earthquake in Turkey and the Algerian earthquake, have caused both loss of life and severe damage to property.

Book excerpt: Recent global events have underscored the critical need for advancing research on buildings and fortifying their resilience against the escalating threat of natural hazards. One paramount task in this pursuit is the rapid and precise assessment of existing buildings' vulnerability to natural hazard activities-a crucial endeavor that demands simplicity, efficiency, and cost-effectiveness. The dispersion of big data and the complexity of conducting a detailed construction analysis can hinder the expeditious identification of vulnerable structures, especially in the face of a large-scale mitigation campaign. This Special Issue focuses on the development and application of modern computational techniques in the assessment of a building's vulnerability to natural hazards. This collection explores innovative methods, such as artificial neural networks and fuzzy logicmachine learning, which have demonstrated unparalleled efficiency in dealing with big data and capturing non-linear relationships among various parameters affecting a building's resilience against earthquakes, floods, and other natural disasters. The articles within this Special Issue delved into the practical implementation of these soft computational techniques, offering insights into their reliability and applicability. By bridging the gap between traditional construction analysis and the urgency of identifying vulnerable buildings, this Special Issue aims to pave the way for a fast and reliable methodology that aligns with the demands of our dynamic urban landscapes.

SAFETY OF CIVIL STRUCTURES Society expects that the failure of civil structures is extremely rare and relies on the care and expertise of the professionals involved in the design, construction and maintenance of structures. This is in particular true for public technical systems such as transportation or energy supply systems and structures such as bridges. Structural safety may be defined as follows: “Adequate safety with respect to a hazard is ensured provided that the hazard is kept under control by appropriate measures or the risk is limited to an acceptable value. Absolute safety is not achievable.” It is thus not the structure as such that is designated safe but rather the people, goods and the environment in its surroundings. The continued use of existing structures is of great importance because the built environment is a huge economic and political asset, growing larger every year. Nowadays evaluation of the safety of existing structures is a major engineering task, and structural engineers are increasingly called upon to devise ways for extending the life of structures whilst observing tight cost constraints. Also, existing structures are expected to resist against accidental actions although they were not designed for. Engineers may apply specific methods for evaluation in order to preserve structures and to reduce a client’s expenditure. The ultimate goal is to limit construction intervention to a minimum, a goal that is clearly in agreement with the principles of sustainable development.

Book excerpt: Initial priorities for U.S. participation in the International Decade for Natural Disaster Reduction, declared by the United Nations, are contained in this volume. It focuses on seven issues: hazard and risk assessment; awareness and education; mitigation; preparedness for emergency response; recovery and reconstruction; prediction and warning; learning from disasters; and U.S. participation internationally. The committee presents its philosophy of calls for broad public and private participation to reduce the toll of disasters.

Book excerpt: Although it is impractical to avert subsequent natural disasters, advances in simulation science and seismological studies make it possible to lessen the catastrophic damage. There currently exists in many urban areas a large number of structures, which are prone to damage by earthquakes. These were constructed without the guidance of a national seismic code, either before it existed or before it was enforced. For instance, in Istanbul, Turkey, as a high seismic area, around 90% of buildings are substandard, which can be generalized into other earthquakeprone regions in Turkey. The reliability of this building stock resulting from earthquake-induced collapse is currently uncertain. Nonetheless, it is also not feasible to perform a detailed seismic vulnerability analysis on each building as a solution to the scenario, as it will be too complicated and expensive. This indicates the necessity of a reliable, rapid, and computationally easy method for seismic vulnerability assessment, commonly known as Rapid Visual Screening (RVS). In RVS methodology, an observational survey of buildings is performed, and according to the data collected during the visual inspection, a structural score is calculated without performing any structural calculations to determine the expected damage of a building and whether the building needs detailed assessment. Although this method might save time and resources due to the subjective/qualitative judgments of experts who performed the inspection, the evaluation process is dominated by vagueness and uncertainties, where the vagueness can be handled adequately through the fuzzy set theory but do not cover all sort of uncertainties due to its crisp membership functions. In this study, a novel method of rapid visual hazard safety assessment of buildings against earthquake is introduced in which an interval type-2 fuzzy logic system (IT2FLS) is used to cover uncertainties. In addition, the proposed method provides the possibility to evaluate the earthquake risk of the building by considering factors related to the building importance and exposure. A smartphone app prototype of the method has been introduced. For validation of the proposed method, two case studies have been selected, and the result of the analysis presents the robust efficiency of the proposed method.
