Changes will have to be made not only in NATO's force posture, but also in how coalition defense is conducted. Having a concerted planning effort that forges a coherent relationship among NATO's future defense strategy, employment doctrine, and force posture can ensure these changes are well-managed, thus leaving NATO with a viable conventional defense strategy even if forces are smaller than they are now.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world. This monograph concludes that there is insufficient attention paid to alliance and multinational operations within its doctrine and manuals and points to After Action Reviews from Kosovo and Bosnia to support these findings. The extensive experience accumulated by U.S. Am% commanders since the signing of the Dayton peace Accords must be cultivated and ultimately integrated into future doctrine development.

In this book, security expert Richard Betts surveys problems in developing and measuring combat readiness before, during, and after the Cold War. Following the annexation of the Crimea by Russia, NATO governments gave the collective defence commitment in Article 5, and reassurance of its members, greater declaratory and practical priority than at any time since the 9/11 attacks. Over the past 12 months, implementation of the Readiness Action Plan (RAP) has been a focal point at NATO, as well as at the national level for many member states. In the context of Russia's threatening references to its nuclear capabilities, and its alleged violation of the Intermediate Range Nuclear Forces Treaty, there are signs that the Nuclear Planning Group (NPG) is returning to strategic discussions of a kind it has not had for many years. And the new four year cycle of the Alliances's Defence Planning Process (DPP) that began this year provides an opportunity to improve Alliance capabilities for collective defence in the longer term. The implementation of the Wales summit decisions, including 'reassurance' measures to strengthen NATO's military presence in the Eastern member states, and the 'adaptation' of the Alliance to be better able to respond to threats to the Alliance, thus represents a very significant, ongoing body of work for NATO member states, the NATO commands and Headquarters alike. The Alliance is still learning and re-learning how to solve many practical issues of collective defense and deterrence, but the timeliness set in Newport were deliberately ambitious.
