Book excerpt: Prepared by the Task Committee on Recent Advances in Canal Automation of the Irrigation Delivery and Drainage Systems Committee of the Irrigation and Drainage Council of the Environmental and Water Resources Institute of ASCE Canal Automation for Irrigation Systems focuses on the technical aspects of modernizing irrigation systems through use of automated canal control systems. Canal automation has always offered an opportunity to save water and improve the efficiency of irrigation water supply projects or irrigation district operations. Recent technological and engineering advances now enable more accurate control of water deliveries throughout all parts of an irrigation project. Using information collected from irrigation systems around the world in conjunction with new advances in control theory research, this Manual of Practice examines how and when to implement canal automation within the context of canal modernization. Topics include: the modernization process, constraints, and concepts; survey of irrigation physical infrastructure; SCADA systems; control operation concepts; canal hydraulic properties; control methods; verification of controller performance; and implementation of control systems. MOP 131 is an essential reference for professionals in agricultural and irrigation engineering, as well as owners, managers, and operators of irrigation water delivery systems.

MASSCOTE is a comprehensive methodology for analysing the modernization of canal operation. The aim is to enable experts to work together with users in determining improved processes for cost-effective service-oriented management. It is based on previous tools and approaches widely used in Asia by FAO in its modernization training programme (rapid appraisal procedures and benchmarking). From diagnosis through the formulation of operational units and the planning of a service (based on the vision agreed upon with the users), MASSCOTE entails a systematic, ten-step, mapping exercise. The accompanying CD-ROMs contain the full document in English, excerpts in French, a draft version in Arabic and Chinese, training presentations and material, and a number of documents and references on irrigation system operation and management [System requirements: PC with Intel Pentium(r) processor and Microsoft(r)Windows 95/98/200/Me/NT/XP; 256 MB of RAM; 50 MB of available hard-disk space; SuperVGA monitor; 256 colours at 1024x768; Adobe Acrobat(r) Reader (not included on CD-ROM)]

Book excerpt: The land degradation due to salinity and waterlogging is a global phenomenon, afflicting about one billion hectares within the sovereign borders of at least 75 countries. Besides staring at the food security, it has far reaching and unacceptable socio-economic consequences since a large proportion of this land is inhabited by smallholder farmers. The anthropogenic-environmental changes and the climate change are further adding to the problem of salinity and waterlogging. The phenomenon of sea-level rise will bring more areas under waterlogged salinity due to inundation by sea water. Thus, dealing with the salinity in reality is becoming a highly onerous task owing to its complex nature, uncertainty and differential temporal and spatial impacts. Nevertheless, with the need to provide more food, feed, fuel, fodder and fiber to the expanding population, and non-availability of new productive land, there is a need for productivity enhancement of these lands. In fact, the salt-affected and waterlogged lands cannot be neglected since huge investments have been made throughout the world in the development of irrigation and drainage infrastructure. The social, economic and environmental costs being high for theon-and/off-farm reclamation techniques, saline agriculture including agroforestry inculcated with modern innovative techniques, is now emerging as a potential tool not only for arresting salinity and waterlogging but for other environmental services like mitigate climate change, sequester carbon and biodiversity restoration. This publication attempts to address a wide range of issues, principles and practices related to the salinity involved in rehabilitation of waterlogged saline soils and judicious use of saline waters including sea water. Many of the site specific case studies typical to the saline environment including coastal ecologies sustaining productivity, rendering environmental services, conserving biodiversity and mitigating climate change have been described in detail. Written by leading researchers and experts of their own fields, the book is a must, not only for salinity experts but also for policy makers, environmentalists, students and educationists alike. More importantly, it contributes to reversing the salinity trends and teaches to sustain with salinity ensuring the livelihood of resource-poor farming families leaving in harsh ecologies including coastal areas which are more vulnerable to climate change.

Book excerpt: The book presents documentary evidence of the insufficiency of rehabilitation works to close the gap between the irrigation service and actual area irrigated of publicly funded national irrigation systems in the Philippines. It outlines a methodology for formulating a modernisation plan for national irrigation systems with focus on the mostly ungauged, medium to small canal irrigation systems. The proposed methodology adaptively modified some known modernisation concepts and techniques and integrated them in a more holistic framework in the context of changing weather patterns and river flow regimes. It includes in-depth review of rehabilitation works; system diagnosis; revalidation of design assumptions on percolation and water supply; characterisation of system management, irrigation service and demand; and drawing up of options and a vision for the modernised irrigation systems. Central to the proposed modernisation strategy is the logical coherence among the design of physical structures, system operation and water supply so that improvements of irrigation service are possible. The book discusses the development of the proposed methodology and demonstrates its utility in two case study irrigation systems.

Book excerpt: Modernizing irrigation systems in Central Asia could increase the productivity of the irrigation sector to meet growing food and export demand, while also improving farmers’ livelihoods. It could ensure greater irrigation efficiency and crop productivity amid growing water scarcity in the region and deliver cost-effective and reliable irrigation services to farmers. In addition, modernized systems could contribute to national development objectives such as climate resilient economic growth, food security and poverty reduction. This publication, geared to policy-makers, sector managers and technical experts, draws on the findings of a study carried out by an FAO team through the World Bank’s regional assistance programme “Exposure and Practical In-Roads to Modernizing Irrigation in Central Asia”. It is part of the Directions in Investment series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

Book excerpt: The management of a canal starts from setting the demand delivery accurately taking into account the crops necessities during the irrigation cycle and establishing the gate trajectories for controlling the canal in each time step. In an ideal case; the system would be controlled but someone could introduce a disturbance in the canal which could deviated the real canal state from the desired canal state. In that circumstance; it would be necessary a feedback controller which could aid the watermaster to restore the desired canal state. In order to fulfill this objective; we define an overall control diagrams scheme which splits the management of the canal control in different blocks and each of these blocks is represented by a particular algorithm. The algorithms developed and tested for us in this book are the CSI and GoRoSoBo algorithms - Presents the management of a canal - Explains the system of the real and desired canal - Defines a global control scheme to master the canal - Develops and test the CSI and GoRoSoBo algorithms

Book excerpt: India's irrigated agriculture sector has been basic to India's economic development and poverty alleviation. One of India's major achievements is its rapid expansion of irrigation and drainage infrastructure. However, the major emphasis on development has been achieved at a cost. The importance put on new construction has diverted attention away from the need to ensure the quality, productivity, and sustainability of the services. Further, a governmental subsidy based approach has been used and this has resulted in irrigation and drainage services which, while enabling significantly higher productivity than from non-irrigated lands, are well below their potential. 'The Irrigation Sector' discusses directions for future growth, the framework for reform, and the reform agenda.
