Book excerpt: Iraqi President Saddam Hussein's most recent and most serious challenge to the international community halting all Cooperation with United Nations weapons in inspectors has brought the United State the closest to war with Iraq since 1991. Moreever, the United States has again refrained from military action in exchange for a last-minute promise from Saddam Hussein that he will allow UN weapons Inspectors to resume their work unconditionally. This continuing pattern of Iraqi behavior placing obstacles in the path of weapons inspectors and then removing them in the face of a threatened military response has raised new questions regarding the credibility of the United States and the effectiveness of efforts to prevent Iraq from reconstituting its ability to develop or use weapons of mass destruction.

Book excerpt: On May 15, the Defense Department is scheduled to submit to Congress the results of the Quadrennial Defense Review (QDR), the blueprint that is intended to shape American military strategy and determine the structure of U.S. forces in the future. Though the final version of the QDR has yet to be released, extensive press accounts and other sources reveal the scope of the review and the course it is taking. From the outset, the review's one fixed variable has been the size of the defense budget. Despite vows by senior Department of Defense civilian and military officials that "everything is on the table," the underlying premise of the QDR is the assumption that the defense budget cannot be increased. For several months, Secretary of Defense William Cohen has maintained that "the QDR is not, in essence, a budget-driven exercise ... What we're doing in this QDR is trying to find the right mix of strategy, programs, and resources." But Cohen also has said, "Just as we have to be realistic about the many threats that we face in the world today, we have to be realistic about the kind of environment that we re operating in as far as fiscal restraint.

Book excerpt: President Clinton's defense budget request of $270.6 billion for fiscal year (FY) 1999 represents a real decline of 1.1 percent from current spending levels and continues a 14-year trend of real decline in defense spending - over 39 percent decline from rnid-1980s levels. It also represents a continuation of the defense budget "status quo"--Much-needed, long-term investment to recapitalize the U.S. armed services are being mortgaged to pay for short-term underfunded operating and sustainment needs. The FY 1999 defense budget request represents approximately 3.1 percent of the nation's gross domestic product, down by more than 50 percent from the mid-1980s level of 6.3 percent. Continuing a downward trend, the FY 1999 defense budget request, when measured in constant dollars, represents the smallest defense budget since the beginning of the Korean War in 1950. These downward trends will continue, and indeed be exacerbated by the proposed growth in domestic spending in the President's federal budget request.

Available in PDF, EPUB and Kindle. Book excerpt: This edition of the U. S. Army War College Guide to National Security Policy and Strategy continues to reflect the structure and approach of the core national security strategy and policy curriculum at the War College. The fifth edition is published in two volumes that correspond roughly to the Department of National Security and Strategy's core courses: "Theory of War and Strategy" and "National Security Policy and Strategy." Like previous editions, this one is based on its predecessor but contains both updates and new scholarship. Over a third of the chapters are new or have undergone significant rewrites. Many chapters, some of which appeared for years in this work, have been removed. Nevertheless, the book remains unchanged in intent and purpose. Although this is not primarily a textbook, it does reflect both the method and manner we use to teach strategy formulation to America's future senior leaders. Both volumes are organized to proceed from the general to the specific. Thus, the first volume opens with general thoughts on the nature and theory of war and strategy, proceeds to look at the complex aspect of power, and concludes with specific theoretical issues. Similarly, the second volume begins by examining the policy/strategy process, moves to a look at the strategic environment, and concludes with some specific issues. This edition continues the effort begun in the fourth edition to include several short case studies to illustrate the primary material in the volume. Part I: The National System and Environment * 1. American Values, Interests, and Purpose: Perspectives on the Roots of American Political and Strategic Culture * 2. Crafting National Interests in the 21st Century * 3. The National Security Community, Revisited * 4. Making National Security Policy in the 21st Century * 5. National Security Powers: Are the Checks in Balance? * 6. National Military Strategies: A Historical Perspective, 1990 to 2012 * 7. Present at the Counterrevolution: An Essay on the 2005 National Defense Strategy and its Impact on Policy * 8. Securing America From Attack: The Defense Department's Evolving Role After 9/11 * Part II: The International System and Environment * 9. International Order * 10. The International System in the 21st Century * 11. International Relations Theory and American Grand Strategy * 12. Multilateralism and Unilateralism * 13. The Democratic Peace * 14. Regional Studies in a Global Age * 15. "Lawyers, Guns, and Money": Transnational Threats and U.S. National Security * Part III: Strategic Issues and Considerations * 16. Ethical Issues in War: An Overview * 17. International Law, Sovereignty, and World Order Revisited * 18. The United States and the International Criminal Court * 19. Retooling U.S. Public Diplomacy as a Strategic Instrument of Foreign Policy * 20. Navigating the Linkage Between Culture and Strategy: A Guide to Understanding the Analytical Cultural Framework for Strategy and Policy * 21. Strategic Thinking and Culture: A Framework for Analysis * 22. A Primer on Civil-Military Relations for Senior Leaders * 23. Though the final version of the QDR has yet to be released extensive press accounts and other sources reveal the scope of the review and the course it is taking. The likelihood of worsening mismatches between military strategy and resources under the QDR has caused many, including a number of senior military officers, to conclude that the prime goal of the review has been rationalizing smaller defense budgets rather than actually tailoring U.S. military forces and budgets to the strategic needs of the post-Cold War world. The artificial constraint of limited defense budgets led one senior general to conclude that "we still have dollars driving THE QDR instead of strategy," Similarly, the report of the National Defense Panel, the independent board of outside experts mandated by Congress to assess the QDR, is expected to emphasize the strategy-resources mismatch in its report accompanying the QDR, which is to be submitted to the Secretary of Defense December 1, 1997. Book excerpt: "After our examination of the new strategic environment of the next quarter century (Phase I) and of a strategy to address it (Phase II), this Commission concludes that significant changes must be made in the structures and processes of the U.S. national security apparatus. Our institutional base is in decline and must be rebuilt. Otherwise, the United States risks losing its global influence and critical leadership role. We offer recommendations for organizational change in five key areas: ensuring the security of the American homeland; recapitalizing America's strengths in science and education; redesigning key institutions of the Executive Branch; overhauling the U.S. government's military and civilian personnel systems; and reorganizing Congress's role in national security affairs"--Page xiii.
