Book excerpt: National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. To many experienced PLA watchers, however, the PLA remains a "party-army" that is responsive to orders from the CCP. PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises. It then assesses the PLA's role in China's territorial disputes and in military interactions with civilian government and business, exploring the military's role in China's civil–military integration development strategy. The evidence reveals that today's PLA does appear to have more influence on purely military issues than in the past—but much less influence on political issues—and to be more actively engaged in policy debates on mixed civil-military issues where military equities are at stake.

Book excerpt: The need for security and the institutionalization of that security in national strategy and its associated documents is becoming a significant concern for nations in the 21st century international system. This need requires the development of national-level strategies that are designed with objectives; the attainment of which can ensure that the conditions necessary for security for a given actor in the international system can be met. The intent of this monograph is to explore the actual processes that nation-states employ to craft their national security strategy-related documents. The study aligned individual case studies of nation-states conducting their national strategy document formulation processes. These case studies were selected based upon a determination of two primary factors: 1) the nation-states in question had developed national security strategy documents that involved participation in the drafting process from more than one department or agency from the executive branch of government; and, 2) individual participants that were involved in the actual drafting process would be willing to respond to the questions delineated above, either in person or by written response. In addition, subject to travel resource availability, an effort was made to have as many different regions of the world as possible represented in the review. Ultimately, five countries and their national strategy documents were selected for assessment: Australia, Brazil, South Africa, the United Kingdom, and the United States. Once the data was gathered, the monograph written so as to compare and contrast the various processes employed by each nation in their strategy document development. The last portion of the analysis evaluates the lessons learned from all five cases and identifies specific lessons that could be applicable to strategy document formulation for any future actor engaged in the process.

A threatening but familiar enemy has given way to a complex environment of more diverse and less predictable threats. As the creation of the Homeland Security Council and Office of Homeland Security indicate, the United States must now reevaluate standard national security processes for this more uncertain world.In this timely book, William W. Newmann examines the way presidents manage their advisory process for national security decision making and the way that process evolves over the course of an administration's term. Three detailed case studies show how the president and his senior advisors managed arms control and nuclear strategy during the first terms of the Carter, Reagan, and G. H. W. Bush presidencies. These studies, enhanced by interviews with key members of the national security teams, including James Baker, Brent Scowcroft, and Zbigniew Brzezinski, reveal significant patterns of structure and adaptation. They provide a window to how decision making in the modern White House really works, at a moment when national security decisions are again at the top of the agenda.Specifically, Newmann investigates this pattern. Each president begins his administration with a standard National Security Councilÿbased interagency process, which he then streamlines toward a reliance on senior officials working in small groups, and a confidence structure of a few key advisors. Newmann examines the institutional pressures that push administrations in this direction, as he also weighs the impact of the leadership styles of the presidents themselves. In so doing, he reaches the conclusion that decision making can be an audition process through which presidents discover which advisors they trust. And the most successful process is one that balances formal, informal, and confidence sources to maintain full discussion of diverse opinions, while settling those debates informally at the senior-most levels.Unlike previous studies, Managing National Security Policy views decision making as dynamic, rather than as a static system inaugurated at the beginning of a president's term. The key to understanding the decision-making process rests upon the study of the evolving relationships between the president and his senior advisors. Awareness of this evolution paints a complex portrait of policy making, which may help future presidents design national security decision structures that fit the realities of the office in today's world.
