Book excerpt: Upper Lake Phipps is impounded by Dam No. 1, an earth embankment dam with a stone masonry corewall, located at the eastern end of the Lake, and Dam No. 2, a stone masonry, concrete, and earth structure located near the southwest end of the Lake. A low causeway located on the north side of the Lake separates the Lake from a smaller pond. Dam NO. 1 has a top width of 10 feet, a maximum height of 29 feet, and a length of 345 feet. The dam consists of two sections separated by a bedrock knob located near the center of the dam. Dam No. 2 consists of a stone masonry and concrete buttress wall with an upstream earth embankment. The dam has a maximum height of 14 feet and an overall length of 190 feet, including a 20 foot long overflow spillway located at the right end of the dam. The spillway consists of a concrete cap on a stone masonry weir with 2.7 feet of freeboard from spillway crest to the top of Dam No. 2; Dam No. 1 is another 0.3 feet higher. Based on the visual inspection, the dams are judged to be in poor condition. Features that could affect the future integrity of the dams are seepage downstream of Dam No. 1 and through the masonry wall of Dam No. 2; brush and trees present on the crests and slopes of both dams; continued erosion and slumping of the upstream slope of both dams; deterioration and movement of the masonry portions of Dam No. 2; and the unknown condition or existence of a low level outlet or blowoff line. The Test Flood inflow of 390 cfs results in a routed outflow of 240 cfs and a freeboard from water surface to the top of Dam No. 2 of 0.4 feet.

Book excerpt: This 26 foot high water supply facility dam consists of two main sections. The upstream section is an earthfill dam built in 1862. The downstream part, built in 1900, is a stone masonry gravity section. The area between the two sections was filled in 1900 with a well-compacted clayey soil adjacent to the older upstream fill material. The spillway is a 21.5' foot long broad-crested stone masonry weir discharging to a concrete and stone channel which leads to a concrete arch culvert under Connecticut Route 34 immediately downstream of the dam. The outlets consist of a 16 inch supply main and a 10 inch low level outlet, both of which are gated on the downstream side of the dam, the 16 inch pipe at a gatehouse at the toe of the dam, and the 10 inch by a gate in a manhole at the toe of the dam. In addition there is a 20 inch pipe through the dam which carriers water from the upper Maltby Lake No. 2 to the downstream gatehouse. From the gatehouse, a water line runs to the filtration plant on the opposite side (southeast) of Route 34. Based upon the visual inspection at the site and past performance, the dam appears to be in good condition. No evidence of instability was observed in the downstream masonry section, the upstream earthfill section, or any appurtenances. The test flood is equivalent to one-half the Probable Maximum Flood (PMF). Peak inflow to the reservoir is 1450 cfs; peak outflow is 1220 cfs with the dam overtopped 0.6 feet. Based upon our hydraulic computations, the spillway capacity is 520 cfs without the swale overflow, which is equivalent to 43% of the routed test flood outflow.

Book excerpt: Lake Winnemaug Dam is an earth embankment approximately 500 feet long with a maximum height of about 15 feet. The upstream slope of the embankment is approximately 1H:1V and the downstream slope is about 1.5H:1V. The top of the dam is about 20 feet wide and it is a paved road. The overflow drop spillway is located about 100 feet from the right abutment and consists of an 18.5-foot long concrete weir, a cascading step section and a 4-foot high by 10-foot wide culvert through the embankment. The original purpose of the dam is unknown; however, the lake is currently used for recreation purposes. The peak test flood inflow for Lake Winnemaug Dam is 3,460 cfs. The routed test flood outflow of 2,010 cfs overtops the dam by about 0.8 feet. The spillway is capable of discharging 770 cfs or about 38 percent of the routed test flood outflow prior to overtopping of the dam. A breach of the dam would result in a 7.8-foot increase in the stream depth (3.8 feet above the channel banks) at the initial downstream damage area. The dam appears to be in poor condition. Numerous structural deficiencies, such as slope failures, seepage, and toe erosion were observed during the visual inspection. The embankment is overgrown with brush and trees and contains a number of rodent holes. The reservoir cannot be drained in an emergency because the outlet pipe control valve is inoperable.

Book excerpt: The dam consists of two sections. The portion of the dam from the spillway 185 feet to the left is an earthen embankment on the upstream side of a rubble masonry retaining wall. The remaining portion of the dam to the left of the retaining wall is an earthen embankment. According to the existing information, a rubble masonry corewall exists from the spillway 260 feet to the left. The spillway is reported as a 50-foot-wide concrete weir flowing to a steep channel cut into natural rock formations. A 16 inch diameter high level intake approximately 900 + or - feet to the right of the dam was used as a supply main. The supply main is operable, however the reservoir is not used as a water supply due to the turbidity and poor color quality of the water. A 12 inch, low level inlet passes through the dam, but is presently inoperable. Based upon visual inspections at the site and past performance history, the dam is judged to be inf air condition. No evidence of structural instability in the retaining wall or the embankment portions of the dam was observed. However, the masonry retaining wall is very irregular making it impossible to detect any misalignment or movement of the wall. There are areas requiring attention. Based upon our hydraulic computations, the spillway capacity is 850 cubic feet per second, which is equivalent to approximately 28 percent of the Test Flood. Peak inflow to the reservoir is 3,500 cubic feet per second; peak outflow (Test Flood) is 3,000 cubic feet per second with the dam overtopped 0.8 feet.

Book excerpt: The Upper Millpond Dam is located on the Indian River in Clinton, Connecticut. The dam was constructed in 1813. The overall dam length is 82.5 feet including a stone masonry spillway of 24.5 feet located near the left side. There is a concrete cap, approximate 8 inches high by 1 foot wide which was added to the dam on either side of the spillway in 1975. On the right side of the dam is the remains of an outlet box which is partially collapsed. Also, located beneath the spillway is a plugged 10-inch metal outlet pipe. The maximum height of the dam is 8.2 feet and the average depth immediately behind it is 1 foot. The dam is owned and operated by the Town of Clinton. The dam impounds Upper Millpond which is 16.5 acres in size and which is essentially a widened channel of the Indian River. The dam is in fair condition with some cracking and spalling of the concrete cap, no functioning outlet works, several large overhanging trees just upstream of the dam, measurable seepage a round the left abutment and some misalignment of the stone masonry dam itself.

Book excerpt: The dam of the Upper Unionville Reservoir is an earth embankment with a concrete spillway. It is approximately 220 feet long, 23.8 feet high and has a maximum top width of 10 feet. The Unionville Reservoir Upper Dam was probably constructed in 1909. The Town of Avon presently owns and operates the dam and appurtenant structures. The dam is presently used for passive recreation and to fill the lower pond which is used for swimming. Based on the visual inspection and past operational performance, the dam is judged to be in FAIR condition. A wet area was noted at the downstream toe of the western embankment and there was erosion and/or settlement on the downstream face and top of the embankments. The cover of the intake tower is in fair condition and manhole steps in the intake tower are in poor condition. Access to the tower would be difficult during flood conditions. The test flood for this dam is 1/2 the Probable Maximum Flood (PMF). The test flood has an inflow equal to 1020 cfs and an outflow discharge equal to 1020 cfs with a stillwater elevation of 397.2 which will overtop the dam by 0.9 feet. The maximum outflow capacity of the spillway with the water surface at the top of the dam is 100 cfs, which is 10 percent of the test flood outflow.

Book excerpt: This flood control project consists of three structures: the Main Dam, the Diversion Dike and Dike No. 2. Each structure is an earth embankment at 3H:1V with a good grass cover and a top width of 12 feet. The principal spillways consist of a reinforced concrete riser and 30 inch RCP through the Main Dam and Diversion Dike. The emergency spillways are grassed channels, 40 feet wide in the eastern 1/3 of the Main Dam and 90 feet wide at the eastern end of the Diversion Dike. The reservoir is normally empty except for small sediment pools at the principal spillway inlets. Based on the visual inspection, review of design information and past operational performance, these structures are judged to be in good condition. There is some erosion due to vehicle treepass, some sloughing of the embankments, and animal burrows. These structures are classified as intermediate in size and high hazard potential structures in accordance with the Recommended Guidelines for Safety Inspection of Dams, by the Corps of Engineers. The impoundment storage at the top of the structures is 1205 ac.-ft. The maximum outflow capacity of the spillways with the water level at the top of the dam is 5400 cfs, which is 203 percent of the test flood outflow.

The Test Flood inflow is 615 cfs and the Test Flood routed outflow is 510 cfs, overtopping the dam by 0.1 feet. The auxiliary spillway capacity with the water level at the top of the dam is 400 cfs and is equal to 78 percent of the Test Flood routed outflow. The capacity of the morning glory type spillway was neglected because of the potential for clogging.

U.S. Route 1, a four lane highway, runs along the top of the dam. Based upon the visual inspection at the site and past performance, the dam is judged to be in fair condition. No evidence of structural instability was observed, however surface sloughing and erosion of the downstream embankment slope was noted. Peak inflow to the reservoir is 7450 cfs; peak outflow is 1900 cfs with the dam overtopped 1.9 feet. Based on our hydraulic computations, the spillway capacity is 220 cfs, which is equivalent to 12% of the routed test flood outflow.

Book excerpt: Beseck Lake Dam is an ashlar masonry and earth embankment dam about 36 ft. high. It is curved and is about 285 ft. long. An earthfill forms the upstream face of the dam, the downstream face being of masonry. The spillway occupies the central 98.5 ft. of the crest length. The non-overflow sections each side of the spillway have earth dikes on top of the masonry. A 20 in. dia. outlet pipe projects through the downstream face of the dam. Flow regulation is by means of a 24 in. dia. sluice gate and stoplogs in a concrete control structure. Riprap on the upstream face is missing in the vicinity of the catwalk to the outlet tower, causing erosion to occur. There are a number of leaks through the masonry downstream face and at the foundation level. A discussed outlet pipe is also leaking. There is some excessive growth on the crest of the dam, on the masonry downstream face and in the downstream channel. The outlet pipe is of inadequate size for rapid evacuation of the reservoir. The dam appears to be in a generally good condition. The spillway is adequate to pass the 1/2 PMF test flood outflow of about 2,150 cfs without overtopping the earth dikes on the non-overflow abutments.

Book excerpt: The dam is an earthfill embankment with a concrete and masonry spillway at the central part of the dam. A new highway embankment for Route 263 was constructed in 1976 just downstream from the dam. The old road is now used as an access to the dam lies just below the crest and extends along the dam from the right abutment to the spillway. The dam is approximately 520 feet long an 8 feet wide at the crest, which is 14 feet above the streambed of Sucker Brook. The spillway consists of a 45 foot long broad-crested concrete weir and a concrete apron which is just below the weir and enclosed by masonry training walls. This apron funnels the water into a 60 inch asphalt coated corrugated metal pipe through the new highway embankment. Based upon the visual inspection at the site and past performance, the dam is judged to be in fair condition. No evidence of structural instability was observed, however there are areas requiring attention such as seepage on the right toe of the dam, spalling of the spillway weir and wet areas and lime deposits on the masonry training walls. Peak inflow to the reservoir is 1250 cfs; peak outflow is 550 cfs with the dam overtopped 0.1 feet. The spillway capacity is 410 cfs., which is equivalent to 75% of the routed test flood outflow. The hydraulic/hydrologic calculations do include the effects of the Route 263 highway embankment and 60 inch culvert.

Book excerpt: Park Pond Dam, located at the eastern end of the pond, consists of an earth embankment with a maximum height of 20 feet and a top width which varies from 8 feet to 15 feet. The dam is 420 feet long and has a 19.9 foot concrete spillway at the left end. A diversion channel from an adjacent watershed connects to the spillway approach channel. The impoundment has a maximum storage capacity of 1,100 Acre-Feet. The dike, located at the northwestern end of the pond, consists of an earth embankment with a paved roadway along the crest. The dike has a maximum height of 7 feet, a top width of 21 feet, and a length of about 80 feet. Based on the visual inspection, the dam is judged to be in poor condition and the dike in fair condition. Features which could affect the future integrity of the dam are trees and brush on the embankment; seepage through the embankment; erosion of the downstream slope; deterioration of the spillway approach channel wall and the spillway weir; the accumulation of debris in the spillway and approach and discharge channels; the location of the low level control valve downstream of the dam and lack of erosion protection on the dike. The spillway capacity with water level at the top of the dam and the dike is 310 cfs or 58 percent of the Test Flood routed outflow. The Test Flood would overtop the dam and dike by 0.3 feet.

Book excerpt: Upper Pond Dam is an earth embankment dam with a maximum height of 17 feet and a length of 390 feet. The dam embankment left of the spillway is approximately 10 feet in width, with 2 horizontal to 1 vertical upstream and downstream embankment slopes. The centrally located spillway is 72 feet in length and is a stone masonry structure. Stone masonry training walls approximately 5 feet in height are located at each side of the spillway. The outlet works consist of a concrete gate structure and an outlet channel. Based on the visual inspection, the Upper Pond Dam appears to be in poor condition. There was no movement or settlement of the crest observed. The horizontal alignment is good. The top of the outlet gate structure, however, is lower than the embankment crest. Some erosion was noted at the abutments, adjacent to the spillway section and adjacent to the outlet works. Trespassing on the slopes was not significant. Erosion scarps on the upstream slope extending 1-2 feet above waterline were noted. Several areas of broad shallow erosion on the upstream slope and upstream side of abutments were observed. Brush and many large trees (up to 2.5-ft.-dia.) with extensive root systems were noted on the slopes and crest of the dam. Standing water was observed in an area 35 feet downstream of the toe on the right side of the dam. The capacity of the spillway is inadequate to pass the 1/2 PMF test flood outflow of 5,195 CFS and would overtop the dam by about 0.9 feet. The spillway can pass about 33 percent of the test flood.

Book excerpt: Morris Reservoir Dam is an 800 foot long earth embankment dam and has a maximum height of 110 feet. Top width of the dam is 20 feet and appurtenant structures include a concrete spillway, spillway channel and outlet works. The spillway is on the right (west) side of the dam. The visual inspection of Morris Reservoir Dam indicated that the dam is in good condition and is well maintained. The inspection revealed that a surficial erosion channel up to 8 inches in depth is located on the downstream slope approximately 150 feet east of the spillway starting at the third berm down from the crest and extending to the toe. Occasional animal burrows were found on the downstream face of the dam. Loose rock and trees were observed overhanging the west side of the downstream channel. Slight erosion adjacent to the east side of the gate structure was observed. Occasional water observed on the berms is believed to be melt water. The spillway will pass the test flood outflow of 15,575 cfs with a pool elevation of 659.6 feet MSL which is 1 foot below top of dam.
