The reservoir is a pump storage facility, having no inlet stream or spillway. This capacity is sufficient to store all the runoff, 203 acre-feet, from the drainage area. There will be no test flood outflow. The dam will not be overtopped. The following remedial measures should be instituted by the Owner: grass and brush on the dam should be cut and maintained; animal burrows should be filled-in and prevented from reoccuring; trespassing on the dam should be prevented; a formal warning system for the downstream impact area should be developed and the dam should be inspected once every year by a qualified registered professional engineer.

Book excerpt: Lancaster Millpond Dam is a stone-masonry structure with stone abutments. It is 490 feet long and has an estimated hydraulic height of 24.5 feet. The spillway is 190 feet long and discharges to the Nashua River. As a result of the visual inspection and a review of available data, Lancaster Millpond Dam is considered to be in fair condition. Major concerns are: erosion of the soil near the right abutment on the downstream side; trees growing on the soil of the right abutment and on the field nearby; a tree growing out of the stone masonry at the intersection of the dam and the left training wall; seepage through the spillway; and the lack of controls on diversion and discharge structures. The test flood inflow was estimated to be 14,800 cubic feet per second (cfs) and resulted in an outflow discharge estimated to be 14,800 cfs, which would overtop the dam crest by about 13 feet. This would result in the water rising to within about 1 foot of the bridge at State Routes 62 and 70 immediately upstream of the dam.

The emergency spillway is 48 feet long and occupies the center portion of the dam. As a result of the visual inspection and a review of available data, Simonds Pond Dam is considered to be in poor condition. Major concerns are: significant seepage at the toe of the dam; missing mortar and poor condition of the joints of the spillway; extensive spalling and cracking of the concrete cap on the top of the dam and spillway; deterioration of the spillway apron; extensive spalling of the concrete gatehouse foundation; and inadequate spillway capacity. The test flood inflow was estimated to be 2,500 cfs and resulted in an outflow discharge estimated to be 2,460 cfs, which would overtop the dam by approximately 1.3 feet. The maximum spillway capacity with the water level at the dam crest was estimated to be 700 cfs, which is approximately 28 percent of the test flood discharge.

The dam has a hydraulic height of 11 feet and an overall length of approximately 120 feet. The spillway and sluiceways have a combined capacity of 230 cfs or 22 percent of the test flood outflow with flashboards and 345 cfs of 33 percent of the test flood outflow without flashboards. The dam is in generally good condition. However, it is rated as fair due to the inadequate spillway capacity, seepage through the stone masonry below the right sluiceway outlet pipe, and the voids beneath the cracked concrete floor of the spillway. It is recommended that the owner engage a qualified registered professional engineer to perform a detailed hydraulic/hydrologic investigation to determine overtopping potential and need for the total discharge capacity of the dam; design a means to precent water from seeping through the masonry below the right sluiceway outlet pipe and investigate the voids beneath the spillway cap.

Book excerpt: Mill Pond Dam is an earth embankment dam believed to have been constructed around 1900. The facility is used as a bridge across the Agawam River and to impound water for recreational purposes. The dam is about 285 ft. long and 16.5 ft. high. The dam has two spillways. The primary spillway is a concrete sluiceway located near the left abutment. A two bay stoplog structure located at the downstream end of the sluiceway controls flows through the facility. The secondary spillway is a 5 ft. dia. metal pipe culvert located on the right side of the dam. A stoplog structure having a weir length of 5.4 ft. is located on the upstream end of this spillway. An 18 in. dia. outlet passes through the dam near mid-point. Outflow is controlled at a 6 ft. by 8 ft. by 6 ft. upstream concrete intake structure. The dam and appurtenant works are judged to be in fair condition. There is no low level outlet for draining the pond. Seepage was noted at four locations. There was erosion of both the upstream and downstream embankments in the vicinity of the 18 in. dia. outlet pipe. Tree and brush growth is abundant. The test flood inflow is 3,420 cfs; the routed test flood outflow of 3,150 cfs would overtop the low point in the left abutment by about 2.0 ft. The spillways can pass about 7 percent of the routed test flood outflow without overtopping the low point in the left abutment.

The spillway itself is approximately 15 ft. high and probably founded on bedrock. The overall condition of Pleasant Street Dam can only be considered fair, primarily because the spillway of the dam was obscured by heavily flowing water and the operation of the low-level outlet was not demonstrated. However, visible portions of the dam are generally in good condition, and the dam is performing adequately. There was no evidence of settlement, lateral movement or other signs of structural failure, or other conditions which would warrant urgent remedial action. With the water level 3.8 ft. above the spillway crest, corresponding to the estimated top of dam level, the spillway capacity is approximately 2,500 cfs, which is 12 percent of the test flood outflow.

Book excerpt: The impounding facility at McTaggarts Pond is a 458-foot long, 23 foot high stone-earthfill structure with upstream and downstream concrete retaining walls. The spillway which is a 158 foot long ungated broad crested weir has a crest at elevation (El) 636.0. The outlet structure, located adjacent to the spillway includes a discharge pipe to a mill downstream and a low level outlet. The following deficiencies were observed at the dam: Seepage at the toe of the downstream retaining wall; seepage through the joints in the concrete on the spillway side walls; bulging of a downstream retaining wall; displaced riprap and brush growing through the riprap; erosion on the top of the right (west) embankment section; and rubble, boulders and debris in the downstream channel. Hydraulic analyses indicate that the spillway can discharge 6,910 cfs at El 641.6 which is the low point on the top of the dam. The spillway cna discharge 86 percent of the test flood before the dam is overtopped.

The test flood would overtop the dam by about 1.6 feet. The spillway can discharge 60 percent of the test flood before the dam is overtopped.

Book excerpt: Meetinghouse Pond Dam comprises two earthen embankments with an included spillway. The major embankment, the dam, is approximately 230 feet long and 15 feet high. The other embankment, the dike, is approximately 170 feet long and approximately 6 feet high. It is located to the north of the dam and includes a masonry spillway with wooden flashboards. The dam is in good to fair condition. Hydraulic analyses indicate that the spillway can safely pass the test flood provided the flashboards are not in place; otherwise the spillway dike will be overtopped. Recommendations for remedial work include the clearing of brush and trees from the dike, dam, spillway and discharge channel; the filling of animal burrows; the providing of additional riprap protection; the re-shaping of the dam crest to limit vehicle traffic; and performing maintenance work on the spillway and gate house. Additional investigations of the spillway dike are recommended to determine if seepage is present at high water levels and to determine and modify as necessary the freeboard.

Book excerpt: Crocker Pond Dam is a 520-foot long earthfill dam built in 1933 for storage. The facility has a maximum height of 38.5 feet and includes a spillway, flood gate, gate house and outlet structures. The spillway is a concrete ogee weir, 120-feet long (including the closed flood gate). There are five separate outlets for the dam, and 8-foot wide by 12-foot high flood gate, which when closed is part of the spillway; a 42-inch diameter main low level outlet; a 24-inch diameter auxiliary low level outlet; a 3-foot square drain; and a 3-foot square trash chute. The following deficiencies were observed at the site: spalled, cracked and deteriorated concrete on the east and west approach channel sidewalls, the spillway face, the sidewall between the spillway and the flood gate, the east and west sidewalls of the spillway, and the west face of the gate house; burrow holes and foot paths on the downstream face of the dam; missing stones along the downstream bench of the east section of the dam; logs and debris caught on the spillway weir and trees overhanging the west side of the downstream channel. The test flood would overtop the dam by 2.2 feet with no flashboards in place andf 3.8 feet with flashboards in place. Hydraulic analyses indicate that the spillway without flashboards can discharge 10,500 cfs, or 57 percent of the test flood outflow before the dam is overtopped with flashboards, the spillway can discharge 6,300 cfs or 34 percent of the test flood outflow before the dam is overtopped. This assumes that the flood gate remains closed during the test flood.
