Book excerpt: The National Nuclear Security Administration (NNSA)leads a nuclear security enterprise that includes three national laboratories, several production facilities, and an experimental test site. NNSA's mission is protect the American people by maintaining a safe, secure, and effective nuclear weapons stockpile; by reducing global nuclear threats; and by providing the U.S. Navy with safe, militarily effective naval nuclear propulsion plants. The FY2016 National Defense Authorization Act called for the National Academies, in partnership with the National Academy of Public Administration, to track and assess progress over 2016-2020 to reform governance and management of the enterprise. Governance and Management of the Nuclear Security Enterprise assesses the effectiveness of reform efforts and makes recommendations for further action.

Book excerpt: In the late 1990s, a number of incidents at nuclear weapons facilities highlighted important security weaknesses at the Department of Energy (DOE).1 To address these weaknesses, DOE has developed numerous initiatives to improve nuclear security. The initiatives cover a broad range of security areas physical security, personnel security, information security, cyber security, and counterintelligence. Some of these initiatives require the creation of new offices and new policies, while others require the development of programs and processes meant to address specific weaknesses. In addition, the Congress sought to improve nuclear security by creating the National Nuclear Security Administration (NNSA) on March 1, 2000, as a separately organized agency within DOE. As a result of the September 11, 2001, terrorist attacks, improving security has taken on a higher priority given the sensitivity and hazards of the work that DOE and NNSA perform.

Book excerpt: The congressionally mandated report A New Foundation for the Nuclear Enterprise (the "Augustine-Mies" report), released in November 2014, concluded that "the existing governance structures and many of the practices of the [nuclear security] enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term." Following the release of the Augustine-Mies report, the National Defense Authorization Act for Fiscal Year 2016 called for DOE to develop an implementation plan for responding to the recommendations in that and similar reports. The NDAA also called for a 4 1â"2-year study, joint between the National Academies of Sciences, Engineering, and Medicine and the National Academy of Public Administration, to evaluate the implementation plan, to track the actions proposed in that plan, and to assess progress. This report is the third in a series of reports to be issued over 2017â€"2020 as part of that study.

Book excerpt: A congressionally mandated study carried out in 2013-2014 led to the November 2014 report A New Foundation for the Nuclear Enterprise. That report summarizes the panel's findings on the current health of the enterprise, examines the root causes of its governance challenges, and offers the panel's recommendations to address the identified problems. It concludes that the existing governance structures and many of the practices of the enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term. It offers recommendations to put the entire nuclear security enterprise on a stronger footing. Recognizing the persistence of governance and management concerns, this report serves as an initial assessment of the implementation plan developed by the National Nuclear Security Administration and the Department Of Energy for addressing the recommendations from A New Foundation for the Nuclear Enterprise. There will be seven semi-annual interim reports to evaluate progress in implementing the plan. A final report will be issued at the end of the study to document the overall progress in executing the implementation plan, assess the effectiveness of the reform efforts under that plan, and recommend whether further action is needed.

Book excerpt: " NNSA, a separately organized agency within DOE, has had long-standing problems managing its contracts and projects, which GAO has identified as being at high risk for fraud, waste, abuse, and mismanagement. Both DOE and, specifically, NNSA, undertook initiatives in 2002 and 2003 to improve contractor performance through revised federal oversight and greater contractor accountability. In 2006, concerned that efforts were moving too slowly, the NNSA Administrator tasked its KCP Field Office and contractor with implementing reforms at that site. House Report 113-102, accompanying H.R. 1960, an early version of the National Defense Authorization Act for Fiscal Year 2014 mandated GAO to review the KCP reforms and issues with extending them to other NNSA sites. This report, among other things, (1) identifies key reforms implemented at KCP and reported benefits; (2) describes key factors NNSA and others identified as helping the site implement reforms; and (3) provides information on how NNSA has implemented and plans to implement similar reforms at other sites. GAO reviewed relevant documents prepared by NNSA, DOE, contractors, and others; visited KCP; and discussed the reforms with cognizant federal officials and contractor staff. During GAO's review, Congress required NNSA to develop a study"

Book excerpt: Title 32 of the National Defense Authorization Act for Fiscal Year 2000 (P.L. 106-65) established the National Nuclear Security Administration (NNSA) as a semiautonomous agency within the Department of Energy (DOE) with responsibility for the nation s nuclear weapons, nonproliferation, and naval reactors programs. The Congress created NNSA to correct long-standing and widely recognized management problems at DOE, which had been underscored by significant cost overruns on major projects and security problems at the national laboratories. This report reviews NNSA's progress in implementing four key components of Title 32 intended to improve NNSA's management, including NNSA's reorganization efforts; integrated planning, programming, and budgeting improvements; use of its excepted service personnel authority; and efforts to improve its procurement practices. In presenting the results of our work, we agreed to identify for each of the four management areas (1) the underlying problems to be addressed, (2) the status of NNSA's progress, and (3) the management issues that still remain. We recognize that the implementation of Title 32 is an evolving and dynamic process; our observations on NNSA's progress are based on audit work conducted through December 2001.

Book excerpt: Effective management and oversight of contracts, projects, and programs are dependent upon the availability of reliable enterprise-wide financial management information. Such information is also needed by Congress to carry out its oversight responsibilities and make budgetary decisions. However, meaningful cost analysis of NNSA programs, including comparisons across programs, contractors, and sites, is not possible because NNSA's contractors use different methods of accounting for and tracking costs. The National Defense Authorization Act for Fiscal Year 2014 required NNSA to develop and submit to Congress a plan to improve and integrate its financial management. An explanatory statement accompanying the act included a provision for GAO to review the adequacy of NNSA's plan. This report evaluates the extent to which NNSA's plan (1) addresses the objectives of the act and (2) follows leading practices for planning. GAO reviewed NNSA's plan and compared it with legislative requirements and leading practices for planning and interviewed NNSA officials.

Book excerpt: NNSA is responsible for the management and security of the nation's nuclear weapons programs and relies heavily on contractors to carry out this mission. In January 2013, NNSA awarded a $22 billion consolidated M&O contract for its Pantex and Y-12 sites, which NNSA stated will enhance mission performance and reduce costs. The National Defense Authorization Act for fiscal year 2013, as amended, requires NNSA to report to Congress on the costs and benefits of the contract competition following the award of an M&O contract. NNSA's report is to address the expected cost savings, competition costs, any disruption or delay in mission activities or deliverables, and any benefits to mission performance or operations resulting from the competition. The act also requires GAO to review and report on NNSA's report. This report assesses the extent to which NNSA's report addressed each required topic and the clarity and completeness of the information provided. GAO interviewed NNSA officials and reviewed NNSA's statutory reporting requirements, the agency's report and supporting documentation, and federal guides and standards relevant to presenting benefits and costs.
