The border is the longest border between two countries in the world, spanning 5,225 miles. The United States and Canada recognize that the threat from TCOs is a threat to regional security and stability of both countries. To increase each country's individual security and economic vitality, the United States and Canada must appropriately plan, train, and act together to address threats at the earliest point possible and work toward optimizing joint border management goals. On February 4, 2011, President Barack Obama and Prime Minister Stephen Harper articulated this understanding of shared responsibility for our security in Beyond the Border: A Joint Vision for Perimeter Security and Economic Competitiveness (BTB) which, among other things, confirms that the United States and Canada are "staunch allies, vital economic partners, and steadfast friends." BTB identifies four key areas of cooperation through which Canada and the United States can "pursue a perimeter approach to security, working together within, at, and away from the borders of our two countries." The key areas of cooperation are: Addressing Threats Early; Trade Facilitation, Economic Growth, and Jobs; Integrated Cross-border Law Enforcement; and Critical Infrastructure and Cybersecurity. Through integrated cross-border law enforcement, the United States and Canada will build upon existing relationships, programs, and policies; seek further opportunities to pursue national security by disrupting transnational criminal organizations; and improve our information sharing, allowing us to use our resources more efficiently and effectively to curb the flow of illegal narcotics and money across the Northern border. This document, the 2012 National Northern Border Counternarcotics Strategy (Strategy), articulates the U.S. framework for the ongoing efforts to reduce the threats on both sides of the border and is guided by the following strategic goal and five strategic objectives: 1. Enhance intelligence and information-sharing capabilities and processes associated with the Northern border; 2. Interdict illicit drugs and illicit drug proceeds at and between the ports of entry along the Northern border; 3. Interdict illicit drugs and illicit drug proceeds in the air and maritime domains along the Northern border; 4. Enhance counterdrug efforts and cooperation with tribal governments along the Northern border; and 5. Disrupt and dismantle transnational criminal organizations operating along the Northern border

Transnational criminal organizations based in Mexico with world-wide international connections continue to dominate the illegal drug supply chain and are continuing to expand their illegal activities throughout the United States. Indeed, 90 to 95 percent of all cocaine that enters the United States continues to pass through the Mexico/Central America corridor from the cocaine source countries further south. Mexico remains the primary foreign source of marijuana and methamphetamine destined for U.S. markets and is also a source and transit country for heroin. The same organizations that traffic in drugs also control the south-bound flow of drug-related bulk currency and illegal weapons. The smuggling and illegal export of weapons from the United States into Mexico is a threat to the overall safety and security of both countries and continues to fuel violence along the Southwest border and in the interior of Mexico. Indeed, weapons smuggled into Mexico often end up in the hands of the Transnational Criminal Organizations (TCOs) or other smuggling organizations where they can be employed against law enforcement officers and citizens in either country. On its northern border with the United States, Mexico experienced a dramatic surge in border crime and violence in recent years due to intense competition between Mexican TCOs that employ predatory tactics to realize their profits.The U.S. Government continues to respond to the challenges posed by transnational criminal organizations through a variety of coordinated activities, both at the operational and national policy levels. The U.S.–Mexico bilateral relationship continues to grow based on increasingly strong, multi-layered institutional ties. The commitment of both governments to improve citizen security in each country is underscored by the Merida Initiative, an unprecedented partnership between the United States and Mexico to fight organized crime and associated violence while furthering respect for human rights and the rule of law. Based on principles of shared responsibility, mutual trust, and respect for sovereign independence, the two countries' efforts have built confidence that continues to transform and strengthen the bilateral relationship in 2013 and beyond.

As a result of the changing situation on the border, the 2009 National Southwest Border Counternarcotics Strategy has expanded its focus beyond stemming the inbound flow of illegal drugs from Mexico. It also recognizes the role that the outbound flow of illegal cash and weapons plays in sustaining the cartels and addresses this threat in two dedicated chapters. The strategy also is the result of an expanded consultation process, including more thorough coordination with Congress, State and local authorities, and the Government of Mexico.
