Book excerpt: Since the 1970s, concerns about health hazards associated with electric and magnetic fields from power lines and from workplace, school, and household use of electricity have led to many studies and continued controversy about whether adverse health effects occur. In the Energy Policy Act of 1992 (Public Law 102-486), Congress authorized a focused national research program to study the possible health effects of exposure to low-intensity, 60-hertz electric and magnetic fields. In response to this legislation and at the request of the Department of Energy (DOE), the National Research Council established a committee under the Board on Radiation Effects Research (BRER) in the Commission on Life Sciences (CLS) to aid in its review of the power-frequency magnetic field research activities completed under the Electric and Magnetic Fields Research and Public Information Dissemination (EMF-RAPID) program that was authorized by the Energy Policy Act. The Research Council's Committee to Review the Research Activities Completed Under the Energy Policy Act of 1992 (EPACT) was asked to review the EMF-RAPID program implemented by DOE and the National Institute of Environmental Health Sciences (NIEHS), and research strategies suggested by other federal and nonfederal groups.

Although the Interagency Committee is only required to report on the progress of the research aspects of the RAPID Program, information is provided in the context of the overall program strategy that guides the research, as well as of related Federal programs. Accordingly, this report describes the work to date on the entire RAPID Program. It also includes information about related Federal efforts. The Electric & Magnetic Fields (EMF) Research & Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1993) to determine whether or not exposure to EMF produced by the generation, transmission, & use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) & the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. this program requires that Federal appropriations be matched by contributions from non Federal sources. The authorized level of funding for the program was $65 million over a 5 year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress & matched by non Federal contributions.

Book excerpt: The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.
