Book excerpt: The Round Pond Creek Dam is located in the Town of Greece, Monroe County, New York. The dam is used as a storm water retention facility to control flows in Round Pond Creek downstream from the facility. The visual inspection revealed that the dam is generally in good condition with only minor erosion due to motor bike traffic on the embankment. Both the control outlet and the emergency spillway are in good condition and no signs of structural instability were detected. The following specific items should be addressed by the Owner: Continual surveillance should be maintained on the drainage ditch at the toe of the downstream slope near the center of the embankment to detect any erosion which could occur from high flows in this channel, and Riprap slope protection at the downstream end of the control outlet should be replaced.

Information and analysis are based on visual inspection of the dam by the performing organization. The Phase I Inspection of the Larkin Creek Dam did not indicate conditions which would constitute an immediate hazard to human life or property. The hydrologic/hydraulic analysis indicates that the spillway is capable of passing the Probable Maximum Flood (PMF) with a foot of freeboard. Therefore, the spillway is assessed as adequate according to the Corps of Engineers' screening criteria. (Author).

Book excerpt: The examination of documents and visual inspection of the dam and appurtenant structures did not reveal conditions which constitute an immediate hazard to human life or property. The dam, however, has a number of problem areas which requirefurther investigation and remedial work. The structural stability analysis indicates unsatisfactory stability would result from loadings which could occur during all investigated conditions. A structural stability investigation should be commenced within 6 months to determine the characteristics of the uplift forces acting on the dam, the properties of the existing dam and the effect of these conditions on the stability of the dam. The hydrologic/hydraulic analysis indicates that the spillway will pass only 26% of the Probable Maximum Flood (PMF). The dam will be overtopped by 6 feet and 1-1/2 feet by the PMF and 1/2 PMF respectively. Failure of the dam during the 1/2 PMF event would significantly increase the downstream hazard from that which would exist just prior to failure of the dam. Based on an initial screening, and preliminary computations, there appears to be a serious deficiency in spillway capacity so that if a severe storm were to occur, overtopping and failure of the dam would take place, significantly increasing the hazard to loss of life downstream from the dam.

Book excerpt: Harrower Pond Dam consists of a 175-ft. long earth embankment, the maximum height of which is 25 feet above original grade adjacent to the left spillway abutment. A 20 foot high vertical masonry wall forms the spillway section. The spillway is 77 feet long and eight feet in thickness. The area immediately upstream from the spillway is filled in with sediment and the remains of a previously existing timber crib dam. The right spillway abutment is adjacent to an intake and gate/powerhouse which has been abandoned. The examination of documents and the visual inspection of Harrower Pond Dam revealed conditions which constitute an immediate hazard to human life and property. The condition of the dam is considered to be 'unsafe, emergency', for several reasons. As a result of the 'unsafe, emergency' conditions of the dam, a 'Summary Abatement Order' was issued by the Commissioner of the New York State Department of Environmental Conservation on May 23, 1980.
