However, the dam has some deficiencies that need to be evaluated and remedied. Using the Corps of Engineers' screening criteria for the initial review of spillway adequacy, it has been determined that the embankment would be overtopped by all storms exceeding 38 percent of the Probable Maximum Flood (PMF). Dam overtopping, the resulting erosion of the embankment and hence, dam breaching would cause water surface downstream to reach depths which would pose significant danger to residents. Therefore, the spillway is adjudged to be seriously inadequate and the dam is assessed as unsafe, nonemergency. The classification 'unsafe' applied to a dam because of a seriously inadequate spillway is not meant to connote the same degree of emergency as would be associated with an 'unsafe' classification applied for a structural deficiency. It does mean that there appears to be a serious deficiency in spillway capacity and if a severe storm were to occur, overtopping and failure of the dam could take place, significantly increasing the hazard to life downstream of the dam. The classification of 'unsafe' applied to a dam because of a seriously inadequate spillway is not meant to connote the same degree of emergency as would be associated with an 'unsafe' classification applied for a structural deficiency. It does mean that there appears to be a serious deficiency in spillway capacity and if a severe storm were to occur, overtopping and failure of the dam could take place, significantly increasing the hazard to loss of downstream of the dam. Inspection of the dam also revealed that there was a seepage problem on this structure. Seepage was exiting on the downstream slope and at the toe in the embankment section at the right end of the dam.

Based on the evaluation of the existing conditions, the condition of Alexander Lake Dam is considered to be fair. A minor seepage area and some wet areas are located along the downstream toe. The vertical and horizontal alignment of the dam crest is irregular. However, the observed conditions are not consistent to significantly affect the overall performance of the dam at this time. The owner's representative reported that the low level outlet pipe for the embankment was plugged by concrete prior to the filling of the dam, as required by the design drawings. Therefore, the dam has no functional low level outlet facilities that could draw down the reservoir in the event of an emergency. The spillway capacity was evaluated according to the recommended procedure and was found to pass 80 percent of the Probable Maximum Flood (PMF) without overtopping the dam and full PMF with a minor overtopping of the embankment. The spillway capacity of the dam is rated to be inadequate because the spillway cannot pass the recommended spillway design flood of full PMF without overtopping the dam. (Author).

Since there were no drawings available, the evaluation of this dam is based primarily on visual examination, limiting measurements at the site, approximate hydraulic and hydrologic computations, and application of engineering judgement. It is recommended that the following additional investigations be performed by a registered professional engineer engaged by the owner: (1) The present embankment sections adjacent to the spillway represent a potential hazard to the dam with respect to possible erosion, piping and/or failure of the dam during high reservoir levels. Therefore, regrade this to make the embankment section conform to the embankment cross sections elsewhere. In addition, adequately protect these sections from spillway outflows; and (2) Investigate the seepage that was observed near the downstream toe of slope, including observation during high and low reservoir levels, evaluate the cause and recommend appropriate remedial measures.

Book excerpt: The Clark's Creek Watershed Project Site I dam consists of an earth dam with a service spillway pipe passing through the embankment and an excavated auxiliary spillway passing around the eastern end of the dam. The dam consists of a compacted earth embankment which is 46 feet high, has a crest length of 1250 feet and a crest width of 16 feet. The upstream slope is 1 vertical on 3 horizontal with a 10 foot wide berm near the base of the slope. The downstream slope is 1 vertical on 2.5 horizontal. The crest and exposed slopes are covered with grass and crownvetch. An earth cutoff trench of varying depth and width keys the embankment into the foundation soils. The examination of documents and visual inspection of the Clark's Creek Site 1 Dam did not reveal conditions which constitute a hazard to human life or property. The total discharge capacity of the spillways is adequate to impound and safely discharge the floodwaters resulting from the Probable Maximum Flood (PMF).
