Several deficiencies were noted and these should be corrected within 6 months of the date of the final approval of this report. Among the other actions which should be taken are repairing concrete on the post supporting the northern slide gate, filling the small scoured areas behind the sheet pile wall and monitoring the leakage through the masonry wall. In addition, a detailed emergency operation- action plan and warnng system should be developed. The spillways do not have sufficient capacity to discharge the peak outflow from one-half the Probable Maximum Flood (PMF). For this storm event and lesser events, high discharges will cause damage in the channel downstream of the dam. However, dam failure would not significantly increase the hazard to loss of lie downstream from that which would exist just prior to an overtopping-induced failure. Therefore, the spillway is assessed as inadequate.

The dam is used as a flood protection facility for the City of Syracuse. The visual inspection revealed that the embankment is in good condition and has been properly maintained throughout its life. No conditions were detected which might indicate instability of the structure. The surficial cracking of the exposed concrete of the spillway structure indicates that more serious spalling may soon occur. A protective coating designed to protect the structure from penetration of moisture into the concrete surfaces would serve to slow the spalling process and preserve the concrete in its present condition. This coating should be undertaken in the course of standard maintenance procedures.

Based on the evaluation of the existing conditions, the condition of Beebe Lake Dam is considered to be good. The examination of documents and visual observations did not reveal conditions which constitute a hazard to human life or property. The spillway capacity was evaluated according to the recommended procedure and it was found that the dam can probably pass the required spillway design floods of 50 percent to 100 percent of the Probable Maximum Flood (PMF) without significantly affecting the stability of the main dam, if the dam behaves as an arch structure. Therefore, the spillway capacity is rated as adequate. Available documents, including a report by the owner, classifies the dam to be a gravity structure. Assuming behavior as a gravity structure, it was found that the factor of safety against overturning, even under normal pool loading conditions, is marginal. No design and construction information is available to document the precise geometry of the dam and whether it was constructed to function as an arch dam. Therefore, it is considered advisable that the owner undertake further investigations to evaluate the stability of the dam. (Author).

Analysis performed indicated that the structure is only marginally stable under normal conditions and is unstable when subjected to severe loading conditions. The spillway has sufficient capacity to discharge the Probable Maximum Flood (PMF), therefore, it has been assessed as 'Adequate' according to the Corps of Engineers screening criteria. The dam has several problem areas which if left uncorrected, have the potential of hazardous conditions. These areas are: (1) Repair the deteriorated portions of the concrete on the downstream edges of the concrete paving; (2) Repair the undermining of the concrete paving; (3) Provide a program of periodic inspection and maintenance of the dam and appurtenances; and (4) An emergency action plan must be developed and maintained.

However, this dam has deficiencies which require further investigation and remedial action. Using the Corps of Engineers screening criteria for review of spillway adequacy, it has been determined that the dam would be overtopped for all storms exceeding approximately 20 percent of the PMF. The overtopping of the dam could cause the erosion of the embankment, especially around the outlet conduit, which would result in dam failure, thus significantly increasing the hazard to the loss of life, especially on the New York State highway which traverses its crest. To a lesser degree, there is also a potential loss of life by overtopping or breaching a downstream village street which is the only other connection between 2 halves of the Village. The spillway is, therefore, adjudged as 'seriously inadequate' and the dam is assessed as unsafe, non-emergency.

However, several deficiencies were noted which should be evaluated and remedied. The most serious deficiency was a lack of a safe, suitable access to the operating mechanism for the low-level outlet. In the event of an emergency at the dam, it would be extremely difficult to dewater the reservoir under present conditions. The hydrologic/hydraulic analysis performed indicates that the spillway does not have sufficient capacity to discharge the peak outflow from storms exceeding 7.5 percent of the Probable Maximum Flood (PMF). Since the spillway already extends across the full width of the gorge, there is no way to effectively increase its length or capacity. In addition, it should be noted that even if the dam did not exist, downstream flooding would occur during large storm events due to the configuration of the bedrock channel.
