The rock protection at the outlet pipe should be rearranged so as not to block the open end of the pipe.

Book excerpt: The Dam's location is Borough of Mt. Holly Springs, Cumberland County U.S.G.S. Quadrangle - Mt. Holly Springs, Pa. The general appearance of Upper Mt. Holly Dam is poor. The earth embankment is overgrown with brush and trees and the slopes are uneven. The riprap at the downstream side of the spillway has several voids and several trees are growing in this area. The reservoir is silted for most of its storage area at normal pool elevation. The drawdown sluice gate leaks and is inoperable. The overall evaluation of these facilities indicates that Upper Mt. Holly Dam is in poor condition. The growth of brush and trees on the embankment and in the downstream area of the spillway should be removed. After this clearing, the embankment should be inspected for seepage and signs of instability. The embankment should be made level and should be protected against erosion with a good grass mat. The riprap at the downstream side of the spillway should be repaired.

The spillway can pass 29 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. Failure of the dam would cause an increase hazard to loss of life downstream. As a whole, the dam is judged to be in fair condition. The spillway gravity weir does not have any significant deviations from the guidelines for stability, since the toe pressure is well below the allowable. There is no evidence of instability on the embankment.

The embankments impound water within the saddle. The dam has a main spillway and an auxiliary spillway. The main spillway is located at the right abutment of the South Embankment. It has a sharp-crested concrete weir with a crest length of 100 feet. The auxiliary spillway is a canal about 300 feet left of the South Embankment. Based on visual inspection, available records, calculations and past operational performance, Marshwood Dam is judged to be in fair condition. The spillway can pass 65 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. The spillway capacity is rated as inadequate. This rating is dependent on implementation of some of the recommendations herein. If the low areas on the embankments were raised 0.6 foot to the design elevation, the spillway can pass 80 percent of the PMF. The spillway capacity would still be rated as inadequate.

The spillway capacity is adequate for passing 43 percent of the PMF peak inflow without overtopping the dam. The spillway, therefore, is considered to be inadequate, but not seriously inadequate. Some recommendations presented for immediate action by the owner are: (1) that measures shall be taken to provide an adequate spillway capacity, which shall include the raising of the embankment profile uniformly to at least its design crest elevation; (2) that the downstream toe and an area 20 feet beyond the toe be cleared on a regular basis of all brush, weeds and trees, permitting close observation of the seepage; and (3) that the slab joints in the spillway channel be filled with a joint material.

The emergency spillway is located at the left abutment, consisting of an earth channel having a trapezoidal cross section. The bottom width of the spillway at the reservoir outlet is 56 feet. A service spillway, consisting of a 12-inch riser pipe and an 8-inch diameter outlet pipe, is located approximately 100 feet from the right abutment. The outlet works was reported to consist of an 8-inch diameter asbestos cement pipe, extending upstream of the riser pipe to the reservoir and terminating with two sections of an 8-inch diameter vitrified clay pipe, having a concrete plug at the inlet. Based on visual inspection, the Maple Lake Dam is judged to be in good condition. Under the present conditions, the spillway will pass approximately 37 percent of the PMF. Should the top of the dam be restored to its design elevation, the spillway could pass the SDF without overtopping the dam.

These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this structure is one-half the PMF. The spillway capacity is adequate for passing 29 percent of the PMF peak inflow without overtopping the dam. Failure of the embankment due to overtopping by one-half of the PMF would not significantly increase the risk to loss of life downstream. The spillway, therefore, is considered to be inadequate, but not seriously inadequate. Recommendations are presented for immediate action by the owner.

The overall evaluation of the facilities indicates that Lake Kimberly Dam is in poor condition. The growth of trees, brush and weeds should be removed, and the upstream slope should be protected from wave action. The crest profile is irregular and should be brought to a uniform elevation higher than the emergency spillway elevation in order to prevent overtopping. The downstream slope should be repaired where the slough has occurred and where the outlet pipe has eroded the embankment. The outlet pipe should be extended beyond the downstream toe of the embankment, and a rock protected plunge pool should be constructed at the end of the outlet pipe.
