In accordance with criteria established by Federal (OCE) Guidelines, the recommended spillway design flood for this 'Small' size dam and 'Significant' hazard classification is the 100 Year Flood to one-half the Probable Maximum Flood (PMF). Based on the damage center located 2,000 feet downstream of the dam, the one-half PMF event has been selected as the spillway design flood. Hydrologic and hydraulic computations presented in Appendix D indicate that the spillway structure is capable of discharging less than 0.1 PMF without overtopping the embankment. As the structure will not discharge the spillway design flood without overtopping the embankment, it is considered to have an 'Inadequate' spillway. (Author).

Book excerpt: The Mud Run Dam was designed and constructed in 1879 by the Philadelphia and Reading Coal and Iron Company. It was described in a 1914 report as an earthfill structure 1,124 feet in length. Very little information could be obtained as to the original construction. It was reported that the ground surface was well plowed to form a good bond with the fill and that the material, which was a mixture of clay and disintegrated conglomerate, was laid in layers and rolled. The dam was practically rebuilt in 1903 by adding to the then existing structure. The centerline was moved 16 feet downstream and the dam crest was increased from 8 feet to 24 feet in width and raised five feet in elevation. The downstream slope was changed from 1-1/2H to 1V to 2H to 1V and both slopes were paved with riprap. The material used in the enlargement was clay and disintegrated conglomerate which was laid in layers from 6 inches to 8 inches and rolled. A concrete core wall five feet wide on top and ten feet wide at the bottom was carried through a previous layer of underlying sand and gravel.

Book excerpt: Greenwood Dam is an earthfill embankment, originally constructed in 1880. The embankment height was increased in 1901 or 1904 and again in 1935 to its present configuration. The length of the embankment is about 850 feet with a maximum height of 32 feet. Four 20-inch pipes are placed under the embankment with valves at the downstream end without control at the upstream end. The pipes are supported on a masonry wall. The outlets of these pipes are not visible because they are submerged under the backwater of the Lake Hauto Dam, which is located immediately downstream. The spillway is located in the left abutment, about 100 feet from the end of the dam. The spillway is a concrete ogee weir and the discharge channel is cut out of the rock. The length of the ogee section is 94.5 feet and the weir crest is 2.0 feet above the approach channel. The left side of the spillway is sloped and cement paved. The right side is a vertical wall of stone, laid in mortar.

In accordance with criteria established by Federal (OCE) Guidelines, the recommended spillway design flood for this 'Intermediate' size dam and 'High' hazard potential classification is the Probable Maximum Flood (PMF). Calculations presented in Appendix D indicate that the structure will pass about 89 percent of the PMF without overtopping the embankment. Therefore, the spillway system for this structure is considered to be 'Inadequate' but not 'Seriously Inadequate'. (Author).

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

The 9-inch thick concrete core wall is founded on rock over most of its length. The left end of this wall is founded on sandy clay. The embankment has a length of approximately 1300 feet with a maximum fill height of 38 feet. The spillway is located in the right abutment and has a crest length of 50 feet at approximately 4 feet below the top of dam. Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in fair condition. In accordance with the Corps of Engineers' evaluation guidelines, the spillway capacity is inadequate to pass the PMF (Probable Maximum Flood) peak inflow without overtopping the dam. The project is capable of passing 45 percent of the PMF without overtopping.

Book excerpt: The assessment of Lower Dam is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. Lower Dam is a high hazard-intermediate size dam. The spillway design flood (SDF) is the PMF (Probable Maximum Flood). The exisitng spillway and reservoir are capable of controlling approximately 15% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate. If Lower Dam should fail due to overtopping, the hazard to loss of life and property downstream from the dam would not be significantly increased from that would exist just prior to overtopping. Extensive seepage is exiting through or beneath the dam. In addition, the embankment or foundation materials may be piping due to the excessive seepage. The dam appears to be in poor condition. As a result, the dam is considered an unsafe, nonemergency dam. (Author).

Book excerpt: Kehly Run Dam No. 3 is an earth and rockfill dam 442 feet long and approximately 33 feet high. The spillway is an open cut channel located on the left abutment. The spillway crest has a total length of 35 feet and has an irregular bottom. Immediately downstream of Kehly Run Dam No. 3 is a swimming pool which forms tailwater on the dam. This swimming pool is formerly Kehly Run Dam No. 2. Upstream of Kehly Run Dam No. 3 are three reservoirs (Kehly Run Dams No. 4, 5, 6). Kehly Run Dam No. 3 appears to be in fair condition. Several areas of 'possible past instability' are apparent on the downstream slope. In addition, extensive seepage areas have been reported in the past but may be obscured by the tailwater. Maintenance of the dam and operating facilities is considered poor. The spillway design flood is the PMF (probable maximum flood). The spillway and reservoir are capable of controlling approximately 17% of the PMF without overtopping the embankment.
