Book excerpt: Pocono Lake Dam is a concrete ogee spillway with concrete non-overflow sections keyed on each side into a zoned earth embankment. The embankment contains an upstream impervious fill protected with three feet of dumped riprap over a one foot filter bed. The facility is considered to be in good condition and well maintained. Hydrologic and hydraulic calculations indicate the dam will pass the Probable Maximum Flood without overtopping. Therefore, the spillway system is considered to be 'Adequate'. Visual inspection of the dam and reservoir detected no significant problems with the structure. There was some leakage noted around the stilling basin walls, which was assessed to be drainage from the rock toe. Some minor cracking of the spillway walls was noted and the loss of some joint sealer was noted in the bride. These conditions are not considered to be critical.

Book excerpt: Based on the criteria established for these studies, Pocono Highland Dam is judged to be unsafe, nonemergency, because the spillway capacity is seriously inadequate. The recommended Spillway Design Flood (SDF) for the size and hazard classification of the dam varies between 1/2 of the Probable Maximum Flood (PMF) and the PMF. The selected SDF is the 1/2 PMF. The existing spillway will pass only about 6 percent of the PMF before overtopping of the dam occurs. It is judged that the dam could not withstand the depth and duration of overtopping that would occur for the 1/2 PMF. If the low areas on the top of the dam were filled to the design elevation, the spillway would pass about 11 percent of the PMF without any overtopping. For either condition, the spillway capacity is rated as seriously inadequate. Failure of Pocono Highland Dam would cause an increased hazard for loss of life downstream.

The dam is classified as a 'Significant' hazard structure based on its potential to cause extensive property damage downstream and the remote chance for loss of life in the event of failure. The dam is also classified as an 'Intermediate' size dam by virtue of its 1,492 acre-foot normal storage capacity. On the basis of the visual inspection on 10 May 1979, and available documentation, the dam and its appurtenant structures are considered to be in good condition. Specifically, the inspection of the dam detected no significant problems with the embankment. The main spillway was assessed to be in fair condition. The auxiliary spillway, although not used very often, showed signs of leakage through the downstream toe and appears highly susceptible to erosion based on the visual inspection. Since the very limited design documentation and visual inspection was insufficient to evaluate the stability of the dam and its appurtenant structures, additional investigations are required for a comprehensive evaluation.

Book excerpt: Lake Swiftwater Dam is a 31 + or - foot high zoned embankment containing an impervious core founded in hardpan. The embankment has upstream and downstream slopes of 2.5H:1V and a crest width of 10 feet. When the old spillway was relocated to the right abutment, the embankment section was reconstructed and is a homogeneous embankment with an eight foot wide cutoff trench founded on impervious materials. The upstream and downstream slopes were both constructed at 2.5H:1V with a 10 foot crest width. The upstream slope of the whole embankment is protected with riprap, minimum thickness being 18 inches on the new embankment and 12 inches on the old embankment. The embankment impounds a 21-acre reservoir. The embankment also contains a gatehouse tower located near the crest of the dam approximately midway along the length of the embankment. The gatehouse tower contains a steel sluice gate manufactured by the Caldwell-Wilcox Company. Documentation in the files indicates that the intake pipe is 42 inches in diameter, located at the base of the embankment, and encased in concrete with anti-seep collars.

Therefore, the embankment is at least marginally stable.

The structure impounds a 57-acre lake with a 914 acre-foot normal storage capacity. Available records indicate that the core wall is founded in clay or hardpan. Upstream of the core wall, embankment materials consist of compacted soils. The upstream slope is protected with hand placed riprap. The slope is 2H:1V above elevation 867 (USGS Datum) and below elevation 867 the slope increases to 2.5H:1V. The compacted fill section downstream of the core wall has a 1H:1V slope and the overlying hand placed rock section has a slope of 2H:1V with a six foot berm at approximately elevation 873. The crest elevation is 893 with a measured width of 12 feet. The gatehouse is located about 320 feet from the right abutment. The best available section of this gatehouse is shown to Plate 5, Appendix E. The sluice gates are inside the gatehouse, one for the 24-inch intake pipe and one for the 24-inch discharge pipe. The intake is located at the upstream toe and the outlet discharges at the downstream toe into a rocklined channel.

Book excerpt: Monroe Lake Dam is located on Bear Swamp Run, a tributary to Marshall Creek, in Middle Smithfield Township, Monroe County, Pennsylvania. The facility is less than five miles north of the community of Marshalls Creek, Pennsylvania and approximately eight miles north of the city of East Stroudsburg, Pennsylvania. Observations made during the visual inspection indicate the embankment is in fair condition. The structure is characterized as very irregular and poorly aligned both horizontally and vertically. The downstream embankment toe is partially inundated by water that may be attributable to seepage through the embankment and/or leakage through or around the conduit. The water is trapped in a trough area between the embankments of the dam and the downstream roadway. The condition may be exaggerated because the drainage culvert under the road appears to be partially obstructed. Minor erosion was observed along both the upstream and downstream dam faces. Although particularly evident along the upstream slope adjacent the outlet riser and along the steepest portions of the downstream slope, the erosion is not considered to be significant at this time. Field measurements indicate low areas along the embankment crest between one-half and two feet below the elevation of the left spillway wingwall. The crest is covered with gravel and the slopes with weedlike vegetation.

The 1,450 foot long embankment impounds a 55 acre reservoir with a 614 acre-foot normal storage capacity. The upstream and downstream slopes are 2H:1V from the toe to seven feet below the crest. Thereafter, the slope increases to 1.5H:1V. The average measured crest width is 14 to 15 feet. The minimum width was measured as 10 feet and the minimum crest elevation is 709.8. The downstream slope is covered with grass and the upstream slope is protected with riprap from the crest to elevation 698 + or -. There are no internal drainage systems incorporated in this embankment. Water is normally discharged through the concrete spillway located at the left abutment. The spillway weir is 20 feet long with a crest elevation of 706. The structure contains two pond drain pipes with gates at the upstream toe. The gate stems extend from the reservoir bottom to just below normal pool level. Water discharges through the two parallel 12-inch cast iron pipes into a small minnow pond at the downstream toe.

Book excerpt: Based on avaliable records, visual inspection, calculations, and past operational performance, Brown's Lake Dam is judged to be in poor condition. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood is the Probalble Maximum Flood (PMF). The spillway can pass about 82 percent of the PMF. Since the dam cannot pass the PMF but can pass the 1/2 PMF, the spillway capacity is rated as inadequate. Deficiencies exist that are considered to be pertinent to the stability of the dam. The deficiencies include the following: seepage, steep slopes, a depression on the top of the dam, growth of trees on the dam, and holes and a depression on the downstream slope of the dam. The type of design and methods of construction increase the concern for the deficiencies. The condition of the outlet works is unsatisfatory. There are no upstream closure facilities. Maintenance of the dam is inadequate. (Author).

The dam has an irregular alignment and consists of a rock-filled, timber crib dam about 1,275 feet in length, flanked on each end with reaches of embankment. A dry, stone masonry wall is located along the downstream side of the timber crib section, and there is an earthfill section upstream from the timber crib. The main spillway is located in the timber crib section of the dam near the original stream bed location. It is a broad crested weir with three concrete steps. The auxiliary spillway consists of a reach of earthen embankment lined with concrete on its downstream side and with riprap on its upstream side. The crest is protected by vegetation. Based on visual inspection, available records, calculations, past operational performance, and according to criteria established for these studies, Lynchwood Lake Dam is judged to be unsafe, non-emergency, because the spillway capacity is rated as seriously inadequate. The existing spillways can pass only 14 percent of the Probable Maximum Flood (PMF) before general overtopping of the dam occurs.

The dam is approximately 390 feet long and has a maximum height of about 24 feet. The dam is located along Pennsylvania Route 715, about 1 mile south of Reeders, Pennsylvania. The spillway is capable of discharging 25 percent of the Probable Maximum Flood (PMF) without overtoppong of the earth embankment. Failure of the dam would significantly increase the hazard to loss of life downstream of the dam. Therefore, the spillway is classified as 'seriously inadequate' and the dam is classified as 'unsafe(non-emergency)'. The spillway capacity should be increased. Further detailed hydrologic and hydraulic studies should be performed prior to the design of additional spillway capacity. Based on visual observations and review of the information obtained from the Pennsylvania Department of Environmental Resources, Dam Safety Section, Trout Lake Dam is considered to be in poor condition.
