Book excerpt: Based on the visual inspection, operational history, and available engineering data, the dam, despite being well maintained, is considered to be in poor condition. Observations made during the visual inspection suggest that the embankment may be structurally unsafe as extensive areas of seepage were noted on the downstream embankment slope and immediately below the toe area to the right of the outlet conduit. Seepage conditions became evident shortly after reservoir filling and have persisted in spite of the installation of a remedial sand drain system near the toe. Failure of the embankment does not appear imminent and the condition is presently considered non-emergency. It is recommended that the owner immediately develop and implement a warning system to notify downstream inhabitants should hazardous conditions develop. Included in the plan should be provisions for around-the-clock surveillance of the facility during periods of unusually heavy precipitation.

Book excerpt: Based on the evaluation of the existing conditions, Brookville Water Works Dam was found to be in good condition and adequately maintained. The flood discharge capacity of the dam was evaluated according to the recommended procedure and was found to pass less than the 100-year flood without overtopping the embankment portion of the dam. The recommended spillway capacity range is between the 100-year flood and 50 percent of the probable maximum flood (PMF). Considering the low downstream damage potential, the lower limit of the recommended spillway capacity range was considered to be applicable to this dam. Therefore, the flood discharge capacity is classified to be inadequate. However, considering that the slopes of the earth embankment are protected with riprap and the dam has a concrete core wall, and further that the dam has withstood overtoppings in the past without breaching, overtopping of the earth embankment during the passage of 100-year flood can be permitted. Therefore, enlargement of the spillway is not considered to be justified. (Author).

Book excerpt: North Fork Dam is a homogeneous earthfill dam 622 feet long and 58 feet high. The principal spillway is a two-stage drop inlet spillway with a 30' diameter reinforced concrete pipe. The riser unit is 2.5 feet by 7.5 feet and is 33 feet high. The emergency spillway is located on the left abutment and is formed by a trapezoidal shaped open cut in glacial sand clay and gravel. The bottom width of the spillway channel is 100 feet. The spillway exit channel is 482 feet long and discharges on the left hillside below the toe of the dam. The inspection and review of data of North Fork Dam did not reveal any problems which require emergency action. The dam appears to be stable, well maintained, safely operated and in good condition. However, the spillway and reservoir are capable of controlling 60% of Probable Maximum Flood without overtopping the earth embankment. Based upon criteria established by the Corps of Engineers, the spillway is termed inadequate, but not seriously inadequate. In addition, the earth berm in the emergency spillway exit channel is low and overtopping of the berm during flood conditions will cause erosion of the embankment/abutment contact. This spillway berm will be overtopped at approximately 25% of the PMF.

The size classification for the facility is intermediate and the hazard classification is high. Results of the hydrologic and hydraulic analysis indicate that the facility is capable of passing and/or storing only 36 percent of the PMF. The analysis also indicates that spillway discharges are controlled by the downstream valley capacity when the flow over the weir exceeds approximately 3 feet (10 feet below the embankment) after which the pool level and tailwater will rise at roughly the same rate. Thus, failure from overtopping is essentially precluded and the spillway is considered inadequate, but not seriously inadequate. The consequences of embankment inundation by tailwater and subsequent rapid drawdown are uncertain; although, it is noted that portions of the downstream slope are designated as pervious fill and rock toe on the design drawings. This construction is favorable with respect to rapid drawdown response; however, thorough inspection of the embankment should be performed during and after inundation.

Book excerpt: The Dutch Fork Dam consists of an earth embankment approximately 460 feet long with a maximum height of 42 feet from the downstream toe and a crest width of 12 feet. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream). The spillway structures of the dam consist of a concrete overflow section, a trapezoidal concrete-lined spillway discharge channel which terminates in a concrete-lined plunge pool at the toe level of the dam near the left abutment. The overflow structure of the spillway is an 89-foot-long concrete weir, trapezoidal in cross section, located at an elevation approximately 10 feet below the dam crest. The outlet works consist of a reinforced concrete box culvert and a control tower located at the center of the embankment. The conduit is equipped with trask rack devices on the upstream end with a stilling basin at the discharge end. The flow through the conduit is controlled by stop logs located in the control tower. The stop logs divide the control tower into inflow and outflow chambers. The stop logs in the control tower extend from the invert elevation of the box culvert to the normal pool elevation. The flow entering into the intake chamber of the control tower through the upstream portion of the outlet conduit rises to the normal pool elevation, spills over the stop logs into the outflow chamber, which in turn discharges into the downstream portion of the outlet conduit. The lake can be drawn down below the normal pool elevation by removing the stop logs. The control tower is not equipped with any mechanical device for removing the stop logs. This outlet system constitutes the emergency drawdown facility for the dam. (Author).

Since the Bigby Run Dam just meets the minimum criteria; and since the dam is located in a rural area suggesting only appreciable economic loss; compliance with the current practice of the Baltimore District Corps of Engineers leads to the selection of the 1/2 PMF as the Spillway Design Flood (SDF).

Book excerpt: The Pine Creek Dam consists of an earth embankment approximately 1130 feet long with a maximum height of about 33 feet. As built, the crest of the dam was 60 feet wide with a 2 horizontal to 1 vertical sslope on both the upstream and downstream faces. Over the years, significant fill has been placed on the downstream side of the embankment, increasing the crest width to 300 to 400 feet. A two-lane roadway crosses the crest of the dam. Near the left abutment (looking downstream) the side slope of the spillway discharge channel defines the toe of the present embankment. However, for the remaining major portion of the embankment, no discernible demarcation exists between the embankment and the natural ground that can be identified as the toe of the embankment. Fill placed on the downstream side of theembankment gradually merges to the right abutment. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located near the left abutment. The spillway structures include an ogee overflow section, circular arc in plane view, which discharges into a rectangular concrete discharge channel. A single-span highway bridge crosses the spillway discharge channel, approximately 70 feet downstream from the crest of the overflow section. The crest of theogee overflow section of the spillway is located at an elevation approximately 10 feet below the low point on the crest of the dam.

Book excerpt: Based on a visual inspection, review of post-construction engineering studies, and available engineering data, the Hinckston Run Dam is considered to be in good condition. Deficiencies were limited to general deterioration of the concrete spillway section, and apparent inoperability of the valves within the intake tower. The size classification of the facility is intermediate, and the hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility is the Probable Maximum Flood (PMF). Results of the hydrologic and hydraulic analysis indicate the facility can pass and/or store about 38 percent of the PMF prior to overtopping of the embankment. Overtopping, even under floods of PMF magnitude, is not expected to cause failure of the unusually massive embankment configuration which is composed of erosion-resistant, hot-poured slag. Thus, the spillway system is considered to be inadequate, but not seriously inadequate.
