Book excerpt: The New Dam consists of an earth embankment approximately 330 feet long with a maximum height of 37 feet from the downstream toe and a crest width of 32 to 35 feet. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the right abutment (looking downstream). The spillway is an earth channel excavated into the right abutment and includes neither an overflow control structure, nor an energy dissipation structure at the downstream end. The width of the channel varies from 30 feet at the upstream end to 20 feet at the downstream end. The channel follows the right abutment for approximately 200 feet, then turns left, and discharges freely over the hillside into the stream valley. The outlet works consist of a 24-inch cast-iron blowoff pipe and a concrete intake tower. The concrete intake tower is located on the upstream side of the dam approximately mid-height of the embankment. All the operating equipment on the intake tower has seriously deteriorated and is no longer functional. The blow-off pipe appears to extend 50 to 100 feet further upstream from the intake tower. No low-level intake structure was visible. Flow through the outlet conduit is controlled by a valve located at the downstream end. The valve was reportedly left open to draw down the lake.

Book excerpt: The Old Dam is an earth embankment. As it presently exists, the embankment is approximately 130 feet long with a maximum height of 38 feet from the downstream toe and a minimum crest width of approximately 8 feet. Review of the design drawings indicates that the embankment as built was 235 feet long. It appears that during the reconstruction of U.S. Route 22, which is approximately 200 feet downstream from the crest of the dam, a significant fill was placed on the left abutment, reducing the embankment to its present length. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the left abutment (looking downstream). The overflow structure of the spillway is a 49-foot-wide stone overflow section which discharges initially into an earth channel and then into a trapezoidal concrete discharge channel which terminates at a point approximately 200 feet downstream from the toe of the dam in line with the right abutment. The outlet works for the dam as designed consisted of a 24-inch cast-iron pipe through the embankment equipped with a masonry intake structure at the upstream and and a valve at the downstream toe of the embankment. However, presently it appears that the inlet structure has collapsed and now is a mound of rubble. The owner reported that the valve at the downstream end of the outlet pipe has been dynamited in an attempt to drain the lake. The downstream end of the pipe could not be located. It apparently discharges under the surface of the pool of water at the downstream toe of the dam. The dam has no operable emergency drawdown facilities. (Author).

Book excerpt: PA 480 was designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS) for floodwater detention. The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

Book excerpt: The general condition of the Refuse Settling Basin is considered to be fair. This assessment is based on visual observations that indicate a possible inadequate margin of safety against slope failure of a high ground water level exists in Embankment A. The condition is not considered to represent an immediate threat to the structure because of the relatively low impoundment pool elevation. It should, however, be evaluated. If a high ground water does not exist in Embankment A, the facility can be considered to be in good condition. The structure is classified as an 'intermediate' size, 'high' hazard dam. Corps of Engineers guidelines recommend the Probable Maximum Flood (PMF) as the Spillway Design Flood for an 'intermediate' size, 'high' hazard dam. The visual inspection indicated several minor deficiencies in addition to the possible high ground water condition. The deficiencies can be corrected or improved through implementation of the following recommended evaluation, remedial, monitoring and/or maintenance efforts.
