Book excerpt: Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this structure is the full PMF. The spillway capacity is adequate for passing 34 % of the PMF peak inflow without overtopping the dam. Overtopping of the dam by the PMF will not cause failure. The spillway, therefore is considered to be inadequate, but not seriously inadequate. The following recommendations are presented for immediate action by the owner: (1) That the valve on the outlet pipe be maintained and operated at least once a year; (2) That a formal surveillance and downstream warning system be developed for use during periods of high or prolonged rainfall; (3) That provision be made to cut or remove the screen over the spillway in case of an emergency; and (4) That an operation and maintenance manual be prepared for guidance in the operation of the dam during normal and emergency conditions, and that a schedule be developed for the annual inspection of the dam and its appurtenant structures.

Book excerpt: Saw Mill Dam is a zoned earth embankment with an impervious core, an outer previous shell, a cutoff trench and drainage blanket and rock toe. These features are shown on Plate 3, entitled 'Typical Embankment Sections'. The dam is approximately 1,335 feet long and the height, measured from the crest to the principal spillway discharge pipe inlet, is 47 feet. Borrow materials were obtained from the spillway excavation and within the reservoir area. The core of the dam is composed of clayey materials derived from the borrow areas, and the shell is composed of more previous materials selectively excavated from the borrow pits. The 10 foot wide cutoff trench has 1H:1V side slopes and a grout cap at the base of the trench. The foundation was grouted using a single line grout curtain with six foot hole spacings. The average hole depth is 15 feet and the maximum hole depth is 30 feet. The upstream slope is 3H:1V, the lower two-thirds of the slope is protected with 18 inches of riprap over a 12-inch filter blanket and the upper portion is protected with grass. The downstream slope is 2.5H:1V and protected with grass.

About 1,270 feet of the embankment is roughly parallel to U.S. Route 22/Interstate 78. The remaining 280 feet of the embankment forms an angle of about 60 degrees with the highway. The shorter leg contains the maximum section and the principal spillway. The principal spillway consists of a concrete drop inlet riser, a 222 foot long, 30 inch reinforced concrete pipe with eight anti-seep collars, and an impact basin. The emergency spillway was excavated through rock at the right abutment. The grass-lined trapezoidal channel is approximately 150 feet wide and 30 feet wide. The dam and its appurtenant facilities are considered to be in good condition. Calculations indicate that the existing spillway systems are capable of passing the Probable Maximum Flood (PMF) without overtopping. Therefore, the spillway system is considered to be adequate.

Hydrologic and hydraulic computations presented in Appendix D indicate that the structure will not pass the 100 year event without overtopping. It is further assessed that the 100 year event would not cause failure or significantly increase the potential for excessive property damage and loss of life downstream of the dam. Therefore, the spillway systems of this structure are considered to be Inadequate but not Seriously Inadequate.

In reviewing this report, it should be realized that the reported condition of the dam is based on observations of field conditions at the time of inspection along with data available to the inspection team. In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability and safety of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.

As the dam height and total capacity are near the lower limit of the size classification, the selected spillway design flood is one-half the PMF. Mining of the deep iron ore body has caused extensive subsidence. The mine waste rock is disposed of downstream of the subsidence area. Therefore, currently, Mill Water Pond intercepts surface runoff only from about 0.31 square mile immediately above the dam. Hydrologic and hydraulic computations presented in Appendix D indicate the maximum spillway capacity is greater than the peak PMF inflow from the reduced watershed. Therefore, the spillway system of this structure is considered to be Adequate.

Book excerpt: This flood control dam consists of a 550-foot-long homogeneous earthfill embankment with a maximum height of 31 feet above the streambed. The structure has two spillways. The principal spillway is a drop inlet structure and discharges through a 24-inch diameter pipe. An emergency spillway is constructed in the left abutment. This spillway consists of a grassed earth channel with a bottom channel width of 75 feet. The emergency spillway crest was designed to be 3.5 feet below the top of the dam. Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in good condition. The spillway capacity is adequate for passing the full PMF peak inflow without overtopping the dam.

Book excerpt: Based on the visual inspection, past performance and the available engineering data, the dam and its appurtenant structures appear to be in fair condition. In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this flood control structure is the PMF. The spillway capacity is adequate for passing 71 percent of the PMF peak inflow without overtopping the dam. The spillway, therefore, is considered to be inadequate, but not seriously inadequate.
